PRESIDENT TRUMP’S “INSTIUTUTIONAL RACISM” PROBLEMATIC IN U. S. GOVERNMENT BUREAUCRACY

               IN 1974, I was hired by the Department of Health & Human Services by Regional Administrator Charles Goady, who is an African-American, and Republican, “To End Institutional Racism against Native Americans in Departmental Programs.” That was my job description! I was attached to the regional administrator’s office as a Special Assistant for Native American Affairs, therefore I had the power to carry out my duties as assigned, but there was no game plan to follow because I was the first Native American to hold the position. Today, thanks to Charles Goady, there are Native American “desks” in all ten regions of the country created by the Civil Service Commission. We made history for the Indians and I put the newly created position to good use. In San Francisco, Region Nine, I helped Indian tribes to understand their rights to access federal programs, and when states refused to serve Indians, I taught them the rules of Equal Opportunity that demand service on the basis of income and need, not on the basis of race. Indian clients were being told to go back to the reservation to get services, which is not only racist, but illegal. I got a few high level department officials fired for racism and I was transferred to Denver, Region Nine, and it was a hotbed of racism against Indians. The first fight I had was with the State of Montana, Director of Social Services, who said in a meeting at the regional office with me present, “We don’t serve Indians off the reservation, they have their own tribal programs on the reservation”. Of course, I was well trained in departmental rules & regulations, so I asked her on what basis the Indians were denied social services available to every other American? Her face got red, and she looked to the regional director for help, but he knew better than to openly support institutional racism in the federal government. I asked her if all “income eligible” clients were served on the basis of poverty or race In Montana? Do only white people get served in Montana? She would not answer, so I told her wherever the Indians roam, they are Americans, and are eligible to be served on the same basis as any others in the United States. The meeting blew up after I got done telling the Montana director a lawsuit was heading her way if Indians were not served on the same basis as whites. Federal dollars not state dollars pay the bills and whoever takes federal dollars also take federal laws, and are subject to federal courts. The regional director called for my firing immediately and I filed an Equal Employment Opportunity Discrimination Complaint. I was being fired for standing up for a minority discriminated against by the Montana Department of Health & Human Services. How could the Indians win under such political powers? I called in all of the Indian grantees and told them the situation and I told them it was up to them whether I filed a class action suit against the state of Montana and the Department of Health & Human Services. The grantees backed me up except for chairman Old Person, who is a BIA operative, stooge, uncle tomahawk, Blackfeet Chief, and sex pervert convicted of incest in traditional court. He was blackmailed by BIA, and is the most hated Indian in the country for giving confidential information to the BIA in the Cobell Case. Mrs. Cobell had to remove him as a co-plaintiff in the Cobell Case class action lawsuit. You never know when your leaders are selling you out! Be careful who you elect June, 2018.  Institutional Racism in Health & Human Services Departmental Programs ended by Federal Government Executive Branch ordering states to begin serving Native Americans on or off the reservation. All of us are “Equal Under The Law.” Blackfeet are served even in Glacier and Pondera County without taking their trust lands because of Charles Goady’s commitment to human rights. I am now 70 years old and I need the health & human services I get in Missoula, it’s a good thing I fought for Indian rights in 1974!

Petition: Secretary of Interior Ryan Zinke Investigate BIA Blackfeet Agency, Lease Frauds


PETITION: SECRETARY OF INTERIOR RYAN ZINKE INVESTIGATE BIA BLACKFEET AGENCY, LEASE FRAUDS Economist John Kenneth Galbraith described characteristics of Insular Poverty as “forces common to all members of the community that restrain or prevent participation in economic life at going rates of return.” Blackfeet trust landowners as a group cannot participate in the reservation economy at “going rates of return.” Defrauded by the $5.00 per acre grazing leases issued by the Bureau of Indian Affairs, federal trustee of Blackfeet allotted lands consisting of 897,000 acres of the best grazing land in the northwest. I calculate the value of BIA $5 per acre lease fee as ½ of one percent of lease revenues going to Blackfeet owners of the trust lands. The remainder of 99 and ½ percent of the lease revenue is robbed by Blackfeet “third-party” leasers of allotted and tribal lands in “collusion” with local BIA officials, Blackfeet Tribal Business Council members, and white ranchers. The factor common to all Blackfeet trust landowners is being cheated by the “cheap lease” policy issued by Blackfeet Agency, Bureau of Indian Affairs Superintendent. Economist Galbraith says insular poverty cannot be solved until the “specific frustrations” of the people on the ‘island of poverty” are removed, and then the people can enjoy a general advance of prosperity. Galbraith wrote, “For poverty does survive. In part, it is a physical matter; those afflicted have such limited and insufficient food, such poor clothing, such crowded, cold and dirty shelter that life is painful as well as comparatively brief [slow-death measures genocide]. The people are poverty stricken when their income, even if adequate for survival, falls radically behind that of the [surrounding white] community. They cannot have what the [white] community regards as the bare minimum required for decency; and [the Indians] cannot escape the judgment of the larger [white] community, that they are lazy and indecent. They are degraded, for, in the literal sense, they live outside the grades or categories which the [white] community regards as acceptable [tribal poverty].” Tribal council politicians pilfer federal poverty grants and tribal lease money but do not care about the tribal poor once elected, and they align themselves with crooked BIA officials, and third-party Blackfeet leasers [middlemen] who are the interface “colluding” with white ranchers to cheat trust landowners. Glacier County has 542 farms and 944,486 acres in ranching and farming. Market Value of Products sold with crop and livestock sales of $67,000,000 and Government Payments of $8,000,000 for a total of $75,000,000. BIA Reports show Glacier County ranchers & farmers generate 3 ½ times the amount of neighboring counties because of the cheap leases of Blackfeet allotted lands through the Blackfeet Agency lease program, which BIA employees set lease fees for trust lands @ $5 per acre embezzlements of hundreds of Blackfeet land allotments. The white ranchers and third-party Blackfeet middlemen lease trust lands cheap for $5 per acre & cheat hundreds of Blackfeet trust landowners of their lease money. There are many examples of cheap leases of BIA employees and third-party Blackfeet criminal schemes. The Many Hides Allotment was leased by a Blackfeet tribal member for less than $500 paid to the BIA lease program, and then sub-leased to a white rancher for $20,000, cheating the family of $19,500. Tribal grazing units are leased for $5 per acre and sub-leased for $68,000 to white ranchers through tribal council members land board. The Cobell Case buy-back program is used to get a share of allotted lands and then the tribal council takes control of your family land and leases it to third-party partners for $5 per acre. Our family lands now have tribal shares leaving us open to exploitation by the tribal council. BLACKFEET HISTORY BOOK EXPOSES AMERICAN GENOCIDES

I am 70 years old, a Blackfoot Indian, author of a Blackfeet history book, "THE SACRED BUFFALO VISION" available on Amazon.Com. White historians may feel ashamed to bring out the comparisons of America to Nazi Germany in terms of genocide and "mass atrocities" but here is my book which details a campaign of Indian extermination in the modern era, 1880's to 1930's for Indian lands opened up by Congress in the 1887 Indian allotment act which divided tribal lands into 400 acre individual allotments to be watched over by federal trustees called the Bureau of Indian Affairs. As the history research reveals, I found both of my great-grandmothers names among the land fraud victims and their status as Eligible Indian Money Damage Claimants since 1912. Moreover, I found a system of Blackfoot "Slow-Death"genocide in 1912-1922, way before Hitler massacred the Jews, so then, Hitler copied the founders in using extermination of a hated minority as the way to attainment of  riches belonging to the intended victim. Indian treaty-making requires a majority of the adult males in the tribe "approval for a tribal land cession."' To take an individual land allotment from an individual Indian landowner, it requires the signature or approval of the individual landowners. What if the Indians do not sign the papers? Thousands of Indian deaths mounted all across the United States upon Congress' approval of the 1887 Indian Allotment Act, which also requires a signature or approval on an application for a fee patent signed by the Indian landowner and the Indian agent, and approval by the Secretary of the Interior, General Land Office of the United States in issuing a fee patent title, and title signed off by the President of the United States. At the same time as the massive murders and land frauds of Indian people were occurring, 1912-1922, powerful "white friends of the Indians" were publishing lurid accounts of starving Indians and robbery of Indian lands, pushing Congress to investigate Indian affairs. My research followed the Congressional Investigations, Hearings, Senate Investigators Report, and testimony of the Indians in Congress and in the courts. It was surprising to learn that our ancestors did a great job in saving our treaty rights if not the land and oil. We are taught in public schools the "savage Indian curriculum." The book is a serious subject, but has comical events, such as when Chicago crime boss Al Capone showed up in Browning, the reservation capital, to set up his own bank to rob Indians along with the government crooks. He liked the beef steaks fattened on the buffalo grasses on the reservation and shipped steaks to his Speakeasy. The Senate Investigator was killed in a Chicago alley when he followed Al Capone back to Chicago. Congress then decided to look elsewhere for crooks. The "Gilded Age" crooks all showed up on the reservation. It is as a rotten a history that you will find in any despotic nation, including ours today. President Trump is following the pattern of the American founders like Benjamin Franklin, who "tweeted" centuries ago, "NOTHING BUT MONEY IS SWEETER THAN HONEY." He thought rum might be the appointed means to kill more Indians, "It has already annihilated all of the coastal tribes." I think the poor in America might need to know that they too are expendable; too costly in the eyes of the Congress and the rich one percent who really runs government. Providence might decide to cut your healthcare next. Take it from one who knows, I have all the reservation diseases and Agent Orange from Vietnam! Please, all of you cold-hearted republicans, most foolish democrats, independents, alienated, impoverished, or incarcerated, buy or steal a book.
