NO POST APARTHEID IN AMERICA FOR TREATY INDIANS ON RESERVATIONS

American colonist Benjamin Franklin told the truth of the intent of whites to genocide the Indians during the colonial period stating, "And indeed, if it be the design of Providence to extirpate these savages in order to make room for the cultivators of the Earth, it seems not improbable that rum may be the appointed means. It has already annihilated all the tribes who formerly inhabited the seacoast." Whiskey killed 25% of the Blackfeet people after they were driven mad by massacre, starvation, and small-pox which had killed most of the tribe in just 30 years by Montana border-whites who, like Ben Franklin, desired their lands. Welcome to America! By 1871 Congress decided it would bankrupt the treasury to exterminate the Indians so they turned to false promises of tribal sovereignty and freedom from white rule on the reservation. 12 million Indians were sacrificed to the white man's dream of white supremacy in America with slaves to do the work and Indian land to get rich, oh baby, God is good to us whites! The United States Government has unfinished business in fulfilling treaty promises to Indians who are genocide survivors. Economic apartheid on Indian reservations is stolen Indian property robbed by white supremacists who killed Indian land owners and robbed Indian titles in state courts. Isn't that apartheid? "American exceptionalism" is a term white supremacists use to pat themselves on the back, for what? The myth of equal rights for all? The structures of economic apartheid on Indian reservations that survive today are the "reservation/counties' a hybrid county government whose land base sits on stolen Indian land within the reservation borders. Try that in Russia, a hybrid American colony of American white supremacists within the Russian borders operating under American law. The Russians are big enough to defend themselves so that won't happen! President Reagan was blowing off about American freedom until South African and Russian leaders called him down for the apartheid on Indian reservations, and we must admit, they are experts in the matter. President Reagan tossed out class action lawsuits of Indians and cut treaty funds by 40% causing many deaths of Indians on reservations. Economic sanctions worked against apartheid in South Africa, why not America? Please, China, our relatives, do not buy any beef from the white supremacist National Cattleman's Association or the Farmers Union because they are white supremacists who call for abrogation of Indian treaty rights and occupy Indian reservations. UNITED STATES GOVERNMENT-BORDER-WHITES INSURGENCY VIOLATES BLACKFEET NATION BOUNDARY

The Boundary between the United States and the Blackfeet Indian Reservation was drawn as part of the 1896 Agreement/Article One. In 1931 Blackfeet Tribal Council Chairman Joseph W. Brown and Blackfeet Chiefs White Calf and Wolf Plume requested a resurvey of the boundary line which is needed to include 43,020 acres of tribal lands now contained within Glacier National Park and the Lewis & Clark National Forest, and that the land described is of the same character sold by the Blackfeet Indians to the United States of mineral and timber lands. The lands are also held by treaty with the United States in creating Glacier National Park and Lewis & Clark National Forest within which public lands the Blackfeet Indians reserved hunting, timber, grazing, and traditional practices such as sacred sites, berry picking, plants, and spiritual retreats. Economically speaking the Great Northern Railway robbed tribal timber lands, oil fields, water rights and usurped Blackfeet treaty rights within the reserved lands which produce $168 million per summer season in Glacier Park tourism markets. Border-whites, ranchers, and business men usurped western reservation grazing lands and water rights reserved in the 1896 Agreement/Article Five for the exclusive use and occupancy of the Blackfeet Indian cattle ranchers which produces $85 million in sales of cows fattened on stolen Blackfeet land allotments and irrigated farm lands constructed with $942,000 of tribal funds which farm lands produce $67 million in crops and federal crop subsidies paid to white farmers by the federal agriculture dept. The border-whites insurgency onto the reservation destroyed the self-reliant Blackfeet reservation cattle industry which was successful by 1893 while Article Five guaranteed continued success in the 1896 Agreement. President Teddy Roosevelt issued a Proclamation in 1903 to further strengthen the Blackfeet treaty rights in the ceded lands which include Glacier Park and Lewis & Clark National Forest. We have lost 529,000 acres of tribal and allotted lands due to U.S. Government complicity in trust land frauds on the Blackfeet Reservation. The result is that the Blackfeet Indians are "endangered people" who are victims of slow death measures genocides of whites and the U.S. Government killing by looting Indian property and causing poverty that kills slowly by diabetes, heart disease, high unemployment, pillaging tribal resources and usurpation of the Blackfeet Indian Reservation. We could use a chairman like Joe Brown again and real chiefs like White Calf and Wolf Plume who fought for us. In 1980 we had the funds to resurvey the western boundary but chairman Old Person said no! Why? I know the Blackfeet think I am crazy but my conspiracy theory is that chief Old Person is being blackmailed for incest and rape, everybody knows he is the bill cosby of the reservation, raping women in his tribal office and  defending the BIA against his own tribe! Why would he do that? If you think politicians cannot be blackmailed for sex crimes look at the Speaker of the House of Representatives who is under federal indictment for paying hush money to a blackmailer, he was the third in line to be president! I know I am right about Earl, but what about us? Shakespeare said, "The evil men do lives after them." I gave the map to the tribal council long ago, it is in the tribal land office, let us resurvey the western boundary, the eastern boundary, and southern boundary and put our nation in order. UNITED NATIONS INVESTIGATIONS NEEDED TO BREAK ECONOMIC APARTHEID ON INDIAN RESERVATIONS

The "Organic Act" passed by Congress in 1864 created Montana territory which would proceed to statehood in 1889 authorized by the Constitution in Article IV, Section 3, Clause 2. The 1864 Organic Act organized Montana as a territorial government Provided: "That nothing in this act contained shall be construed to impair the rights of person or property now pertaining to the Indians in said territory so long as such rights remain unextinguished by treaty between the United States and such Indians, or to include any territory which, by treaty with Indian tribes, is not, without the consent of said tribe, to be included within the territorial limits or jurisdiction of any state or territory; but all such territory shall be excepted out of the boundaries and constitute no part of the state or territory." In 1889 the Montana Constitution declared that "The people inhabiting said proposed state do agree, and declare that they FOREVER disclaim all right and title to all lands owned or held by any Indian or Indian tribe; and that until the title thereto shall have been extinguished by the United States Congress, the same shall be, and remain subject to the disposition of the United States, and said Indian lands shall remain under the ABSOLUTE JURISDICTION AND CONTROL  of the Congress of the United States." The state of Montana adopted Ordinance No. 1 that disclaimed "any right or title to Indian lands which is irrevocable without the consent of the Indians and the prior approval of Congress; or to include any territory, which by treaty with any Indian tribes, is not, without the consent of said tribe, to be included within the territorial limits or jurisdiction of any state, but all [Indian] territory shall be excepted out of said territory [Montana], or to affect the authority of the government of the United States to make any regulations respecting such Indians, their lands, property, or other rights by treaty, law, or otherwise, which it would have been competent for the [federal] government to make if this act had never been passed." It is obvious that the state of Montana has been in an illegal trespass upon the Blackfeet Indian Reservation for over a century, and that the Blackfeet Indians have suffered massive land frauds, property loss, and usurpation of their treaty rights by Glacier and Pondera Counties, and thefts of 529,000 acres of allotted Blackfeet lands, a billion dollars worth of oil, and a trillion dollars worth of water rights. The state and county operate under usurpation of Blackfeet Sovereignty, while border-whites own void patent-in-fee lands which are the stolen allotted lands of the Blackfeet Original Allottees, which produce $85 million in sales of cattle, and crops and $9 million in federal agriculture dept. subsidies on Blackfeet allotments in an underground reservation economy of exclusive white-apartheid territory on the reservation. I have brought the claims to Congress since 1980 and my ancestors brought the claims to Congress in 1922 and there is no momentum in Congress to settle the pre-1966 Indian Money Damage Claims. What will it take to move Congress to do their treaty obligations to restore 100 million acres of stolen Indian lands on Indian reservations across the United States? We have exhausted the justice system of the United States Government. I talked with an Assistant U.S. Attorney who told me there is no chance of pursuing our claims, no plans to restore stolen Indian lands. Any ideas out there? Help!

NATIONS OF THE WORLD MIGHT QUESTION ECONOMIC BENEFITS OF AMERICAN DEMOCRACY

The historical record of U.S. Constitutional protections of minority people is in question today. Did the past protests and constitutional reforms merely cover-up old white-apartheid systems of frontier America? In sum, the question of exporting ideals of America abroad to oppressed people in need of freedom and sovereignty under constitutional protections may depend upon self-examination of the historical record at home in issues affecting Native-Americans and African-Americans. Did these groups of formerly oppressed people progress out of the original colonial white-apartheid systems of economic exploitation of Indian land and African labor? It is called "business" today. Autonomy of minorities is intercepted in the Congress by powerful lobbyists of the corporate state in castrating civil rights and economic opportunity of the oppressed peoples. The Indians and the African-Americans have two centuries of economic exploitation to overcome if the new world order is not to be the old world order. Instead of beatings with a whip and massacres in the old world; the new world simply goes to Congress and get tax breaks and amendments that put power back in the hands of the corporations by lobbyists in Congress. The recent explosions in the Black communities have their roots in two centuries of slavery and Jim Crow laws that do what the slave owner did, emasculate the victims and make them feel powerless in the face of white authority. The election of an African-American President might be the saving of America that was nearly destroyed in the Civil War by a tiny group of slave owners who convinced their poor relatives that their "honor" had been abused, but in reality poor southern whites had no slaves and little money. The same game is played today when millions of poor whites are convinced that the rich one percent have their interests at heart, when in reality they have little money and no health care except for President Obama's "Obamacare." The new order of things in "Reaganomics" is corporate minimum-wage slavery if you can get a job! The Blackfeet Chiefs began to protest the incessant thievery of Blackfeet land and money when the white man from the States encroached upon the reservation. The State of Montana, and Congress of the United States are complicit in the massive land frauds of 100 million acres of Indian land across the nation. I am the last in line of Blackfeet landowners to pursue the Blackfeet land claims when the railroad and big-meat trusts got laws passed in Congress to get at the Indian's land and oil wells, and when the Indians filed claims to recover their stolen lands Congress passed laws to "outlaw justice" for Indian landowners robbed by corporate interests. The Blackfeet people developed a successful tribal cattle industry by 1893, hardly an accomplishment of "Indian savages" historians write about to cover up corporate genocide and slavery. I brought our stolen land claims to the Senate Indian Affairs Committee where they sit on a shelf awaiting "corporate" Congress to extinguish them after a century of Indian protest. "TRIBES AS RICH NATIONS" AN ARTICLE BY PROFESSOR RAY CROSS, COPYRIGHT U OF OREGON

Raymond Cross is a real Indian lawyer with real life victories  in the Supreme Court and in winning claims cases for the Fort Berthold Tribes for illegal takings of tribal lands for Garrison Dam which flooded the rich bottom lands that produced the tribal economy. Mr. Cross wrote, "Testimony by natural resource economists aided the Joint Tribal Advisory Commission in examination of Indian claims. The valuation standard used to make the Indians "whole" for their losses is to be measured by the capitalized values of the expected future incomes that would have been generated by these lands. Dr. Ronald Cummings, a leading natural resources economist was appointed by the Commission to do an assessment of the Indian's losses imposed by the 1949 taking of the Fort Berthold Reservation bottom lands flooded by Garrison Dam." Congress imposed an "Institutional Equity" requirement in Indian claims cases to insure that the Indians claims were heard with federal, state, and county governments on an equal basis. The Blackfeet claims have not been heard on an equal basis for a century! Blackfeet claims include usurpation of Blackfeet treaty rights, reserved tribal lands, water rights, cattle industry, oil wells, reservation economy and the sovereign status of the Blackfeet Nation. Tribal claims include illegal taking of reservation streams and lands by the Federal Reclamation Service for the St. Mary-Milk River Diversion to downstream water users. There are hundreds of Blackfeet allotted land titles converted to void Patent-in-Fee lands of border-whites who also usurped Blackfeet cattle ranchers special treaty rights contained in the 1896 Agreement/Article Five. The stolen cattle industry and allotted lands provide border-whites $85,000,000 in annual revenues generated from the stolen allotted lands and cattle herds of the Indians. The Blackfeet Tribe has claims to losses of a billion dollars worth of oil revenues robbed by border-whites, and oil companies. "Forced Fee Patents Cases on the Blackfeet Indian Reservation" estimated by the Senate Indian Affairs Committee @ $600 million with 4% interest from 1912 bringing total valuation of Blackfeet Tribe and Blackfeet Original Allottees losses somewhere in the neighborhood of $2.5 billion dollars. Nobody knows the true value of the Blackfeet Claims because western Congressmen elected by cattlemen will not support Indian claims restoring Indian land titles on Indian reservations across the United States. The Indian claims would rid the Indians of border-white parasites that drain the lifeblood of Indian economies on Indian reservations on lands that are the private-property of the Indians under a federal treaty. I have worked on the Blackfeet claims since 1982, and helped to bring tribal resolution #224-2001 to the Senate Indian Affairs Committee requesting an investigation of the forced patents cases in 2001, but nothing has come of our tribal government request for institutional equity. I am alone in the quest for justice for an estimated 100 million acres of allotted lands of 17,000 Indian Money Damage Claimants on Indian reservations across the United States. BREAKING ECONOMIC APARTHEID ON THE BLACKFEET INDIAN RESERVATION

The Indians suffer from clouded titles and a century of land frauds generated by Montana border-whites who are parasites on the Indians property with the complicity of the Secretary of the Interior. The loss of Blackfeet Trust Land Titles led to tribal poverty, high unemployment and corruption in the federal government. The Blackfeet Nation lacks a system of property rights needed for credit, capital and tribal markets to develop. The Federal Trustee struggles to explain loss of 529,000 acres of Restricted Blackfeet Allotted lands. The massive Blackfeet land frauds of hundreds of Indian trust landowners allotments of 400 acres each, 500 Blackfeet cattle ranches, 25,000 head of cattle and usurpation of a billion dollars worth of tribal oil fields by the county government and oil men led to development of white-apartheid territory called "reservation/counties" whose entire land base within the reservation borders consists of the stolen Blackfeet land allotments. The "underground economy" of border-whites in Glacier and Pondera Counties operates "extralegally" without normal legal titles. Why does the state and border-whites operate without normal legal titles outside the legal reservation economy? It is because the state and border-whites cannot "legalize" their property and businesses because their "void patent-in-fee land titles" are the subject of the "Blackfeet Forced Fee Patents Cases on the Blackfeet Indian Reservation" compiled by the Bureau of Indian Affairs in 1982 under Public Law 96-217, Section 2. The claims cases remain unresolved after a century of Congressional Hearings. The Blackfeet Tribal Estate consists of 1.5 million acres of which 1,440,000 acres are owned by individual Indians held under a federal trust administered by the Secretary of the Interior for the purpose of achieving a treaty goal-which goal is a federal/tribal exclusive purpose unrelated to the State or border-whites. The 1896 Agreement "guaranteed" success of the tribal cattle industry since "usurped" by white cattlemen, and the big-meat trust Swift & Armor, and to use oil resources for the benefit of the Indians stolen by Louis Hill owner of the Great Northern Railway, as well as the Texas Company, and other oil companies. The border-whites in Glacier and Pondera Counties: the county commissioners, county attorneys, cattlemen, oil men, robber barons all got rich on Blackfeet land, oil, and now they are back for tribal water resources without ever fulfilling the original treaty promises made to the Blackfeet Chiefs, cattle ranchers, landowners; That the 1855 Treaty and 1896 Agreement/Article Five did guarantee the continued success of the self-reliant cattle ranchers and landowners, but instead allowed border-whites to usurp the Blackfeet Reservation by means of white-apartheid in Montana. "STOLEN FRUITS" OF INDIAN LANDS BY BORDER-WHITES IS ROOT OF TRIBAL POVERTY

The Blackfeet people suffered massacre, famine, small-pox outbreaks, whiskey trade, and encroachment of border-whites on the Blackfeet Indian Reservation, as did hundreds of other Indian reservations across the United States. The Blackfeet Chiefs called the patent-in-fee lands of whites, "small pox" for the dots on reservation maps of fee lands resembled the spots on Indian victims who died by the thousands of small pox. The border-whites coveted tribal lands and started Indian wars for the expenditure of federal funds in the state and the removal of the Indians to tiny reservations of land held by treaty with the United States. Border-whites followed the Indians onto the reservation and conducted massive land frauds with complicity of the Secretary of the Interior. The Blackfeet people had no trouble to convert the tribal economy to cattle ranching after the buffalo were destroyed in 1881 except for the border-whites who stole the tribal rations paid for by tribal land cessions to the United States and starved over 600 Indians of all ages who died horrible deaths. The whiskey trade killed another 25% of the tribe, and small-pox outbreaks left the tribe with just 1,811 people after 30 years of attempted genocides of border-whites. By 1893 the Blackfeet made a miraculous recovery by "selling land for a living" and using the proceeds to build a tribal cattle industry that made the Blackfeet self-reliant with 25,000 cattle and 500 tribal cattle ranchers. By 1904 the Blackfeet had few cows left and the millions of dollars of tribal land cession funds gone to agency thieves, and all that was left was the dilapidated agency buildings. By 1922 the border-whites had the Blackfeet Indians bankrupt and had stolen hundreds of Blackfeet land allotments, which are the subject of the century-old unresolved Indian land claims. The Blackfeet Indians have claims in Congress since 1928 to recover our stolen lands and oil fields robbed by oil companies and border-whites amounting to a billion dollars. The border-whites land base has grown to 529,000 acres since the original forced fee patents cases in 1917-1922 and nationwide the Forced Fee Patents Cases cover 100 million acres on Indian reservations across the United States. There are 17,000 Original Indian Allottees who have Indian Money Damage Claims to my estimates of 550 billion dollars, and it is growing by 4% interest each year times the number of years of lost revenues, so my estimate is low. The only way forward is to remove the border-whites by Government Condemnation Payments @ market value of their improvements and restore the Indians to their reservations. Bob Juneau Sr.
