“THE SACRED BUFFALO VISION” BLACKFEET HISTORY BOOK EXPOSES ECONOMIC-APARTHEID SYSTEMS “The Sacred Buffalo Vision” @Amazon.Com: “The [savage Indian] curriculum problem is one that has affected white schools as well as reservation schools. It becomes even more accentuated on an Indian reservation where there is less relatedness between the usual subjects of instruction and Indian cultural background. While a primer dealing with the “savagery” [a man of brutal cruelty] of the Indian may have little or no effect on the culture of a white community, it has all kinds of psychological reverberations on an Indian reservation, where most of the children are still linked psychologically with the old Indian culture. Under such conditions, this type of public instruction becomes more than absurd.” Most Indians do not know tribal political/economic history because it is not taught in public schools or colleges. My history book exposed over a century of an “underground economy” operating “extra-legally” on the Blackfeet Indian Reservation. During the conquest of Blackfeet Country by trespassing border-whites a campaign of physical genocide killed thousands of Indians, but the “Baker Massacre” caused a national protest against the army killing whole Indian villages. The Montana Legislature created an economic-apartheid-structure, called a “reservation/county” jurisdiction enacted by the Montana Legislature on stolen Indian trust lands in 1919. My research uncovered a “political-mercantile” system of “Slow Death Measures” genocide in Montana that used mass starvation and institutional violence by state and federal officials on the Blackfeet Indians to force Indian landowners to give up trust lands [non-taxable].   

PHYSICAL GENOCIDES AND MASSACRES OF BLACKFEET TREATY INDIANS BY MONTANA CONFEDERATES [Excerpt, The Sacred Buffalo Vision] United States Indian Service Report of Blackfeet Agent, Henry Reed, 1862, “On Tuesday we distributed to the Bloods, and on Wednesday to the Blackfeet, all in the same manner, apparently to their great satisfaction. It was certainly gratifying to see the Indians conduct themselves with so much decorum during the time of their visit and the [1855 Treaty] Payment, especially as there were so many of them together, and so many conflicting interests; and then during the stay of a week to have nothing occur but what would accord with the best organized society was certainly surprising as well as highly gratifying. There are many whites who are here and through the mountains because they cannot be tolerated in any civilized society. They need care and attention. We refer especially to the introduction and sale of liquor. In the selection of the force we have at the farm, we have tried to get such as would present a proper example to the Indians of morals, industry, and economy, so that example and precept might go together in the lesson given to the Indians at all times.” Monthly Report of George B. Wright, United States Indian Agent, 1866, “Soon after my arrival at Fort Benton and on the 18th day of September, 1866, there was seen on the opposite bank of the Missouri River a party of eleven Piegan Indians [Blackfeet] desirous of crossing over to the Benton side, whereupon a body of some twenty whites [confederate soldiers], residents of Fort Benton, and returning [trespassing confederate gold] miners to the States, ran up to the bend in the river and as the Indians touched the shore, these men fired into them, wounding some and killing six. The balance of the Indians, with the wounded, ran back to the opposite shore, leaving the dead ones in the hands of the whites, who immediately scalped them. On the following day, another party of Indians was seen some six miles above Fort Benton, on that side of the river, whereupon the same class of persons who killed the abovementioned Indians started on horseback after them, they overtook the Indians and fired into them, killing six, bringing the Indian scalps into the town. I endeavored to secure the scalps but was refused. A few of the Chiefs of the Blackfeet and Bloods called recently to see me, and expressed a strong desire to remain in peace their own nation and the white race. They are, however, strongly opposed to visiting Fort Benton to see their agent, owing to the heavy white settlement around the town; and as there has been no provision made by the late Congress for a new treaty on the part of the government for them, by reason of treaty of the Judith river of 1855 expiring by limitation, and the non-satisfaction of the treaty of 1865. It is well known that in thickly settled countries the citizens thereof carry with them more or less hostility towards the Indians, and spare no efforts when success seems certain, in obliterating them from existence. Therefore, is it not better that by removal of this agency further back into the interior there could be effected a more permanent peace in the country and a more general safety to both races? It might be argued that if there should be a repetition of the Indian wars, the race would then be, not only in name but in fact, exterminated, and there would be no further use for agents or agency buildings. This theory may be, in contemplation, pleasant, yet practically it would meet with embarrassments, for experience has thus far proven, unless there be a general uprising of the people, sanctioned by the United States Congress, the Indian would maintain his existence, and the tradition of his death in Montana Territory would seem an absurdity. This government is too humane to annihilate those who, from wrongs inflicted upon them, justly punished the white aggressor, and the Old World has yet to be taught that the United States, having purchased land by treaty, would possess and occupy other lands through force and power. The genius of our institutions, although differing with many minds regarding territorial occupancy, agrees in the main that the Indian should be removed from encroachments of the white race and honestly compensated for the relinquishment of their lands. By their removal there would be no occasion for hostility; each party could attend to their own business, for history and experience in this Territory have proven that the introduction of so many emigrants, having such a diversity of character and hatred toward the Indians, having rendered travel unsafe, and the highways of today are attractively different from those of yesterday. In this separation that I so earnestly urge (between white and Indian races) the government would be benefitted and all mankind could move on without meeting in any danger. There are many of the Indians who are anxious to become the rivals of the white race, and will, as soon as suitable grounds are established for them, adopt the order of civilization, and will equalize their ability for their own interests as well as that of the government. I have just arrived home from the Flathead Agency, Montana Territory, while on my trip I was in the camps of the Kootenay, Pen d’Orielle, Flathead, Piegan (Blackfeet), Gros Ventre, Assiniboine, Ree and Crow, Mandan, and Arickaree tribes of Indians. I packed across the country from Hell Gate to Fort Benton, and thence took steamer for St. Louis, and did not see a hostile Indian during the entire trip. I saw and conversed with many persons who have been among the above-named tribes during the last six months and know their feelings toward the government and the whites, and am satisfied beyond a doubt that the Indians of Montana generally, and from those residing along the Missouri River, were never behaving better than at present, than they have been for some time past, (say seven to nine months) and they are as a general thing peaceably disposed toward our government. Governor Meagher’s Indian War in Montana is the biggest humbug of the age, got up to advance his political interest, and to enable a lot of bummers who surround and hang on to him to make a big raid on the United States treasury. Parties (and hundreds of them) are traveling from Helena to Fort Benton, some mounted, some on foot, and some in wagons, in squads of two, four, six and eight persons-some armed, and some unarmed. None appeared to apprehend any more danger from hostile Indians than they would in Washington City. The boat I came down the river on (the Yorktown) did not even load the guns furnished them by the War Department during the round trip, but allowed Indians to come on board the boat when they wished to do so, (that is when we were lying to). Neither did I hear of a single boat that had been disturbed by Indians on the Missouri river, the many statements made in newspapers notwithstanding. I am satisfied no trouble need be apprehended from the above-named tribes, unless the same is brought on by acts of General Meagher and the troops under his orders.” Colonel Sully, Army Superintendent of Indian Affairs wrote, “I intend to do all I can to arrest some of the citizens, who about ten days ago, committed the cowardly murder of a harmless old man and a boy about fourteen years old, at Fort Benton. They were Piegans (a part of the Blackfeet tribe). These Indians were shot in broad daylight in the streets of the town. I think I can arrest the [confederate] murderers, but I doubt very much if I can convict them in any [confederate] court. Nothing can be done to insure the peace and order till there is a military force here strong enough to clear out the roughs and whiskey sellers in the country, but I will do all I can, with the limited means in my power to prevent a war or any serious difficulties between the whites and the Indians.” The “Baker Massacre” of 174 old men, women, children and infants of Piegans, in the winter camp of Chief Heavy Runners Band, attacked while the warriors were away on a winter buffalo hunt to feed the starving camp, while another small pox outbreak found many Indians dying in their beds covered with scabs, pus, and boils, slowly dying from the dreaded disease. Drunken army troops fired into Heavy Runner’s camp from a ridge and collapsed lodge poles upon camp fires on dying Indians and burned them alive in their beds or chased survivors through brush and raped the women and girls before shooting them in the skull. The Inspector General Report said the attack was triggered by false reports of Blackfeet Depredations, [murders and horse stealing] officially submitted by Montana Governor/General Meagher, Montana Militia and U.S. Army Generals at Fort Shaw to General Sheridan for final approval, based on false reports of attacks by the “Black-Feet Indians” upon Montana citizens. Montana Militia troops looted 1,400 horses and 7,800 buffalo robes from Chief Heavy Runner’s camp and raped and murdered many little girls and women.

“SLOW-DEATH MEASURES” GENOCIDE TRIBAL FAMINE DECIMATE THE BLACKFEET POPULATION Inspector C. H. Howard reported Blackfeet Indians starving by 1883, “It was my first experience in witnessing actual starvation; I have never visited an agency where there was so complete destitution. Children and adults are dying for want of proper nourishment when sick. There are thousands of cattle roving over the hills and valleys surrounding the reservation. I have even seen them on land which still remains a part of the domain of this tribe. But does anyone suppose these cattle will be safe in this vicinity while these Indians are starving? At the same time the cowboys do not hesitate to use arms in protecting the cattle? How long will it be before these Indians will begin to retaliate by arms and we will have another Indian war?” Agent Allen wrote, “The rations last for two days barely, the rest of the week the people live on wild berries and air, until Friday evening, when they again flock to the stockade and receive the entrails of the beeves butchered for the next day’s issue. Every part of the refuse is eagerly sought and eaten, and most disgusting contests occur for possession of the entrails except for the paunch and gall which they give to their dogs. Their physical condition is that of a slowly starving people, all of the people being very gaunt and thin, and in some cases shockingly emaciated. Scrofula prevails to a great extent among them aggravated by a lack of nourishment and an unmistakable large number seems to be suffering from consumption. In fact, their systems are so impoverished, that very slight hurts develop into serious complications. The deaths are estimated by agency employees at one per day, but the Department of the Interior is today totally ignorant of the numbers of Indians it pretends to care for and feed. The Indians prefer to dispose of the bodies by tying them in trees or placing them in high places, and the hills and ridges around the agency are dotted with these ghastly objects. The Indians offer themselves to work for food, and where ten are called for, fifty will appear, but while there are many ways the agent could employ them, he is unable to do so because they must be paid in rations and there are none to spare. There are places they tried to plant with axes digging the furrows, but immediately ate the seed potatoes furnished by the agent, and fished out the creeks. They have not a fur or skins for moccasins and there is nothing in their lodges except for the people themselves. In May and June there were times they stripped the trees and ate the inner bark to keep their souls and bodies together. The Indians vital forces are so weakened by the famine of the past three years that the winter now approaching will find them unable to endure its severity and still more dreadful suffering and death will occur.” Jesuit Priest Father Prando wrote, “The injustice of the white man is the cause of suffering among the Indians. The Blackfeet are sunk in want and misery, and in my opinion, they will have trouble getting through the winter without dying of hunger. There was so much talk and so much noise in the newspapers about the deplorable condition of these poor creatures, but till now they received no help. And, this year the effects of the famine are making themselves felt so horribly and the savages are dying rapidly. Indeed, we can say two-thirds of the tribe are diseased now. What a pity it is to see little boys and girls, with their small faces pale and emaciated, with languid eyes, and at an age when they should be happy, experiencing sorrow and consumption.”  Father Constantine Scollen first met the Blackfeet in 1861, and he saw them as a proud, haughty, numerous people, having a regular “politico-religious” organization [Blackfoot Confederacy-Sun Religion]. After 1870, the Blackfeet had lost more than half their population and tribal social organization was in deep decay from constant attacks of massacre, whiskey trade, small-pox, and destruction of tribal buffalo herds. Father Scollen observed, “They have been utterly demoralized as a people, the surviving relatives of the small pox epidemic of 1870 and the survivors of the Baker massacre went more and more for the use of alcohol. They endeavored to drown their grief in the poisonous beverage, sold their robes and horses by the hundreds for it, and now had begun killing one another, so that in a short time they were divided into small parties, afraid to meet on the prairie. Formerly, they had been the most opulent Indians in the country, and now they walked without horses, clothed in rags.” At a council of Blackfeet and Blood tribes of Indians at Blackfeet Agency, April, 1875, an election of Chiefs was held and a code of laws adopted outlawing whiskey in Blackfoot Country, the council opened with prayers and songs to the Divine Father, the Indians all kneeling. Agent John S. Wood called the meeting to order saying, “Before commencing on any great and good work, we have been taught by the word of the Great Spirit to invoke his blessings, and all we said and done would be heard and remembered by him, and we would be held accountable. If we did not intend living up to our pledges, we had better not make them. For many years you have been without unity, without a Head Chief, and without laws, roaming over the prairies in small, unfriendly, if not hostile bands, killing each other under the influence of whiskey. During the last year, you have killed one hundred and thirty one of your own people through whiskey. I want you to elect a Head Chief who does not drink whiskey and who will care for and control his people.” Little Plume was elected Head Chief and Generous Woman and White Calf elected Subordinate Chiefs. In 1886, United States Indian Treaty Commissioners arrived on the Blackfeet Reservation in forty degree below zero weather in the winter to treat with Blackfeet Chiefs, discussed the starving condition of Blackfeet Indians, stayed for a week and negotiated the purchase of the Sweet Grass Hills Country.  Congress Ratified the Blackfeet Land Cession in the 1887 Agreement, ending tribal famine by ceding 17,000,000 acres of prime tribal grazing lands to the United States and received payment of $1.5 million over ten years to be paid in annual installments of $150,000 to purchase cattle, supplies, rations, equipment and other needful things to improve their property by building homes and barns, fences and pastures, to establish a tribal cattle industry for self-support. Blackfeet cattle ranchers developed a tribal cattle industry by 1890 with 500 tribal brands, 25,000 head of cattle, shipping steers to Chicago Stockyards, to end tribal famine.

“SOMMATTSSIIPIKOAN” CLASS OF LYING, CHEATING, CROOKED, CLEVER DOUBLE-DEALING WHITE MEN  Blackfeet Agent George Steell served his first term of office as Blackfeet Agent in 1890-1893. The agency physician, Dr. Jenkins, certified Steell to be a confirmed narcotics addict, a “Morphine eater” in Dr. Jenkins words. Dr. Jenkins said Steell never did his paperwork without one-half gram to a full gram of Morphine to ease his rheumatic bones, such ills demanded daily injections of the drug. Steell became very angry at Dr. Jenkins for withholding the drug; he was determined to be high all the time. Dr. Jenkins reported Steell “needed the morphine as a drunkard needs whiskey.” Blackfeet Chiefs complained Agent Steell would only talk to them through a hole cut in his office door while they sat in an outer office when he was “riding the dragon.” His haggard tortured face appeared in the peep hole and his dry lizard’s voice croaked, “go away.” Agent Steell grazed two hundred head of cattle on his ranch on the border of the reservation until he was replaced in 1893, and then he scattered the Indian’s cattle herds toward his ranch on Birch Creek, where 25,000 head of Blackfeet cattle were “rustled” by white ranchers. Blackfeet Agency, Chief Clerk, E.J. Garrett wrote James J, Hill, Owner of the Great Northern Railway, about opening up the “mineral strip” where it was thought gold was to be found in the mountainous portion of the reservation; “What we shall want, when the time is ripe, is the opening of the mountain country west of north and south line, drawn, say, through Midvale to the British boundary. Of course, they will make a strong kick against giving up the mountain country, but I do not think it will be such a difficult matter if the right commissioners are selected to treat with them. We will depend on your aid, and will probably write you further.” Montana Territory Governor Martin Magginnis requested Blackfeet deportation to Canada, “The Blackfeet will be more difficult to deal with-all their blood and kindred are in the British America, where they really belong themselves. I have the belief that if intelligently approached they would consent to a consolidation with some of the other tribes, or if they desired to be consolidated with their kindred, whom the authorities have now moved north from the boundary line, with the best results, perhaps it might be made a matter of international arrangement; if carried out it would afford the most satisfactory solution of the matter of this tribe and greatly reduce the amount of annual appropriations for their support.”  Former agent Mark Baldwin, prospecting on the reservation, wrote Hill about a coal field that might be of interest to his railroad, it was located on the reservation, a problem to be solved by another tribal land cession. Frontier pimp, trading store owner, S.P. Horr, was prostituting “squaws” in his store at night, paying them in food to feed their hungry children. The agent inquired into “Horr’s Habits” and found he was “making a brothel of the store at night.” Dr. Hughey, being very drunk, was performing an operation, hacking away at a struggling boy’s hand. The boy was rescued and the agent had his hand dressed. Dr. Hughey was quite drunk outside the stockade amongst the Indians, who were making jeering remarks on his condition, but with the help of the clerk he was brought inside and confined to his room. The next night an Indian woman was concealed in Dr. Hughey’s room, her husband and father came over the pickets, the gate being closed and noisily using threats demanded her. She had been hurried from the doctor’s room on the first alarm, but was taken from her hiding place and given to her husband.  Inspector Gould wrote, “These Indians are worse off than convicts sentenced to a penitentiary with a corrupt warden, but these Indians are not felons either. Their case is hard. The short years, during which Congress has provided ample means for their equipment and training is fast passing. They know it. They feel that they are not sliding but being pushed towards a pit of helplessness. Their revenues are stolen, their rights are insolently disregarded, and even their feelings are needlessly wronged. And, Secretary [of the Interior] Vilas is personally responsible for this corruption and misrule.”  Chief White Calf said, “If he should remain, before that time has elapsed, he will steal us blind, and starve us to death.” Old Eagle Flag said, “This is the best reservation of all and yet the Indians here are the poorest of all.” Senator Lane of Oregon, member of the Senate Commission To Investigate Indian Affairs wrote in 1915: “I was informed by these Indians that they are being starved in order to compel them to consent to the sale of their irrigable lands under the reclamation project and newly discovered oil fields in the northeast portion of the reservation, and to keep from starving they had killed and eaten all the prairie dogs and skunks which had formerly had their habitat thereabout. A few of the Blackfeet ranchers have small herds of cattle, but these are diminishing rapidly for the reason that they are killing them off to feed their starving neighbors, it being the custom with them to divide their food to the last mouthful with their hungry neighbors. The result of this generous and kindly conduct on their part, I was informed, has been that the Blackfeet Indians, some of whom had fine cattle herds, are now without any, and are in their turn in the bread line, life eked out by scanty rations issued by the government. The effects of a starvation diet and the fact that they have been starved in the past and are starving now, has been called to the attention of the Commission To Investigate Indian Affairs, Commissioner of Indian Affairs, Secretary of the Interior and it can be established beyond a question of doubt to any fair-minded person that starvation is the primary though indirect cause of many deaths.”

 “SLOW-DEATH MEASURES” CORPORATE GENOCIDE TO MURDER INDIANS BY DISEASE AND POVERTY  The United States Congress gave 400,000,000 acres of “free- land” to the Great Northern Railway as it chugged across America, but it wasn’t enough to sate James J. Hill’s “corporate greed” for more money and property. The railroad reached Blackfoot Country in 1890, spewing small pox and other diseases that killed many Indians, but considering what was to come, they might be the lucky ones. In 1912-1922, hundreds of individual Blackfeet landowners were systematically tortured and murdered by “Deliberate Conspiracy” discovered by senate investigator Walter W. Liggett, designed to “defraud the Indians of their land and money.” The government agent put the dependent Indians on a starvation diet to force signatures on titles to Indian land, inflicting death on stubborn Indians by malnutrition related diseases caused by poor diets. Blackfeet landowners were tossed in the unheated agency jail by agency police in 40 degree below zero weather to die of “exposure”, the county attorney and Indian agents “framed” innocent Blackfeet landowners to the state penitentiary on false criminal charges, county judges “committed” stubborn landowners to the state insane asylum, while the agent appointed the county attorney as “guardian” of the Indian’s estate and sold their land to white men while the Indian landowners were locked away. Blackfeet Superintendent Arthur McFatridge traveled to the Montana Penitentiary and paid the warden to release the most violent and “brutal” convict to his custody, and brought him back to the reservation, made him the agency jailer, and gave him Indian land and a salary.     BLACKFEET “DOUGHBOYS” FOUGHT ON THE FIELDS OF FRANCE, BUT STARVED UPON RETURN HOME President Joseph K. Dixon of the National Indian Memorial Association protested starving conditions of Blackfeet veterans in 1921 in a letter to General Pershing, “The Report of Senator Lane dated January 9, 1915, describes a shack where the Blackfeet Indians of this bleak region live, where they allege they are being starved to compel them from necessity to consent to sale of their irrigable lands. I want to know, General Pershing, if you are able to find anywhere, in the annals of the deplorable conditions obtaining in starving Russia and hunger-ridden Armenia, anything more heart rending or deplorable than this condition on the Blackfeet Reservation-denied absolutely by Secretary of the Interior Franklin Lane, and why it is and how it is that this nation will pour out its treasures of food and clothing and sympathy on the children of foreign lands while they leave destitute and dying Indians under the control of a merciless bureaucracy. 150 Blackfeet Indians fought in World War One on the Fields of France, and only about twenty came back, and many of them wounded; that these Indian veterans are now dying by the roadside; and so are many of their other tribal members, from sheer hunger; that the tribe is being decimated by the pangs of hunger; that their hunting grounds have been pre-empted and their land filched and that many of them literally starved to death last winter, and that hundreds of them will be in serious want again this year. Please use your influence and great heart to strike a blow that will rouse the people to a realization of the horrors that exist at their own door, and that the spirit of mercy and of good-will clustering about the manger and cradle in Bethlehem will bring gifts of food and clothing to these dependent, oppressed and damaged Indians. Parents, old and blind, who lived to rear boys whom they sent to fight under your swords in France, are likewise wounded, helpless and suffering. This statement reached the eye of Franklin K. Lane, Secretary of the Interior and he immediately protested, going so far as to send a special messenger to New York, stating I am “abusing” the United States Government. Not many weeks later the Women’s Club of San Francisco wrote a letter to Senator W.P. Dillingham of Vermont, detailing the awful conditions obtaining on the Blackfeet Reservation. The Commissioner of Indian Affairs sent his reply that, “No reports have been received by me of Indians starving to death under the jurisdiction of the federal government or suffering from want of food.”  James Willard Schultz wrote, “Yesterday, Many Guns, Dog Gun, and many others came to see me and said they were so hungry they just had to ask for help. They ask why the Government doesn’t send the troops to kill them off and put them out of their misery. An old woman came to see me, walking all the way from the forks of the Two Medicine River. She was in rags and starving. I gave her a meal and then bought flour, sugar, coffee, and meat for her, and she was so affected by this, she broke down and cried. I tell you, by God, that it makes me mad all the time to see the conditions these Indians are in! Many of them are plumb out of food and have no horses or anything. Tuberculosis is rapidly killing off the Indians, but it serves well the interests of the big meat trust Swift & Co. and its subsidiary; Portland Land & Cattle Company. By reference to the “big grass country”, the writer means this-The patents which the government issued to the Blackfeet for their allotments of land are rapidly being stolen by whites. The Blackfeet were in a fair way to be self-supporting, with fine herds of cattle, but the commissioner shut off their rations, paid for by tribal land cessions. The agency trader extended credit for food, and they began selling allotments of land to avoid starving to death. The trader at Browning had two hundred and twelve of Blackfeet allotments and the Great Northern Railway was given a lease for the entire St. Mary Valley for ten cents an acre, removing Blackfeet ranchers from their summer pastures. Mrs. Mabel Monroe-Bond was robbed as a teenage girl of her land at St. Mary Village where the eastern entrance to Glacier National Park shares a border with the Blackfeet Reservation, a very valuable piece of real estate that attracted the Great Northern Railway owner James J. Hill as a site for his hotels. The same system of graft was used by the Bureau of Indian Affairs officials issuing forced patents of Indian lands to get Mrs. Monroe-Bond to accept her patent; “Many of us protested against getting our patents, but Horace Wilson, agency superintendent, told us that we had to accept them and no way out. In those days an agent’s word was the law. None of us relished the idea of going to jail, so we grudgingly accepted the patents as we were sent for. Ninety percent of us were totally ignorant regarding land laws, and it was a great calamity for us to have the patents forced on us against our wishes because we sensed our short-comings and were left in the dark concerning the working order of things, until it was too late. It was not long until the taxes began to pile up so high that we could not hope to pay. None of us had jobs and most of us was trying to eke out a scanty existence on our ranches, our cattle was gone, there was no work to be had, all jobs were held by white people. Road work on the reservation and in the Park was done by imported help. We Indians were discriminated against on all sides as far as work was concerned, and still we were expected to pay taxes and keep body and soul together on nothing. And all this time the outside sheep and cattle were quietly grazing on our lands for nothing-ten cents an acre is “nothing” to receive for an acre of pasturage of the finest grazing in the world, and we will call it “nothing” for convenience. Horace Wilson was here about two years, not very long, but before he left we found out to our surprise and grief that he was a dope fiend. We were grieved to know that such a wreck had been appointed to be our guardian. Not so long after he’s gone an article appeared in the Great Falls Tribune, where Horace G. Wilson, formerly of this country, was sentenced to ten years in the penitentiary in California for the Man-Act. A new man, F.C. Campbell, now came to be our agent. He had no personal bad habits but he was worse, because he was a political grafter and he became involved in Joe Sherburne’s political machine, for Joe Sherburne was secretly running the county and the Indian Office too. Who is Joe Sherburne? He is our agency trader for the last 35 years and owns the First National Bank here, (that explains it). All the money for the Indian Office goes through his bank; and that is how he exerts so much influence over the Office. They are linked up like a log-chain-Joe Sherburne-the Indian Office-sheep and cattle companies-Swift & Armor, and Great Northern Railway. Results they have built up a nice little Tammany Hall Clique at Browning. Graft is a hard thing to prove where members are handy at padding up accounts, but one can always put 2 and 2 together. Sometimes, Joe Sherburne does not even stop to put on a mask. Sheep and cattle companies continued to graze on our land for nothing. Other sheep and cattle operators came in and tried to run the grazing bid up, but the Indian Office closed the bids one day ahead of the scheduled time. The un-favored bidders would arrive just one day too late. Superintendent Campbell inaugurated a policy that he called the Five-Year Program. He tried to make us sheep-minded and encouraged a few of his pets to buy sheep on the Reimbursement Loan Plan; no doubt the sheep companies had some old toothless ewes they wanted to get rid of and he conceived the idea of us buying them. We protested against sheep and said we wanted cattle, but he told us that his program consisted of sheep and milch goats. A nice thing to wish on us old buffalo chasers, just imagine a dignified old former warrior herding sheep and pailing a milch goat, it cannot be done. The Blackfeet temperament does not run that way. Why force a mode of life on him that he despises. He cares nothing for mutton and he would never quit running in the other direction if he saw a sheep tick. He shakes his head, no good for a Blackfeet, too dirty, smell bad, wool full of bugs. He dreams of the old buffalo days but they are gone forever. Cattle satisfy because they are nearly the image of his dear beloved buffalo. They are clean, easily managed and one does not have to stoop to the ways of a buzzard to care for cattle. According to the purposes of the program our resources gradually dwindled away. We could not repair or replace old machinery, our penniless condition prevented us from acquiring new herds of cattle or even one cow, our clothes became so ragged the wind nearly whip us to death whenever we step out into the wind. Many members began to get hungry, credit bills were run at Joe Sherburne’s store and when the bills reach a hundred dollars, Joe Sherburne would own their land by hook or by crook. There, that completes Campbell’s Five-Year-Starvation- Program, it amounts to starve us out, burn us out, kick us out. Most of our land is gone and it will not be long till the [white] “owners” of this reservation will demand us to get out. Where shall we go from here, what can we do? Will it be a wholesale exodus of the Children of the Sun, into the strange land of the white man to stand in bread lines, begging for bread, penniless, homeless, permanent objects of charity. President Roosevelt promised everyone something new, something better, and we have faith in his promises, and faith in those he picks to help him run the government. Give us an agent who has his nest egg somewhere besides Indian reservations, a man with noble purposes, who has some insight, some principles, a teacher who will look after the interests of the ignorant and illiterate ones. Some of us can read and write but legal jargon goes way over our heads and we cannot hire lawyers to untangle such mystic wording. Give us a chance to buy cattle on the long term loan plan, say ten years at not more than 5% interest, 3 to 5 head of cows to each family is enough, with restrictions on sale of young female stock, a dual purpose cow like the milking short horn would be the best because its ruggedness could stand our harsh climate. This would give us a chance to get on our feet, to use the grazing for our own benefit, or raise the grazing rent on sheep and raise the price of hay for sale, to give us a chance to live.”

ECONOMIC-APARTHEID SYSTEM ORIGINS ON INDIAN RESERVATIONS SPREADING TO ALL AMERICANS

               American Republic founder Ben Franklin’s maxim, “Nothing but money is sweeter than honey” expressed his mental disease of greed by saying, “Rum may be the appointed means of Providence to extirpate the savages; it has already annihilated all of the coastal tribes.” My tribe, the Blackfeet Indians were among the last to experience attempts at “extermination” because we are the most northern tribe in the lower 48, and known for defending our territory against white encroachment. The first white men to reach Blackfoot Country in great numbers were confederate soldiers and confederate Texas cattle kings by 1863. These Montana confederates told United States Indian Agent George B. Wright, they “did not hold with the treaty” and “did not care for U.S. law and would do as they pleased in Montana.” In just 30 years from 1863 to 1890 the Blackfeet population was “exterminated” by confederates from a tribe of 7,800 in 1863 to just 1,811 Blackfeet Indians left alive by 1890. “The only good Indian is a dead Indian” maxim by white supremacists and taking Indian property was considered to be patriotic acts. Starvation was the operative policy of the American government. Thievery of Indian treaty money and food supplies promised in massive tribal land cessions to the United States fueled economic growth in frontier Montana Territory. Discovery of gold in tribal lands caused further land cessions by confederate gold miners trespassing  on tribal gold fields and attacks by Union Army soldiers resulted in massacre of Indian women and children. By 1890, corporations reached the Blackfeet Indian Reservation such as the Great Northern Railway owners James J. Hill and his son Louis, who were given 400 million acres of America and who would rob Blackfeet money and lands from the 1855 Treaty, to robbing the Blackfeet war veterans lands while they were in Europe fighting for America in World War One and World War Two. Blackfeet veterans returned home to find their parents being starved by the United States Indian Service and state of Montana citizens to force signatures on land titles. The state of Montana, Glacier Park, Lewis & Clark National Forest and millions of acres of private property now owned by white ranchers & farmers were created from Blackfoot Confederacy lands from 1855 to the last agreement in 1896. None of the treaties or agreements have been upheld, resulting in tribal poverty since 1863. “Slow-Death Measures” genocide, defined by the United Nations in 1948 as; “Subjecting a people to conditions of life which, owing to lack of proper housing, clothing, food, hygiene, and medical care are likely to result in debilitation and [early] death of individuals; deprivation of the means of livelihood, by confiscation, looting, curtailment of work, and denial of housing and of supplies otherwise available to the other inhabitants of the territory concerned.” In 1984, the president of white apartheid South Africa and president of Communist Russia accused President Reagan of economic-apartheid on Indian Reservations in America. They were comparing the political anomaly of “reservation/county”  state jurisdiction on Indian reservations [stolen Indian trust lands [non-taxable] owned by individual Indians and managed under a federal government trusteeship], to black townships in South Africa. These Indian land claims are known as “forced fee patents” claims whereby white men filed liens and tax deeds against illiterate Indian land owners in state courts while United States Indian Agents forged thousands of Indian signatures on applications for patent in fees. That is how the white man got on the Indian reservations, by forgery. The book, “TITANIC, End Of A Dream”, by Wyn Craig Wade, describes political powers of the super rich, “The pleasures of the Gilded Age existed for the very few. They rested top heavy on a social structure ready to crumble. Luxury and excess were justified on assumptions of limitlessness, both in fuel and in human suffering. This wasn’t fulfillment, but the illusion of fulfillment wrought by the oppression of the lower echelons of society whose labor materialized it. Nostalgic glorifications of the Age of Security and Splendor automatically condone its grave social injustices; and responsibility for these conditions has yet to be owned completely by Anglo-Americans in the late twentieth century. Although the organization of society is beginning to look more equitable, what we have truly managed to redress is only the tip of the iceberg. As long as this self-same Hubris is with us, the Titanic will continue to be not just a haunting memory of the recurrent past but a portent of things to come: A Western apocalypse, perhaps, wherein the world, as western man has known and shaped it, is undermined from within, not overcome from without; and ends not in holocaust but with a quiet slip into oblivion. What is really alarming, however, is how much these pitfalls still typify the Western-especially English-speaking-world of today in the Age of Anxiety.” Author Ruth Shinsel, wrote an article in Mankind Magazine, “The Knights of the Golden Circle had, at first, been organized to uphold the ideal of a great golden empire. An aristocracy, a circle of noblemen, would hold perpetual titles to large plantations and numerous slaves. An expanding sphere reaching from the Demerara and the Amazon, throughout the torrid and the more temperate zones of the Americas would be exploited. In the eyes of these feudal-minded knights, all laborers, black, brown, red, yellow and white, were considered mudsills of society. Improvident, poverty-stricken and vicious, laborers would be far less vicious if tenderly cared for by benevolent masters. Considering free society a failure, they considered all slavery, “a positive good.” Mr. Lincoln perceived what he considered to be a “dangerous degeneracy.” Lincoln said, “When we were the political slaves of King George and wanted to be free, we called the maxim that ‘All Men Are Created Equal’ a self-evident truth; but now that we have grown fat, and have lost all dread of being slaves ourselves,, we have become so greedy to be masters that we call the same maxim, a self-evident lie.”  President Lincoln feared the next threat to the union was the corporations bribing members of Congress to pass favorable legislation for corporate enrichment at the cost of all Americans and the rich stirring up race hate against black Americans to cover up corporate greed and their control of Congress, thereby splitting the people against itself, as a general poverty spreads across the nation.  Mr. Lincoln warned us about President Trump’s cabinet oligarchs and the tax bill before Congress that further enriches the rich one percent who practically owns America by owning our political body. President Trump openly violates federal laws that prohibit accepting gifts, bribes, or cash from foreign nations or individuals while in office. The Russian “mole” is in the White House, compromised by Putin; it means that a “communist” controls the American President. President Trump’s Executive Branch Oligarchy and Congressional Republicans are the “dangerous degeneracy” operating in plain sight to destroy the American Republic and turn the United States into a Republican Oligarchy. I once asked Blackfeet World War Two veterans why they fought for the United States after all the grievances inflicted upon the Indians; they said the army recruiters told them Hitler was going to enslave all white Americans in territories and he was going to murder all Indians and blacks, so they signed up! It is a similar situation today, do we choose corporate serfdom as our children’s future under corporate rule over American government, or do we join together as “Free Americans” to fight to save that which all of our forefathers fought for and died-personal freedom and prosperity in the United States of America! PRESIDENT TRUMP’S “INSTIUTUTIONAL RACISM” PROBLEMATIC IN U. S. GOVERNMENT BUREAUCRACY

               IN 1974, I was hired by the Department of Health & Human Services by Regional Administrator Charles Goady, who is an African-American, and Republican, “To End Institutional Racism against Native Americans in Departmental Programs.” That was my job description! I was attached to the regional administrator’s office as a Special Assistant for Native American Affairs, therefore I had the power to carry out my duties as assigned, but there was no game plan to follow because I was the first Native American to hold the position. Today, thanks to Charles Goady, there are Native American “desks” in all ten regions of the country created by the Civil Service Commission. We made history for the Indians and I put the newly created position to good use. In San Francisco, Region Nine, I helped Indian tribes to understand their rights to access federal programs, and when states refused to serve Indians, I taught them the rules of Equal Opportunity that demand service on the basis of income and need, not on the basis of race. Indian clients were being told to go back to the reservation to get services, which is not only racist, but illegal. I got a few high level department officials fired for racism and I was transferred to Denver, Region Nine, and it was a hotbed of racism against Indians. The first fight I had was with the State of Montana, Director of Social Services, who said in a meeting at the regional office with me present, “We don’t serve Indians off the reservation, they have their own tribal programs on the reservation”. Of course, I was well trained in departmental rules & regulations, so I asked her on what basis the Indians were denied social services available to every other American? Her face got red, and she looked to the regional director for help, but he knew better than to openly support institutional racism in the federal government. I asked her if all “income eligible” clients were served on the basis of poverty or race In Montana? Do only white people get served in Montana? She would not answer, so I told her wherever the Indians roam, they are Americans, and are eligible to be served on the same basis as any others in the United States. The meeting blew up after I got done telling the Montana director a lawsuit was heading her way if Indians were not served on the same basis as whites. Federal dollars not state dollars pay the bills and whoever takes federal dollars also take federal laws, and are subject to federal courts. The regional director called for my firing immediately and I filed an Equal Employment Opportunity Discrimination Complaint. I was being fired for standing up for a minority discriminated against by the Montana Department of Health & Human Services. How could the Indians win under such political powers? I called in all of the Indian grantees and told them the situation and I told them it was up to them whether I filed a class action suit against the state of Montana and the Department of Health & Human Services. The grantees backed me up except for chairman Old Person, who is a BIA operative, stooge, uncle tomahawk, Blackfeet Chief, and sex pervert convicted of incest in traditional court. He was blackmailed by BIA, and is the most hated Indian in the country for giving confidential information to the BIA in the Cobell Case. Mrs. Cobell had to remove him as a co-plaintiff in the Cobell Case class action lawsuit. You never know when your leaders are selling you out! Be careful who you elect June, 2018.  Institutional Racism in Health & Human Services Departmental Programs ended by Federal Government Executive Branch ordering states to begin serving Native Americans on or off the reservation. All of us are “Equal Under The Law.” Blackfeet are served even in Glacier and Pondera County without taking their trust lands because of Charles Goady’s commitment to human rights. I am now 70 years old and I need the health & human services I get in Missoula, it’s a good thing I fought for Indian rights in 1974!

Petition: Secretary of Interior Ryan Zinke Investigate BIA Blackfeet Agency, Lease Frauds


PETITION: SECRETARY OF INTERIOR RYAN ZINKE INVESTIGATE BIA BLACKFEET AGENCY, LEASE FRAUDS Economist John Kenneth Galbraith described characteristics of Insular Poverty as “forces common to all members of the community that restrain or prevent participation in economic life at going rates of return.” Blackfeet trust landowners as a group cannot participate in the reservation economy at “going rates of return.” Defrauded by the $5.00 per acre grazing leases issued by the Bureau of Indian Affairs, federal trustee of Blackfeet allotted lands consisting of 897,000 acres of the best grazing land in the northwest. I calculate the value of BIA $5 per acre lease fee as ½ of one percent of lease revenues going to Blackfeet owners of the trust lands. The remainder of 99 and ½ percent of the lease revenue is robbed by Blackfeet “third-party” leasers of allotted and tribal lands in “collusion” with local BIA officials, Blackfeet Tribal Business Council members, and white ranchers. The factor common to all Blackfeet trust landowners is being cheated by the “cheap lease” policy issued by Blackfeet Agency, Bureau of Indian Affairs Superintendent. Economist Galbraith says insular poverty cannot be solved until the “specific frustrations” of the people on the ‘island of poverty” are removed, and then the people can enjoy a general advance of prosperity. Galbraith wrote, “For poverty does survive. In part, it is a physical matter; those afflicted have such limited and insufficient food, such poor clothing, such crowded, cold and dirty shelter that life is painful as well as comparatively brief [slow-death measures genocide]. The people are poverty stricken when their income, even if adequate for survival, falls radically behind that of the [surrounding white] community. They cannot have what the [white] community regards as the bare minimum required for decency; and [the Indians] cannot escape the judgment of the larger [white] community, that they are lazy and indecent. They are degraded, for, in the literal sense, they live outside the grades or categories which the [white] community regards as acceptable [tribal poverty].” Tribal council politicians pilfer federal poverty grants and tribal lease money but do not care about the tribal poor once elected, and they align themselves with crooked BIA officials, and third-party Blackfeet leasers [middlemen] who are the interface “colluding” with white ranchers to cheat trust landowners. Glacier County has 542 farms and 944,486 acres in ranching and farming. Market Value of Products sold with crop and livestock sales of $67,000,000 and Government Payments of $8,000,000 for a total of $75,000,000. BIA Reports show Glacier County ranchers & farmers generate 3 ½ times the amount of neighboring counties because of the cheap leases of Blackfeet allotted lands through the Blackfeet Agency lease program, which BIA employees set lease fees for trust lands @ $5 per acre embezzlements of hundreds of Blackfeet land allotments. The white ranchers and third-party Blackfeet middlemen lease trust lands cheap for $5 per acre & cheat hundreds of Blackfeet trust landowners of their lease money. There are many examples of cheap leases of BIA employees and third-party Blackfeet criminal schemes. The Many Hides Allotment was leased by a Blackfeet tribal member for less than $500 paid to the BIA lease program, and then sub-leased to a white rancher for $20,000, cheating the family of $19,500. Tribal grazing units are leased for $5 per acre and sub-leased for $68,000 to white ranchers through tribal council members land board. The Cobell Case buy-back program is used to get a share of allotted lands and then the tribal council takes control of your family land and leases it to third-party partners for $5 per acre. Our family lands now have tribal shares leaving us open to exploitation by the tribal council. BLACKFEET HISTORY BOOK EXPOSES AMERICAN GENOCIDES

I am 70 years old, a Blackfoot Indian, author of a Blackfeet history book, "THE SACRED BUFFALO VISION" available on Amazon.Com. White historians may feel ashamed to bring out the comparisons of America to Nazi Germany in terms of genocide and "mass atrocities" but here is my book which details a campaign of Indian extermination in the modern era, 1880's to 1930's for Indian lands opened up by Congress in the 1887 Indian allotment act which divided tribal lands into 400 acre individual allotments to be watched over by federal trustees called the Bureau of Indian Affairs. As the history research reveals, I found both of my great-grandmothers names among the land fraud victims and their status as Eligible Indian Money Damage Claimants since 1912. Moreover, I found a system of Blackfoot "Slow-Death"genocide in 1912-1922, way before Hitler massacred the Jews, so then, Hitler copied the founders in using extermination of a hated minority as the way to attainment of  riches belonging to the intended victim. Indian treaty-making requires a majority of the adult males in the tribe "approval for a tribal land cession."' To take an individual land allotment from an individual Indian landowner, it requires the signature or approval of the individual landowners. What if the Indians do not sign the papers? Thousands of Indian deaths mounted all across the United States upon Congress' approval of the 1887 Indian Allotment Act, which also requires a signature or approval on an application for a fee patent signed by the Indian landowner and the Indian agent, and approval by the Secretary of the Interior, General Land Office of the United States in issuing a fee patent title, and title signed off by the President of the United States. At the same time as the massive murders and land frauds of Indian people were occurring, 1912-1922, powerful "white friends of the Indians" were publishing lurid accounts of starving Indians and robbery of Indian lands, pushing Congress to investigate Indian affairs. My research followed the Congressional Investigations, Hearings, Senate Investigators Report, and testimony of the Indians in Congress and in the courts. It was surprising to learn that our ancestors did a great job in saving our treaty rights if not the land and oil. We are taught in public schools the "savage Indian curriculum." The book is a serious subject, but has comical events, such as when Chicago crime boss Al Capone showed up in Browning, the reservation capital, to set up his own bank to rob Indians along with the government crooks. He liked the beef steaks fattened on the buffalo grasses on the reservation and shipped steaks to his Speakeasy. The Senate Investigator was killed in a Chicago alley when he followed Al Capone back to Chicago. Congress then decided to look elsewhere for crooks. The "Gilded Age" crooks all showed up on the reservation. It is as a rotten a history that you will find in any despotic nation, including ours today. President Trump is following the pattern of the American founders like Benjamin Franklin, who "tweeted" centuries ago, "NOTHING BUT MONEY IS SWEETER THAN HONEY." He thought rum might be the appointed means to kill more Indians, "It has already annihilated all of the coastal tribes." I think the poor in America might need to know that they too are expendable; too costly in the eyes of the Congress and the rich one percent who really runs government. Providence might decide to cut your healthcare next. Take it from one who knows, I have all the reservation diseases and Agent Orange from Vietnam! Please, all of you cold-hearted republicans, most foolish democrats, independents, alienated, impoverished, or incarcerated, buy or steal a book. Blackfeet Trust Landowners request Investigation


The Bureau of Indian Affairs and Blackfeet Tribal Business Council land leases defraud individual Indian landowners of the value of allotted grazing and farm lands by approving leases of $5 per acre to Blackfeet leasers; who sub-lease hundreds of trust allotments for hundreds of thousands of dollars to white ranchers. That is why your Individual Indian Money Account is always broke! Your lease money, accrued to your personal property, managed under the trusteeship of the Secretary of the Interior, Rian Zinke, is being diverted by the tribal council and BIA employees to Blackfeet middlemen who sub-lease to white operators and pocket the money your trust allotment earned while the landowner gets $5 per acre lease payment. It is a violation of the constitution and the federal laws protecting Indian property, theft from a tribal organization is a federal felony. It is no wonder we landowners are always broke and the tribal politicians and BIA employees are so rich and fat leasing tribal and allotted lands. Some of these are tribal political families and many are related in the BIA agency and tribal government, but all of them are enrolled Blackfeet Indians subject to tribal and federal laws. There are practically none of the old time Blackfeet ranch families still ranching because they get no support from the BIA or tribal council, who are colluding to enrich themselves and the white man on our tribal and allotted lands. The white man is rich! For instance, Pondera county has 542 farms, and 944,486 acres in farmlands; crop sales of $48,379,000; livestock sales of $26,730,000; and $9,108,000 in federal government agriculture department subsidy payments. TOTAL MARKET VALUE OF PRODUCTS SOLD IN PONDERA COUNTY-$75,108,000. In GLACIER COUNTY there are over 500 farms & ranches, over 900,000 acres of land in farms & ranches; crop & livestock sales of $61,000,000; and over $7,000,000 in federal government subsidy payments to white farmers & ranchers. TOTAL MARKET VALUE OF PRODUCTS SOLD IN GLACIER COUNTY-$67,000,000. The average farmer market value of products sold is $138,576, and each farmer collects an average of government subsidy payments of $23,819. INDIVIDUAL COUNTY FARMER OF PRODUCTS SOLD-$168,385. Glacier County farmers and ranchers profit three and one half times the average of neighboring counties because of its location coincident to the Blackfeet Indian Reservation and the cheap leasing of Blackfeet tribal and allotted lands. CROPS AND LIVESTOCK ITEMS SOLD IN GLACIER AND PONDERA COUNTIES: grains, oil seeds, dry beans and peas, potatoes, sweet potatoes, hay, cut Christmas trees, poultry and chickens, cattle and calves, milk and dairy products, hogs and pigs, sheep and goats, horses, burros, mules, aquaculture, animal products, wheat for grain, barley for grain, forage for hay & grasslands, layers, pullets, broilers and meat type chickens, turkeys. A farming colony recently signed a $38,000,000 contract to produce organic “free-range” chicken eggs to a national grocery food chain store. The Blackfeet ranchers and farmers, and dairy producers, are nearly all gone and with them goes our endangered ranch families, and our self-reliant cattle industry, successful by 1893 with over 500 Blackfeet cattle ranchers, 25,000 head of cattle, cash for all needful things, groceries equipment, supplies, rations, and the people were well-fed, well-housed, successful, self-reliant ranch families. The success of the Blackfeet ranchers is recognized in the 1896 Agreement/Article Five, which reserves tribal grazing lands for the exclusive use and occupancy of the Blackfeet Indians. Chief White Calf protested the government making the Blackfeet Reservation into a “white man’s cow pasture.” The lease policy of the BIA and tribal council allows white ranchers & farmers to profit on our trust lands. It is a system of economic apartheid whereby Blackfeet landowners, ranchers, farmers, dairy producers, egg producers etc. are kept out of the ranch and farm economy. ECONOMIC-APARTHEID WAS CREATED ON INDIAN RESERVATIONS BY CONGRESS

In 1979 the Assistant Secretary for Indian Affairs, Forrest Gerard, testified under oath to the Senate Select Committee on Indian Affairs that: The Department of the Interior has identified approximately 17,000 individual Indian land claims on Indian reservations across the United States, and there would be a suit against the United States Government by the federal trustee [Secretary of the Interior] on behalf of its Indian wards, creating the “public spectacle” of the United States suing itself on behalf of its treaty Indians. President Reagan was taunted in Russia for maintaining white apartheid systems on Indian reservations and the South African leaders called him to account for the reservation “townships” created by Congress and the western states of a minority of white landowners robbery of productive Indian lands and the establishment of “reservation/county” territories on Indian reservations sucking the wealth from Indian reservation economies. The reservation/county is still in existence today and is protected by western states congressmen and eastern states legislators as the source of Wall Street wealth in processing resources from under Indian lands. Today it is water that is the big prize for Wall Street firms and investors who lobby Congress to get access to Indian water rights without consulting Indian landowners. In time I suppose the Indians will bring suit and the United States will pay century old prices for stealing Indian water rights and corporate interests will gains billions of dollars worth of Indian water resources. There is no plan to pay market value for Indian water resources, nor were Indian landowners consulted prior to approving water compacts with states to transfer Indian water to use of states and corporations. Can you imagine the worth of 17,000 Indian land claims to water rights on Indian reservations to millions of acres of land in today’s prices for water markets globally? Overnight the Indians would be and should be as rich as any Saudi Arabian oil company. Individual Indian claimants do not have the personal resources to identify, research, and prosecute their own claims. The federal trustee, Secretary of the Interior maintains Indian land records, survey maps, contracts, and original allotment documents. There is a room in the Bureau of Indian Affairs building at the Blackfeet Agency where the documents are stored and ready for prosecution whenever the United States Government decides it is time to provide a measure of justice to treaty Indians and restore their family lands robbed by the United States Government. The Sampsel Report is a disgusting example of the racism and neglect of the federal government in protecting Indian lands and resources held by treaty with the United States that date back to 1855. The Sampsel Report tossed out 17,000 Indian land claims and was prepared by Secretary of the Interior James Watt, who called Indian reservations examples of socialism. President Reagan called the Indian people “backward” and a Montana senator called the Indians “Prairie niggers” and entertained his fellow rednecks with racist stories and jokes. Senator Cohen of Maine noted: “If the Reagan Administration is allowed to succeed in their plan as set out in the Sampsel Report, the remainder of 17,000 Indian claims will be willed out of existence by the Interior and Justice Departments. “ Senator Cohen stated in the Hearings Before the Senate Select Committee on Indian Affairs, “I do not agree with the conclusion of the Department of the Interior in its communication to this committee on June 25 that legislation to address Old-Age Assistance category of claims [whereby county welfare officials helped to rob elderly Indian women of their trust lands as a prerequisite to receiving welfare] will bring the Government into substantial compliance with public law 96-217, Section 2; that the Department of the Interior in consultation with the Department of Justice to submit to Congress legislative proposals to resolve these outstanding Indian claims. A decision to waive a claim for damages on the grounds that the claim for title to the land is not barred does not do justice to either the Indian claimant or the non-Indian who is occupying the land in good faith and under color of title. A decision to administratively resolve rights-of-way claims in a manner that waives a claim for past damages without notification to the Indian whose claim is affected does not reflect the good faith owed by the trustee. A waiver of past damages on water rights claims and claims for degradation of the environment resulting in destruction of fish stocks will almost certainly adversely affect the bargaining position of the United States and the tribes in attempting to reach settlement of these claims. I feel the dispositions that have been made by the Department of the Interior and Department of Justice falls far short of the intent of Congress in enacting Public Law 96-217, Section 2.”

The Blackfeet land claims were originally brought by Blackfeet Chiefs Wolf Plume, Young Man Chief, Black Weasel and Robert Hamilton, interpreter and lawyer for the Blackfeet Tribe before Congress in 1933. Robert Hamilton stated to Congress; “In view of the principles enunciated and adopted by your highest judicial tribunals, the fact cannot be questioned that the Blackfeet Indians have been unconstitutionally and unconscionably denied their vested rights under the treaty of 1855, Executive Orders and acts of Congress of 1873 and 1874, and that the Government of the United States is answerable therefore. The property of these people has, as a matter of fact, been confiscated by the United States and diverted to purposes for which there is no warrant under the Constitution, and on which grounds of good faith and fair dealing cannot be defended. Horatio Seymour, a great apostle of democracy, in regard to the treatment of the Indians, once said, “Every human being born upon our continent, or who comes from any quarter of the world, whether savage or civilized, can go to our courts for protection except those who belong to the tribes who once owned this country. The cannibals from the islands of the Pacific, the worst criminals from Europe, Asia, Africa, can appeal to the courts for their rights of person and property, all save our native Indians, who, above all, should be protected from wrong.” So, gentlemen of the Congress, we, the Blackfeet Indians, strongly protest the opening of any part of our reservation because it would be a mistake. Therefore we ask that the Blackfeet be permitted to hold these lands intact-the agricultural-coal lands- oil & gas-grazing- water resources will give us a chance to live.” Instead of upholding the treaty promises made to the Blackfeet Indians by an act of Congress, the United States Government has made itself a defendant in the Indian land claims. The Blackfeet people are suffering “Slow-Death Measures” genocide whereby the Indian land frauds led directly to lack of proper housing, food, shelter, medical care, income, jobs, looting of tribal resources by corporations, and early deaths of Indians compared to white citizens.

Psychologist Dr. Duran says the Indians suffer from psychological problems related to the conquest, “If one accepts the terms soul, psyche, myth, dream, and culture as part of being in the world in their particular reality, then one can begin to understand the soul wound. The notion of soul wound is which is at the core of much of the suffering that indigenous peoples have undergone for several centuries. The soul wound is a common thread that weaves across much of the pain and suffering found in the Native American communities across the United States. The common thread image which became most binding and meaningful to the author and some of the other professional people working in other Native American communities is the concept called “soul wound.”

As for myself, I have fought all of my adult life for the return of my great-grandmothers lands stolen by the local border-whites and Bureau of Indian Affairs. I have brought our land claims to Congress and lobbied the Senate Indian Affairs Committee since 1980 to no good. I am a Blackfoot Indian, a veteran, and an American patriot who believes the subjugation of all Americans is today’s reality wrought by corporate rule over the economy and the political systems. The roots of Blackfoot sorrow go deep into American history. The Sacred Buffalo Vision is an account of the courage and intelligence of the Blackfeet people, who are holocaust survivors. United States Indian Agent Henry Reed wrote in 1862, “There are many whites who are here and throughout the mountains because they cannot be tolerated in any civilized society. They need care and attention.” Agent George B. Wright wrote in 1866, “A party of eleven Piegans [Blackfeet] desirous of crossing over to the Benten side was seen, whereupon a body of twenty whites, residents of Fort Benton, and returning miners to the States, ran up to the bend in the river, and as the Indians touched the shore, these men fired into them, wounding three and killing six. The Indians left for the opposite shore, leaving the dead ones who were immediately scalped for the $50 bounty on Indian scalps. It might be argued that in a repetition of Indian wars, the race would not only in name, but in fact, be exterminated, and there would be no further need for agents or agency buildings. Yet, practically it would meet with embarrassments, for experience has thus far proven, unless there be an uprising of the people, sanctioned by Congress, the Indian would maintain his existence and the tradition of his death in Montana Territory would seem an absurdity.” The small pox epidemics, massacres, whiskey trade, starvation and famine caused by extermination of tribal buffalo herds could not exterminate the Indians. Father Scollen wrote in 1884, “Formerly, they had been the most opulent Indians in the country, now they walked without horses, clothed in rags, as the survivors of the small pox epidemics, massacre, and famine went more and more for the use of alcohol to drown their grief in the poisonous beverage, sold their horses and robes for whiskey and had begun Killing each other under the influence of whiskey.” Agent Young wrote in 1886, “The starvation of the Indians should make this nation blush with shame. The Indian tents contained food in only two, all bore the marks of suffering, but the little children seemed to suffer most; so emaciated it did not seem possible for them to live long, and many have passed away. The rations last for two days, barely, the rest of the week the people live on wild berries and air, until Friday evening when the Indians flock to the stockade to receive the entrails of the beeves butchered for Saturday issue of beef, and most disgusting contests occur for possession of entrails. Their physical appearance is that of a slowly starving people.” Inspector Howard reported, “It was my first experience witnessing actual starvation, yet the cattle herds of white men were trespassing on the ground owned by these Indians, and could be seen and heard but these Texas cattle kings would not sell any beef to the agency to relieve the Indians suffering.” The agency “pimp” trader S.P. Horr was found to be operating a brothel at the store, admitting squaws to the store at night to trade sex for food for their starving children. The Sacred Buffalo Vision is a story of a treaty people entrusted to the care of the United States Government and robbed and abused by officers of the government, corporations, and border-whites. It is also a story of intelligence in securing a place in American politics that defies the age old savage stereotype promoted by those who exploit. I fear the rest of Americans are caught in the political-corporate trap that robs the labor of mankind for not a living wage but a starving wage and a slow death type of genocide of the spirit and body. The Blackfeet Indians live in poverty, but it is a poverty that is built into the fabric of America, insoluble.  I fear separation of corporate oligarchs from Congress is more important than separation of church and state. The history of the Blackfeet people may be the future of the American people-more poverty.

WHY DO MAJORITY OF BLACKFEET PEOPLE SUFFER INSULAR POVERTY?

The causes of Blackfeet poverty are characteristics of “insular poverty” which is defined by economist J.K. Galbraith as “forces, common to all members of the community, which restrain or prevent participation in economic life at going rates of return.” The majority of Blackfeet people have become “islands of poverty” amidst general prosperity. The people are “frustrated by some factor common to their environment.” The Blackfeet reservation has the “best grazing lands in the state of Montana” and is a well watered land with timber reserves, oil & gas reserves, millions of tourists passing through Browning, who spend $168,000,000 each summer, and the reservation receives $192,000,000 in federal treaty obligation money for tribal government, public schools, BIA and IHS, but still poverty remains, and it is growing. The Blackfeet people live in a shared sense of hopelessness as the tribal council has resisted every attempt at reform of tribal government, including a forensic audit that showed corruption in tribal council expenditures of tribal and federal poverty funds. This is why the people live in rural slums. The resulting demoralization causes disintegration of family life exhibited in the drug and alcohol abuse among the youth and young families causing the grandparents to raise their grandchildren. There were over 90 deaths since January, and even facebook owner Mark Zuckerberg noticed the poverty of the Indians and pointed to local corruption as the cause of tribal poverty. Think of the $192,000,000 of federal and tribal dollars lost to corruption in tribal government. The truth is that the tribal poor are the product of the political families who control tribal council elections, and see the tribal poor as “gold” in maintaining the poor in “mining federal poverty grants”. I had an investment firm meet with the tribal council, who told the tribal council the Blackfeet Tribe should be producing revenues of $500,000,000 per year on resources, and the tribal council said, “that would look bad when we go for our poverty grants.” There could be a billion dollars of federal poverty grants and there would still be a majority of tribal poor. HOW DOES THE BUREAU OF INDIAN AFFAIRS ROB THE BLACKFEET LANDOWNERS? The Blackfeet agency lease policy for the “best grazing lands in Montana” are leased for $5 per acre which violates every guideline of the Interior Department for leasing public lands. Yet the local BIA, who are enrolled Blackfeet members, require no public bidding for the allotted lands, no automatic renegotiations clauses in raising the lease fees, no percentage of revenues produced by allotted lands, and a system of collusion between the tribal council-BIA-and third party Blackfeet lessees who defraud the allottee trust landowners of millions of dollars every year. The drought is causing a rise in the value of grazing lands to the highest prices for the “best grazing lands in Montana” but the owners of those lands, Blackfeet allottees, will not profit from their own lands because it is a crooked leasing system. We have met the enemy and it is our Blackfeet Agency Bureau of Indian Affairs and the Blackfeet Tribal Business Council, all enrolled members of the Blackfeet Tribe. That is a fact! The Blackfeet landowners need to E-Mail Department of the Interior Ryan Zinke to investigate the criminal conspiracy conducted by the BIA officers to defraud the Blackfeet trust property owners of their lease money. We are helpless under the tribal council dictatorship, but President Trump would love to prosecute Indian crooks, since he hates the Indians. Attorney General Sessions will bring federal investigations if we demand justice. I have already E-Mailed Secretary Zinke about BIA corruption at the Blackfeet Agency and so should you if you want to end the poverty of the Blackfeet people. Our water rights are the next to be stolen if we sit back and let the same tribal council and BIA collude to defraud us of billions of dollars in allottee water marketing leases. In Glacier county there are over 500 farmers & ranchers who generate revenues of $67,000,000 while in Pondera county there are over 500 farmers & ranchers who generate $75,000,000 in sales of cows & crops with another $15,000,000 in federal subsidies. The Blackfeet ranch families have been destroyed by the tribal council and Bureau of Indian Affairs criminal conspiracy to lease and sub-lease tribal and allotted lands to white men through third-party Blackfeet fronts who use tribal preference to lease up tribal and allotted lands and sub-lease to white ranchers while trust landowners get $5 per acre. Chief White Calf went to Washington D.C. and protested the government turning the reservation into a “white man’s cow pasture” and ended leasing to white men in the 1896 Agreement/Article Five which reserves tribal grazing lands for the “exclusive use and occupancy of Blackfeet cattle ranchers.” In 1896 there were 500 tribal brands and the Blackfeet Indians owned 25,000 cattle, shipping steers to Chicago Stockyards, and had cash for all needful things, as well as equipment and supplies. The people were self-sufficient by cattle ranching while tribal members got cash for leasing their lands to Blackfeet ranchers. “Citizenship of cattle” is the issue and the key to developing the Blackfeet cattle industry in a full market integration of processing beef in plants owned by the cattle ranchers and trust landowners and selling “choice cuts of beef” to special markets to gain the highest return on investment. That means the development of a Blackfeet Cattle Ranchers Association as required by the constitution and charter under the 1934 Indian Reorganization Act requirement to “cut out the [white] middleman” from exploiting the vast grasslands of the reservation. In 1910 the Bureau of Indian Affairs leased the entire St. Mary Valley for ten cents an acre to James J. Hill, owner of the Great Northern Railway, while agency trader Joe Sherburne robbed the Monroe teenage sisters of their allotments that make up the township of St. Mary Village and a right-of-way from the highway to the entrance to Glacier Park. The Blackfeet ranchers and trust landowners live under an economic apartheid system created by tribal politicians and Bureau of Indian Affairs officers. Freedom to the old time Blackfeet Indians was to avoid white rule on the reservation. The tribal constitution allows the people to vote in tribal elections but denies civil liberties in tribal courts allowing tribal council members to rob with impunity. It is a federal felony to defraud trust landowners of their revenues managed in individual Indian Money Accounts by the Bureau of Indian Affairs that are diverted to the perpetrators of this massive lease fraud. In economic terms, the tribal council has reversed the economic gains made by Blackfeet cattle ranchers by 1896. The tribe and allotted landowners “profit” for leasing their lands under this fraudulent leasing system is ½ of one percent while third-party Blackfeet fronts and white men get the remaining 99 and ½ percent of revenues generated by allotted lands and tribal lands under the current lease policy of the Blackfeet Agency, Bureau of Indian Affairs. That is a fraud upon the Blackfeet people and trust landowners.

BLACKFEET TRIBAL BUSINESS COUNCIL GUILTY OF TRIBAL GENOCIDE PRACTICES

The United Nations Genocide Convention defined a legal definition of genocide whereby a government or nation aims to plan, calculate, and implement, “destruction of personal security, liberty, health, dignity, and lives of individuals belonging to such groups.” The tribal poor ranks are growing of tribal members who do not possess political influence, clout, or legal means to challenge the Blackfeet Tribal Business Council actions, policies, and resolutions that brought about the “disintegration of the political, social, and economic structures of individual Blackfeet trust landowners, cattle ranchers, business owners, and others who are victims of the tribal courts decisions influenced by members of the tribal council in protecting their family members from prosecution for their crimes against tribal members who are not political families. Chairman Old Person protected his son, relatives and in-laws from tribal prosecutions and he even wrote to a federal judge requesting “leniency” for his nephew convicted in federal court of raping an infant. Chief Old Person was found guilty of incest by a Blackfeet traditional court but they had no power to punish him because he controls tribal courts. Therefore, the Blackfeet tribe has an incestuous chief to our collective shame. The Blackfeet tribal council corrupts the morals of the tribe by preventing the prosecution and conviction of political families by their absolute power over the people by concentrated powers contained in the constitution approved by the United States Government. The Blackfeet people “own” the reservation including approximately 897,000 acres of trust lands owned by individual Blackfeet Indians with 800,000 acre feet of water rights. These are individually owned lands usurped by tribal council and Bureau of Indian Affairs conspiracy to rob the revenues produced by these lands by third-party leasers who sub-lease to white ranchers and pocket millions of dollars due to trust landowners. This is a criminal conspiracy “preventing the preservation and economic development” of allotted landowners. The Cobell Case land buy-back program is spreading the tribal council/BIA conspiracy to rob allotted lands since once the ‘tribe’ gets ownership of ‘fragments’ of your family allotment, the tribal council attaches it to tribal lands and leases it to white ranchers through tribal council operatives for large profits while you get $5 per acre lease payment for the best grazing land in Montana. Tribal council land board chairman Archie St. Goddard was cited in an F.B.I. report for leasing up 35,000 acres of tribal land while an elected member of the Blackfeet Tribal Business Council. The tribal constitution contains a “Preference” clause that allows tribal council members to lease tribal lands and tribal oil reserves to corporations. Wright Hagerty, the first tribal chairman got rich by leasing tribal oil reserves to himself and sub-leasing tribal oil to oil corporations profiting millions of dollars for himself. Tribal council member Iliff McKay got a 100 year lease of 40 acres on the west end of Browning that still has 60 years to run. Under the tribal constitution preference clause all of these are legal actions by tribal council members. This is how tribal politicians “outlaw justice.” Slow-Death Measures genocide kills slowly by poverty, joblessness, disease, malnutrition, high unemployment, corruption, and criminal conspiracy by crooked politicians. Nothing is accomplished by changing the tribal constitution, everything can be accomplished by a revolution of the people. Our children are dying, our youth have no alternatives to drug and alcohol abuse, and the people are living in poverty in tribal housing slums. They are the faces of tribal council genocide.

Facebook founder Mark Zuckerberg recently toured the Blackfeet Indian Reservation and apparently was appalled by what he saw, stating, “Settlers came, took land through war-made Blackfeet dependent on state, U.S. gov’t forced the Blackfeet to adopt a tribal government (constitution) that lacks checks & balances, independent tribal courts, judges are fired by council, leading to corruption in council that allows council relatives to avoid being charged or convicted of crimes. The (reservation) economy can’t thrive without fair government; drugs & alcohol abuse is rampant. Blackfeet babies are born dependent on drugs-50 out of 96 babies were born in past year drug dependent, life expectancy is 20 years less than whites, poverty, no access to quality food, is causing starvation and obesity. Things improve when people get personal freedom all people strive for.” The United Nations Genocide Convention, 1944, defined “SLOW-DEATH MEASURES GENOCIDE” AS “Any policy undertaken with the intent of bringing about the dissolution and death and ultimate disappearance of a targeted human group as such by subjecting a targeted people to conditions of life which, owing to lack of proper housing, clothing, food, hygiene, and medical care, are likely to result in the death of individuals, deprivation of the means of livelihood, by confiscation, looting, curtailment of work, and denial of housing and supplies otherwise available to the other inhabitants of the territory concerned.” It is my contention that a criminal conspiracy exists between certain members of the Blackfeet Tribal Business Council and the Blackfeet Agency of the Bureau of Indian Affairs to defraud thousands of Blackfeet trust landowners of revenues generated by leasing of allotted and tribal lands through “third-party” enrolled Blackfeet leasers of trust lands under the administration and control of the tribal council and BIA for $5 per acre for the best grazing and farm lands in Montana. This is how individual Blackfeet trust landowners get robbed. Glacier and Pondera counties generate approximately $142,000,000 in sales of livestock and crops while the Indians get pennies. Blackfeet cattle ranchers own treaty rights to graze their cattle on reserved tribal grazing lands, but the land is leased by tribal council operatives and sub-leased to white ranchers & farmers for $5 per acre to satisfy the greed of tribal council members and Bureau of Indian Affairs officers. I have E-Mailed Secretary of the Interior Zinke to investigate the criminal acts of federal employees in the Blackfeet Agency, Bureau of Indian Affairs in the leasing of individual allotted lands owned by Blackfeet Indians. The individual Indians own 897,000 acres of the best grazing lands in the state, yet are the poorest on their own reservation. WHO 'WON' THE BLACKFEET CLAIMS FOR THE BLACKFEET LANDOWNERS?

In 1918-1922 the border-whites hiding on reservation boundaries were planning and intending to take 156,000 acres of newly discovered oil fields on the northeast boundary and irrigated farm lands on the Blackfeet Indian Reservation developed with over $2,000,000 of tribal dollars for the exclusive benefit of white men, who considered the Blackfeet reservation, "The best range for cattle in the state of Montana and larger [white] owners of stock are looking toward Glacier County as a place to fatten stock for the eastern markets." The theft of a billion dollars of oil underlying the reservation and allotted lands stolen by white men, oil companies, and the officials of the Bureau of Indian Affairs, a rogue government agency responsible for hundreds of murders of Blackfeet landowners in connection with white men in Glacier and Pondera counties. 80% of the county land base lies within the original exterior boundaries of the sovereign Blackfeet Indian Reservation. Those 325,250 acres of white-owned patent-in-fee lands along with a billion dollars worth of oil claims are now cancelled by the water compact settlement. It is pure laziness that caused the tribal council to agree to cancel our just claims and compensation estimated @ $600,000,000 in allotted land claims and a billion dollars of tribal oil reserves for a claim that is $1.6 billion dollars today. The council 'settled' for $420,000,000 and they officially recognized the forged fee patent land titles taken from our murdered ancestors carried out right in the agency jail where many Blackfeet allottees were tortured and died rather than sign their X mark on a forged trust land title "application for a fee patent" or little children were forced by the agency superintendent to sign away their trust land allotments to pay Joe Sherburne, the frontier Nazi directly responsible for the murders of hundreds of Blackfeet original allottees for their allotted lands. This is the 'blood-money' claims of thousands of the Blackfeet allottee heirs of today. In 1921 Chief Wolf Plume, Young Man Chief, Black Weasel, and Bob Hamilton were boarding the train at Browning when superintendent McFatridge, a mass murderer of Blackfeet elders, men, women, and children, brought the agency police under Joe Brown, agency employee and threw the Blackfeet chiefs in jail until the eastbound train passed to Washington D.C. so the next day Bob Hamilton boarded the train at Cut Bank, a railroad town and successfully got the patents cancelled and saved our allotted lands. Later the BIA-white man-Blackfeet 'middlemen' concocted a forced patents conspiracy exposed by the chiefs and Bob Hamilton, who worked for the chiefs as interpreter and representative in tribal issues. Bob Hamilton telegraphed from Washington D.C. that the claims were won and that the Blackfeet chiefs had stood up for their people and would be remembered as leaders who were not under the influence of the Bureau of Indian Affairs and able to win their own land claims and preserved the reservation land base set by the 1896 Agreement-1.5 million acres. All that is gone now with the settlement signed by Chairman Old Person in 2009 while we were in Washington D.C. fighting for the allotted land claims now "owned" by Glacier & Pondera landowners. There is your tribal chief 'created' by the Bureau of Indian Affairs as a BIA political operative who could sabotage tribal land and oil claims and that is just what happened in the water compact. In 1982 tribal elders asked me to help them with their 'land problems' which turned out to be the forced patents and murders of hundreds of original Blackfeet allottees and heirs who remain uncompensated 'forever' under the water compact settlement. I am calling for an investigation of the existing land lease policy concerning tribal and allotted trust lands which diverts tribal and allotted landowners revenues to white landowners by sub-leasing tribal and allotted lands through Blackfeet 'middlemen' tribal council members and officials of the Bureau of Indian Affairs. I want the cattle ranchers and allotted land owners to have a say in the distribution of any claims money. I have written Secretary of the Interior Ryan Zinke on behalf of trust landowners to form an allotted trust landowners "SECRETARIAL REVIEW OF FEDERAL-TRIBAL DELIVERY SYSTEMS FOR FRAUD & ABUSE OF FEDERAL TRANSFER GRANTS FUNDED TO MEET BLACKFEET TREATY OBLIGATIONS. THE SECRETARIAL REVIEW OF BLACKFEET TREATY OBLIGATIONS WILL INCLUDE REVIEWS OF BUREAU OF INDIAN AFFAIRS 'DIVERSION OF BLACKFEET ALLOTTED REVENUES ACCRUING FROM TRUST LANDS OF THE BLACKFEET TREATY INDIANS"; AFTER ALL IT IS ONLY EXISTING TRUST LANDOWNERS WHO RETAINED THEIR TRUST INDIAN STATUS WHO ARE STILL TO BE CONSIDERED FEDERALLY RECOGNIZED 'TREATY INDIANS." [note-at this time I have cancer and have been taking cancer treatments, if I live I will continue the fight for our allotted lands and just compensation for heirs of original Blackfeet alllottees. I won't be the first Blackfeet to die fighting for our claims-just read about Chief Wolf Plume who sold his cattle herd to pay for train tickets to Washington D.C. and Bob Hamilton, tribal interpreter and lawyer who stayed for months to meet with congress on behalf of the Blackfeet Indians. current tribal council members use over $4,000,000 to sit on their fat butts and bum like railroad tramps for money that is rightfully and legally ours. I call on Bob Gervais, Leland Thomas, and other allotted landowners to E-Mail Secretary Zinke for a SECRETARIL REVIEW OF OUR TRUST LANDS ADMINSTRATION BY THE BUREAU OF INDIAN AFFAIRS. The Tribal Economic System is broken.


The tribal economic system is broken and limits distribution of wealth to tribal members so that poverty is our main problem to be solved after 85 years of tribal council greed and corruption. Unequal distribution of wealth and non-existent jobs are the result of nine elected tribal council dictators who hold absolute power over the people, and who possess a “negative incentive” to end tribal poverty since the federal poverty grants support their lifestyles of millions of dollars for each four year term of office. If we, the people, got rich, the bums on the tribal council would have to apply for welfare since they possess no marketable skills except lying to the voters. I support constitutional reforms that break up the council dictatorship and separate powers of tribal government among community councils, president and the judiciary and law enforcement. As it is today, the tribal council overturns tribal court decisions even when wife beaters are turned loose to go back home and beat the wife and children with no threat of prosecution. That is why we have an incestuous chief, who could prosecute him? The Blackfeet constitution was adopted under the 1934 Indian Reorganization Act with the promise of “cutting out the white man” from our tribal grazing lands and tribal businesses. Corrupt tribal council members joined with oil corporations to defraud the tribe out of a billion dollars of oil revenues and brought the white cattle ranchers onto reserved tribal grazing lands for pay offs for tribal leases. I support the formation of community cooperatives to practice “group capitalism” whereby all community members share in the bounty of the profits. Cooperatives are self-help and interdependence among community members which fits well with the constitutional reforms of community councils. It is called “people’s capitalism” but really it is nothing more than the old tribal societies forming an unbreakable bond of self-help and sharing of resources. Cooperative members elect their own board of directors who hire management and business managers who operate coop businesses for the profits and economic benefit of all. “One member, one vote” is the rule that keeps political families from taking over coop businesses and profits. For instance, a coop could grow beef cattle, own its own processing plant, operate deep freeze lockers and store the meat for the needs of coop members and sell the surplus to the government or retail businesses. Under the tribal council and BIA lease practices the white ranchers and third-party Blackfeet leasers rob the profits of landowners. Self-help is the tribal community council and cooperative where all pitch in to help each other survive and prosper. Credit unions are another coop enterprise, as well as technical assistance to coop members to start up their own businesses, with credit, loans and help in business plan development. I fear turning tribal politicians loose with $470,000,000 with no oversight or accountability to anyone except the tribal council. It will be a disaster for us if we lose our last economic opportunity to get back on our feet after 85 years of tribal poverty under management of nine council members. Let us get on our feet economically and break the 85 year dictatorship of the tribal council. The Indian Reorganization Act authorized district cooperatives but were usurped by tribal council greed.
