The agency ring and Commercial Clubs in Cut Bank, Valier and Conrad were conspiring with James J. Hill to force another land cession of 156,000 acres under the reclamation project, the eastern boundary coal deposits and the newly discovered oil fields in the Northeast corner of the reservation. Superintendent Arthur McFatridge recommended that the Blackfeet irrigated farm lands be leased to white farmers, and that the Indian’s grazing lands be leased to white stock men, although trespass of the white cattlemen continued unabated. The Reclamation Service, having saddled the Indians with a nearly $1,000,000 debt in the failure of the Blackfeet Irrigation project, now had developed a plan for the transport of western mountain reservation Blackfeet waters in St. Mary Lake and River, the Milk River, and the Divide Mountain Rocky Mountain eastern watershed to off-reservation water users. The Blackfeet cattle ranchers were removed to dry eastern reservation lands away from their mountain meadows and cold water streams and ditches used to irrigate hay lands for sale and for winter feed for their cattle herds.
