WATER COMPACT APPROVAL WILL "EXTINGUISH" ALL PAST AND FUTURE BLACKFEET CLAIMS

The "atomizing" of tribal land and water rights into 3,600 individual Indian trust allotments and water rights to water underlying their trust property and a share in tribal water reservoirs and tribal grazing lands reserved for the exclusive use and occupancy of the Blackfeet cattle ranchers in the 1896 Agreement/Article Five, which clause provides "special treaty rights to the Blackfeet cattle ranchers and federal protection of the successful, self-reliant Blackfeet cattle industry" developed by tribal ranchers according to United States Indian Service Inspector C.C. Duncan's Report in 1893 "500 cattle ranchers, 25,000 cattle, shipping steers to Chicago Stockyards, selling beef and hay to the Government, and building ranch homes, barns, chicken coops, vegetable gardens, root cellars, fences, and improvements on their ranch property, and "cash for all needful things." Can we, the modern day, educated Blackfeet Indians say that we have cash for all needful things that our ancestors had in 1893? We live in "chicken coop housing", with no cattle unless you are a tribal council family who take the "tribal land cake", Our claims are for the hundreds of "Forced Fee Patents Cases on the Blackfeet Indian Reservation" compiled by the Bureau of Indian Affairs for Congress in 1980 to restore titles to our stolen individual land allotments which claims we brought to Congress. The Honorary Chiefs Council asked me to help the people with their "land problems" which turned out to be the forced fee patents cases, which we brought to the Senate Indian Affairs Committee who told us to get a tribal council resolution for the senate committee to hold hearings on the forced patents here in Browning, but Chairman Old Person and his BIA handlers ran me out of tribal government-I was fired! In 2001 we finally got tribal resolution #224-2001 passed while Earl was busy in Washington D.C. traveling with his niece on a long trip. He was so angry at us he threatened Ed Spotted Eagle and me with voodoo he got from a black prostitute, but he was unable to use his voodoo to rescind the resolution so he told the senate lawyer the Indians were not interested in pursuing their claims and there in EOP's "rape office" our forced patents claims were killed by your chief not mine! I don't look up to incest in tribal leaders. My belief is Earl was blackmailed by the BIA for incest because he has never been charged by the F.B.I. although they all know including the county attorney and United States Attorney in Billings of his incest on at least two nieces with children produced from his and other tribal officials incest and sex crimes which they get away with because tribal court is under their hiring and firing authority because we have no separation of powers in our constitution but have a council dictatorship. Did Earl give a shit about the tribal employees families freezing in their cars because he wouldn't sign payroll, but instead went to Great Falls to give that other famous raper Bill Cosby a Blackfeet honoring ceremony with an Indian name. All of this intrigue merely to extinguish our forced patents claims and so all the $600 million will go to the tribal council and nothing for the legal heirs to original Blackfeet allottees robbed by white men in Cut Bank and Valier. Institutional Equity is a legal requirement in Indian claims cases that all parties to the claims must be heard! I was tossed out of the water compact meeting in the tribal office by Chairman Old Person-that should tell you about your chairman who kept you poor for 55 years or is it 60 years now? The rest of the political families have followed the original tribal council in 1935 which produced chairman Wright Hagerty and 13 other original tribal council members who had incomes of over $100,000 in 1936, except for Wright Hagerty who had an income of over $500,000 on oil wells he and Great Northern Railway owner Louis Hill robbed from the Blackfeet Tribe amounting to one billion dollars all told since 1936. The claims include a billion dollars for tribal oil stolen but that claim was rejected because tribal council members were part of the racketeering that allowed whites to rob us blind.

"MONTANA TERRORISTS ON THE BLACKFEET INDIAN RESERVATION SINCE 1863"

President Grant sent a message to Congress after the Baker Massacre of Chief Heavy Runner's band by the confederate Montana Militia and U.S. Army officers. The Inspector General's Office reported "General DeTrobriand makes a report on the conditions of Indian affairs from which it will be seen that the reports of Indian depredations  are exaggerated, and a second report of the date of November 26, from which it appears that the conditions of Indian affairs is by no means alarming." The drunken border-whites and soldiers murdered 164 children, elders, and women in the sneak attack on a peaceful treaty Indian village, and robbed 7,800 buffalo robes and 1,300 horses. President Grant protested to Congress that the treaties were violated by Montana Territory settlers encroaching upon Indian treaty lands; "We have an instance of this in the Territory of Montana, where the recent attack was made, the very capital of the Territory is located upon the land to which the Indian title has never been extinguished and which has never been formally opened by the government for settlement. The principal aim of the Indian Office during the past year has been to inspire the Indian tribe's with the belief that the strictest good faith would be kept with them, and that they should be protected from all unlawful encroachments upon their rights.The treaties made were duly ratified and as I confess myself unable to see how a more complete obligation on the part of the government of the United States could be created by law, I think the Indians may well be pardoned if they regard the failure to carry out the provisions of those treaties as a breach of faith on our part." The Board of Indian Commissioners appointed by President Grant reported, "The history of the border-white man's connection with the Indians is a sickening record of murder, outrage, robbery, and wrongs. They proclaim death to the Indians at all times, incite the lower classes to violence, and protect the perpetration of their darkest deeds and shield them from the justice of their crimes." Border-whites did not end their encroachment onto the reservations in the modern era because the Montana Legislature created a white-apartheid territory on Indian reservations called "reservation/counties" and border-whites continued to exploit the economy of the Indians to this day without any justice for the Indians or settlement of ancient claims or removal of border-whites from the reservations. In 1983 President Reagan sought to extinguish all Indian claims to the allotted lands robbed on the Indian Reservations. The Blackfeet are a Sovereign Indian Tribe since the 1855 Treaty with the United States of America, while the Montana confederates told United States Indian Agent Wright that they "Did not care for U.S. Law" and "Did not hold with the treaty" and would do as they pleased in Montana Territory. The Water Compact signed by Chairman Old Person will award trust title to the Glacier county border-whites for their water rights claims on the Blackfeet Reservation but there is nothing in the compact for the Blackfeet landowners, who own the Blackfeet Reservation. The water compact is forever, so we will be poor forever because the border-whites own title to our stolen lands. I was thrown out of the tribal council water compact by Chairman Old Person for bringing up our claims to recover our stolen allotted lands. The tribal council boycotted Blackfeet landowners for the simple reason that money for their trips and families blinded them to justice for the Blackfeet people.

WATER COMPACT STARTS NEW WATER WARS ON BLACKFEET RESERVATION

Remember the republican answer to the economy was "drill baby drill" for oil back then but today it is water wells that are going to be drilled over the reservation as white landowners drain the aquifer underneath our allotted and tribal lands for sales of bottled water to global water markets. The water compact denies the Blackfeet Tribe and allotted landowners the right to market our water to global water markets except as we get permission from our white neighbors, who got a "first right of refusal" to take away water projects from Blackfeet water developers. Chinese Government buyers were in the tribal office offering to purchase drinking water for export to China but the water compact will not allow us to capture these economic opportunities except as the white man approves of it. Is this Russia or the United States? Or Montana? A Bureau of Indian Affairs report in 1931 cited "The land status map of the reservation indicates pronounced tendency for the more valuable areas, particularly along water courses, to pass into a Patent-in-Fee status [border-whites] ahead of the less desirable, drier areas. This indicates a desire on the part of the white stock owner to acquire title to the watering places to be used in connection with the leasing of adjoining [Blackfeet] range lands. This condition must be given careful consideration in the formation and execution of any range management plans. As is indicated by a study of the location of the Patent-in-Fee lands in relation to the areas under grazing lease [Blackfeet allotments], the [white] owners of alienated Blackfeet lands are in a position to greatly influence and in some cases to absolutely control the use of adjoining [Blackfeet] allotted range lands. There are at least two Patent-in-Fee allotments in every township on the reservation which gives [political-economic] control over the entire reservation by white men in an exclusive white territory on the reservation. The area of the Blackfeet Reservation and Glacier County are coincident except that Glacier county includes eight townships comprising a narrow strip on the east, that are not a part of the reservation, and the reservation includes seven townships that form a part of Pondera county on the south. To date of August 20, 1930, Patents-in-Fee had been issued covering 295,422 acres and this acreage is increasing at the rate of 6,000 acres per year covering 20% of the reservation." The 2015 tribal/allotted water compact gives legal title to the hundreds of white patent-in-Fee landowners in addition to the water courses and water holes already stolen from the Indians. The robbery of the Blackfeet Cattle industry by Glacier county border-whites left the Indian cattle ranchers in poverty for a century. Is there anything left to steal from us? Drill baby drill is coming your way when the border-whites drain the aquifers under your property which is legal under the "rule of capture" federal laws. Do you have money to drill water wells to protect your underground water supplies or will they turn your land into a desert, dry and windy. The tribal council is bought and paid for by the state and federal government cash payments and the hell with the Blackfeet landowners and cattle ranchers, and all because we have nobody to represent us in Congress. As I see it there is no alternative for the trust landowners and heirs of the original allottees robbed by white men except to vote no on the water compact until we get our stolen land, water and oil returned with just compensation for a century of robbing the Blackfeet people. Tribal lawyers represent the tribe not us and do the bidding of the tribal council who do not give a damn about us landowners and support white men who they know robbed their own tribal members. Say no to the Blackfeet water compact! Chairman Old Person had me thrown out of the water compact meeting for bringing up the forced patents, and he told the Senate Indian Affairs lawyer to hold up our forced patents land claims. Who does he represent? What about hydro-power sites on all reservation streams, wind power, solar power, mini-hydro power technology uses the creek bed to generate power. Did they give that away too? I have spent 35 years in defending allotted land claims but I fear the chief and council have defeated me unless we boycott the water compact until our land and water rights are restored and border-whites removed to their "reservation" of Montana, go home emigrants!

NO HOPE FOR THE INDIANS IN AMERICA

South Africa did not invent economic apartheid! The robber-barons in the United States used race hatred of white Americans to systematically exploit the Indians land and resources to this day. The labor of African slaves built the economy as much as the "pioneers" who "settled" Indian lands with no consent of the Indians who were victims of American genocide. The political emancipation of Indians by treaty and freedom of African-Americans by the constitution did not stop America's robber-barons from exploiting these groups based on race. The structures of economic apartheid are the special privileges "given" to the richest Americans, but Congress denied basic voting rights to Black Americans until it became apparent that the riots were an economic threat to the richest Americans. The Indians need their treaty lands restored and the Black people need special reparations for centuries of forced labor that built America. Congress protects America's robber-barons by tax breaks and economic policy that exploits cheap labor of  the poor reaching into the white middle-class today. There is the solution! Nothing is ever changed for the better of all Americans until the crisis hits the white middle class; who elect the robber barons shills in Congress and who protect corporations from prosecution for mass murders of innocent citizens and tax payers by cancers caused by pollution of drinking water supplies and corporate farms that pour pesticides and fertilizers on the crops that leak into the aquifers and poison municipal water supplies for millions of American city dwellers. Robber barons pollute the land and exploit the labor of all Americans, and the truth of the matter is nobody cared so long as the damages were confined to the Black and Hispanic minority, Indian reservations, and poor white Americans. Indian reservations and ghettos are the battleground for new economic wars over who "owns" America. In 1890 railroad robber baron James J. Hill arrived in Blackfoot Country and commenced to exploit and kill the Indians that has never stopped; his son Louis Hill murdered hundreds of Blackfeet landowners in 1918 to steal a billion dollar oil formation for his railroad. Congress passed laws that assisted him in exploiting the Indians oil. Congress "gave" James J. Hill 400,000,000 acres of public land for his railroad which he used to exploit the ignorant farmers who believed his posters that directed them to rich "Indian land" but he really stole America. We, the Blackfeet landowners, live under the political and economic tyranny of western states congressmen. White middle class Americans now live under the tyranny of Wall Street Bankers. We are not so different after all because the rich one-percent robber barons have created hell on earth for millions of Americans who believed Wall Street hype of a proven criminal class who got away with exploiting fellow white-Americans. American Muslims are under attack by corporate America because they stopped President Bush's raid on middle eastern nations oil supplies in the name of "FREEDOM"  but it turned out his political base lost the oil to China, Germany, Britain, and Russia, while Bush's corporate oil base is left with cheap oil on world markets thanks to the greed of the conspirators. "Dick" Cheney profited $35,000,000 in "blood money" of our dead troops and veterans with PTSD; untreated and imprisoned and committing suicide daily while chick-shits like Bush and Cheney ducked the war in Vietnam. ECONOMIC-APARTHEID SYSTEMS INCORPORATED ON INDIAN RESERVATIONS

What is "economic-apartheid" and how did the white man get on the Indian reservations? All Indian treaties ban the white man from occupying Indian treaty lands as the purpose of signing treaties! Why else would the Indians sign any treaty with white men except to get rid of them? Montana border-whites murdered 6,000 out of the Blackfeet population of 7,800. Yes, it was murders, rapes, and scalping of Blackfoot women, children, and old people while the warriors were away on a winter buffalo hunt. The Montana Militia drunkards killed 164 of peaceful Chief Heavy Runner's band in the winter of 1869, robbing 7,800 buffalo robes, 1,300 horses, and a supply of buffalo meat for winter provisions. It was always plunder and pillaging that border-whites excelled at including Texas Cattle Kings and Confederate soldiers loyal to the "Confederate States of America" while the Blackfeet Tribe had a treaty of peace, friendship, and amity with the "United States of America." The U.S. is bound by treaty to protect the Indians from depredations of border-whites, but the U.S. Army joined in the slaughter of the Indians. At the end of the physical genocide period, 1860-1890, there were only 1,811 Blackfeet left alive out of a population of 7,800 at white contact in 1863. A new system of genocide had to replace the massacre, famine, small-pox, whiskey trade, and removals to smaller tracts of land as border-whites encroached on Indian reservations. National Indian Organizations were set up by influential and powerful white men and women who saved the Indians from genocide of border-whites and got laws passed to stop the massive Indian land frauds by border-whites, but no Indian land has been restored to Indian ownership, therefore Indians suffer economic-apartheid. The State of Montana incorporated stolen Blackfeet land allotments into state jurisdiction in county courts by tax deeds, although the definition of Indian trust land is "tax-free lands of Indians" inalienable by states.  The newly concocted white-apartheid system incorporated "reservation/county" forms of state government grafted onto the reservation as exclusive white territories which denied the Indian voting rights in establishing Glacier and Pondera Counties on stolen Blackfeet property owned by Indians and held under the 1896 Agreement/Article Five, which also guaranteed the continued success of the self-reliant Blackfeet Cattle Industry made of 500 Blackfeet cattle ranchers, 25,000 cattle and a self sufficient tribal economy. The reservation cattle industry usurped by border-whites produces $100 million annually in sales of cows and crops on the stolen Blackfeet land allotments and the Glacier County "oil" men robbed a billion dollars worth of oil, and are now in the process of stealing our water rights with the help of western congressmen who make the laws we all must live under, even a system of economic-apartheid in America. In other words, greed trumps the sacred word of America!

BREAKING GLACIER-PONDERA COUNTY "ECONOMIC APARTHEID" ON THE BLACKFEET RESERVATION

Tribal sovereignty means that the void patent-in-fee land titles of white men issued by Glacier and Pondera Courts are not worth the paper they are written on; nor do fee land certificates issued by the Secretary of the Interior and General Land Office of the United States sever Blackfeet Trust Land Titles on the Blackfeet Reservation. The Blackfeet Tribe must have the approval of two-thirds of the adult males petitioning the President to go under the laws of the State of Montana. The Organic Act of the Territory of Montana and the Enabling Act of the State of Montana each carry disclaimers to jurisdiction over the Blackfeet Indians, and the Montana Constitution disclaims any right or title to Indian lands. How did the white man get on the Blackfeet Reservation? The "Forced Fee Patents Cases on the Blackfeet Indian Reservation" are massive land frauds committed by the Bureau of Indian Affairs, Glacier and Pondera County Attorneys, corporations and border-white men to defraud hundreds of Blackfeet landowners of their trust land allotments. The white men also stole 25,000 cattle from Blackfeet ranchers, hay meadows, water holes, river courses, St. Mary and Milk Rivers, 43,000 acres of reservation land on the boundary of Glacier Park and Lewis & Clark Forest, hydro-power sites on all reservation streams, and rob our reservation economy of $850,000,000 each year. In 1982 the tribal council passed resolutions to recover a billion dollars worth of oil robbed from the Blackfeet Tribe by Joe Sherburne, Texaco, and Great Northern Railway owners Jim and Louis Hill, who went to Washington D.C. and got tribal oil structures "patented" by the Commissioner of Indian Affairs. The original allotted landowners were victims of mass murders by the agent and county attorney who starved to death 200 Blackfeet landowners who would not sign their "patents" and who died rather than leave their children landless. As a result of the mass murders and massive land frauds the Bureau of Indian Affairs cannot document who owns what lands because the BIA is a defendant in the class-action suit. In 1979 the head of the BIA [Forrest Gerard] testified to Congress that BIA was "Complicit" [partners-in-crime] in the forced patents, a public confession of guilt under oath before Congress. Our ancestors left a record of the forced patents by leading delegations to Congress and exposing the land frauds to the Senate Indian Affairs Committee by 1915. The cause of Blackfeet poverty for a century are Glacier County, border-white men who robbed the successful Blackfeet cattle industry, robbed 300,000 acres of Blackfeet land, robbed the waters at St. Mary for diversions for downstream water users. The underground economy of border-whites on the reservation and the void patent-in-fee titles of whites operating without legal titles usurped trust titles of the Blackfeet allottees and plunged the Blackfeet people into a century of poverty. Our allotted land claims are sitting on the shelf in the Senate Indian Affairs Committee since 2001 when we brought them there! My thought is that the water compact needs our votes, but what about our survival under state law? Our leverage to get tribal council help is no water money for the council until we get our land back!

USURPATION OF THE BLACKFEET CATTLE INDUSTRY BY MONTANA BORDER-WHITES

Inspector C.C. Duncan reported in 1893 that the Blackfeet cattle ranchers had developed a tribal cattle industry consisting of 500 ranchers, 25,000 cattle, construction of ranch homes, barns, fences, and diversion of small streams for watering hay meadows, selling beef to the agency, shipping steers to Chicago Stockyards, and cash for all needful things. The 1896 Agreement/Article Five reserved the entire reservation grazing lands for Blackfeet cattle herds, and exclusive use and occupancy for Blackfeet landowners and cattle ranchers. There is a whole history of the corrupt land frauds labeled as the "Forced Fee Patents Cases on the Blackfeet Indian Reservation" compiled by the Blackfeet Agency of the Bureau of Indian Affairs in storage in the federal building at the BIA Headquarters on the Blackfeet Reservation, but the documents are not available for the legal heirs of the "Eligible Indian Money Damage Claimants" listed in the Federal Register in 1983. These are the legal heirs of the people on the list of Blackfeet claimants. In 1983 President Reagan tossed out 17,000 Indian Money Damage Claims nationwide to 100 million acres of stolen Indian restricted lands. The State of Montana is in an illegal trespass for over a century on the Blackfeet Reservation and the Montana Legislature enacted Glacier and Pondera Counties in 1919 to provide a void "reservation/county" infrastructure for economic apartheid on exclusive white territories within the reservation borders, and without any consent of the Indians. The United States Indian Agent and border-whites "rustled" the entire 25,000 cattle herd owned by the Blackfeet cattle ranchers and the Indians were broke by 1904. Our original allottees were the Blackfeet cattle ranchers who were awarded special treaty rights to graze on tribal lands and guaranteed continued success by the 1896 Agreement/Article Five. Glacier and Pondera Counties are white-apartheid territories whose land base rests upon stolen Blackfeet land allotments, and whose cattle industry was stolen from the successful Blackfeet cattle industry by 1893, which is now worth a hundred million dollars per year for white cattlemen living on stolen Blackfeet allotted land and running cattle on stolen Blackfeet grass. Corporations and border-whites enjoy the protection of western congressmen to continue the frontier white apartheid economy fueled by stolen Indian lands and resources for over a century. President Reagan blocked class-action lawsuits and Public Law 96-217, Section 2, passed to provide justice for the century old Indian land claims by Congress in 1982. Do not approve the Blackfeet-State of Montana Water Compact until we get our stolen land, cattle herds, pasture lands, ranch equipment and cash [$600 million] returned and the white man sent home to his own plantations in their own-State of Montana. A PROFITABLE OPTION TO WATER WARS BETWEEN STATE AND TRIBE:"GLOBAL WATER MARKETING"

Water wars hurt both tribes and the state since the 1980's water wars began over water quantification which lasted until the recent water compacts were signed off by the Blackfeet and Salish-Kootnai tribes, but I doubt the Indian landowners will approve the compact in the required tribal referendum to approve the compact. There is nothing that I can see in the compact which will help Indian landowners to economically develop valuable water resources owned by individual Indian trust landowners [no taxes]! Chinese Government Purchasers were in the Blackfeet Tribal Office a few years ago offering to purchase Blackfeet beef, bottled water, grain, oil, or any other products the Blackfeet had to market, but nothiing came of the offer since water rights were in litigation or endless negotiations that lasted for 50 years. I do believe that Montana cattle ranchers, farmers, business, and agriculture products would love to have the "in" with the Chinese Government that the Blackfeet have with the Chinese who called us their "relatives" and gave us a big hug. I also saw that state trade missions to China and other Asian nations do not include allotted Blackfeet landowners who own 1.3 million acres of the Blackfeet reservation and who are also a part of the Montana economy which profits a billion dollars or more annually from federal expenditures due to Indian Treaty Obligations on Indian Reservations across the State, but no reciprocal economic opportunities are forthcoming from the Montana Legislature. I was the Blackfeet Water Planner in 1980 who got fired by the tribal council for even talking to state officials on water quantification and the tribal council went on a 30 year fools errand fighting Congress and the state court adjudication process and in the end succumbed to the water compact. I do not want another 30 years wasted in trying to find federal, or private funds to develop my property which abuts Glacier Park and has a river running through with waters clear and clean, and suitable for a bottled water plant facility, beverage and food processing plants, and contracts to supply the Department of Defense with quality food and water products since Indians have a preference right to 5% of federal expenditures. I also saw the Governor leading trade missions to China and returning with a "stink bomb" pork plant which nobody wants since they pollute water aquifers and stink up the atmosphere for 30 miles around reducing neighbors property values. Yuck!
Therefore I propose a joint tribal-state water marketing commission funded by the Montana Legislature to explore market opportunities for both Indian and white landowners, ranchers, farmers, and business people who own valuable water rights but do not have the investment funds or the ability to access global water markets for bottled water, beef, grains, and other products. I would like to talk with State-Tribal leaders on a joint state-tribal water market development study.The tribal council only represents tribal lands of 52,000 acres which are reserved for Blackfeet cattle ranchers grazing lands in the 1896 Agreement/Article Five, so we, the Blackfeet landowners "own" the entire reservation! IDENTITY CRISIS FOR WHITE PEOPLE IN AMERICA AS HISTORICAL LIES ABOUT INDIANS SURFACE

God or Jesus did not direct the early Christians to genocide the Indians, it was their own greed that did the job. Religious fervor to convert the filthy red devils waned as the Pilgrims saw the riches of Indian Country and they just had to possess the land, so the genocide of millions of Indians began "from sea to shining sea." "Manifest Destiny" drove the Europeans to slaughter entire tribes of Indians taking special care to kill the babies for "Nits make lice" as the frontier maxim states to cease production of more Indians. Montana is a confederate state period! Racism and Indian-hating is still a value in border-towns near Indian reservations where white citizens never cease to look over the border and cross the reservation border to establish white-apartheid colonies "reservation/counties" that were enacted by the Montana Legislature in 1919 to give a void title to hundreds of white men who had starved to death over 200 Blackfeet landowners to force land cessions. The Blackfeet people died by the hundreds but held on to their lands, The white man got on the reservation by crookedness in Congress and in Helena, the capital of Montana. Can you imagine how proud the Blackfeet school children would be if they knew this history of our ancestors dying in defending Blackfeet Country? We brought this history to Heart Butte school and the children thanked us for it and said it made them proud to be Indian, and it was their relatives that sacrificed their lives to keep their lands. Education in Browning Public Schools must be "Consistent with State of Montana Standards" so that Blackfeet history is taught to Blackfeet children as "bloodthirsty savages" in state public school curriculum and it causes an identity crisis and psychological problems in the Blackfeet children. Do we really want our children taught that big lie of white men racists? In my research for the Blackfeet history book, "The Sacred Buffalo Vision" I did not find one Blackfeet who killed a white person although the Montana border-whites killed Blackfeet people on sight in genocidal attacks that lasted for a century. The Blackfeet Tribe was murdered by confederates in Montana reducing tribal population from 7,800 people in 1860 when the confederates came to Montana to just 1,811 Blackfeet left alive by 1890: a kill ratio that is genocidal. That is Montana history! But it is not taught in public schools on the Blackfeet Reservation in Browning Public Schools, but it is taught in Heart Butte Public School in a traditional Blackfeet community with traditional Blackfeet who are not fooled by the white man-the war is not over until the white man is removed to his own reservation called "MONTANA! The white man is off his reservation and living on stolen Blackfeet land he killed for and robbed from our ancestors, and he is a war criminal according to the United Nation Genocide Policy, not just for past genocides but also for starving this generation of Blackfeet people by occupying our reservation without any normal legal title in a system of economic-apartheid without any prior approval of Congress or the consent of the Blackfeet Indians. "INDIGENOUS PEOPLE DAY" MOCKS MONTANA'S USURPATION OF THE BLACKFEET RESERVATION

ECONOMIC PARASITES are the border-whites who have moved onto the reservation and set up a colony of Emigrants from the States squatting on stolen Indian lands under supposed trust protection of the President of the United States. The "reservation/county" was "created" by the Montana Legislature in 1919 to enact Patent-in-Fee land titles to stolen Blackfeet Original Allotments severed in Glacier County Court. The Void Patent-in-Fee white landowners operate an illegal underground economy within exterior Blackfeet Reservation boundaries established by a treaty with the United States. Mrs. Mabel Monroe-Bond, a one half Blackfoot woman, who had her land robbed by the United States Indian Agent, and Joe Sherburne, who was the federally licensed merchant, banker, real estate, insurance, and grocer,at the Blackfeet Agency. Mrs. Monroe reported to Commissioner of Indian Affairs John Collier in 1934; "All of our money goes through his bank, and they are all linked up like a log chain-the agent, Joe Sherburne, Indian Office, Great Northern Railway, Swift & Armor, big-sheep companies and Texas Cattle Kings. They have built up a nice little "Tammany Hall" in Browning, Joe Sherburne now owns most of the land and the big-meat trust has the rest. The Blackfeet landowners who resisted signing fee patents were thrown in the agency jail and when called in by the agent were later framed in Glacier county court and many Indians were sent to the penitentiary or the state insane asylum. Legal guardians appointed by the county attorney signed the application for fee patents on behalf of the Indians. We were sorry to find out our agent was secretly prosecuting us when he was supposed to be our protector. I tried to hire a lawyer but I was told it was illegal to file suit, it was the first time I knew robbery could be "outlawed." The Five Year Plan of Agent Campbell is to starve us out, burn us out, kill us off, and now our good land is nearly gone. Where shall we go? Will there be a wholesale exodus of the Children of the Sun into the strange lands of the white man. I wish we had a chance to live. Not so long ago we were quite well off and contented. We had cattle, horses, livable homes, and one natural precious resource, our grass lands grew in abundance, bunch grass grew knee deep and made plenty of winter feed for our cattle herds. Wild hay and stock raising was our only economy but our agent is a political grafter and Joe Sherburne's political machine has ruined us." Today, Mrs. Monroe's heirs are dispossessed heirs to her original land allotment robbed by Joe Sherburne in 1921 and all hope is lost for justice today.

Removal of the civilized tribes from the South in the 1830's led to the infamous "Trail of Tears" that killed the Indians on the forced march to Indian Territory, and in the Indian Nation of Oklahoma the survivors were robbed of valuable oil rights worth billions of dollars. BREAKING ECONOMIC APARTHEID ON INDIAN RESERVATIONS

An exclusive territory illegally occupied by illegal aliens who usurped legal occupants; operating "extralegally" without "normal" legal titles in an "underground" economy would seem to be located in the former apartheid regime of South Africa. Indian land frauds are well known to the Executive Branch and Congress for a century but the western congressmen from western states and national white supremacy organizations are strong enough to prevent any justice for the Indian heirs living in poverty in tribal housing slums in a hopeless condition that any justice will ever be done for them, and their children will suffer the same fate into the future. I can only ask for economic sanctions against Montana beef producers who live on Indian lands, and who are the authors of Indian hate groups. Formerly there were prosperous Indian cattle ranchers living on their land allotments who were self-supporting and successful cattle owners who had survived a century of attempted genocide by these border-whites who ginned up Indian wars for profits and to cause Indian removal to smaller reservations. Today, the border-whites have polluted their water and plowed under the rich buffalo grasses so that the topsoil is down to one inch and when that is gone the dust bowls of the 1930's will ravage the states. Where will they get grazing and farm lands and clean waters? That is the underlying purpose of forcing Indians into water compacts which will give these border-whites a clear title to stolen Indian lands and water rights. It is "outlawing justice" for the Indian landowners by an Act of Congress that favors their constituents who are land robbers and white supremacists. The people of the United States are beginning to feel the policy of economic apartheid systems the Indians have lived under for centuries. ANOTHER "CENTURY OF DISHONOR" BREAKING INDIAN TREATY PROMISES

Mrs. Helen Hunt Jackson was a tireless reformer for Indian Affairs who documented the murders and robberies of Indian people in her book published in 1885, "A Century of Dishonor" which caused national shame in the ill-treatment of the Indian people and failure of the United States Government to uphold treaty promises made to Indians. Mrs. Jackson wrote, "The story of one tribe is the story of all, varied only by differences of time and place; but neither time nor place makes any difference in the main facts, Colorado is as greedy, and unjust in 1880, as was Georgia in 1830, and Ohio in 1795; and the United States Government breaks promises now as deftly as then, and with an added ingenuity from long practice. Cheating, robbing, breaking promises-these three are clearly things which must cease to be done. One more thing also, and that is the refusal of the protection of the laws, to the Indian's rights of property; "Of life, liberty, and the pursuit of happiness." The book of ours called "The Sacred Buffalo Vision" documents the frontier genocide of Montana border-whites in massacre, starvation, small pox outbreaks, whiskey trade, and land frauds of the private-property of the Blackfeet Indians, the usurpation of the reservation by white squatters on the stolen Blackfeet allotted lands under federal trusteeship, the rustling of 25,000 cattle owned by successful, self-reliant Blackfeet cattle ranchers who developed the Blackfeet cattle industry robbed by Texas Cattle Kings, Swift & Co. and United States Indian Agent complicity who built his ranch on stolen Indian cattle. In 1983 we brought our claims to Washington to the Senate Indian Affairs Committee but President Reagan had tossed our claims in the trash can, and there they sit till today, a victim of the century-old denial of Indian property rights held by treaty with the United States. The little known fact is that Chicago Crime boss Al Capone got in on the racketeering by funding a local bank that foreclosed on Indian cattle ranchers before they could market their cattle to Chicago Stockyards, while the Blackfeet landowners were murdered by the agent starving the Indians. Al Capone killed the senate investigator in Chicago where he was trailed from the reservation. The method of murdering today is to deny federal funding like President Reagan did in 1983; to end national Indian protests by cutting treaty obligation funds by 40% causing many deaths on Indian reservations under his control. Diabetes is slowly killing this generation of Blackfeet children due to poor diets caused by poverty inflicted by depriving the Indians of their private-property and let the despair and hopelessness kill in place of the Indian massacres of Mrs. Jackson's day. Her hope was that the American people would rise up and demand justice for a helpless people should they know the truth. Our book was tossed out of public schools in Montana because the Indians do not know their history, it is not taught in public schools. My hope is to raise public awareness via our book and the internet to generate calls for justice for all.

USURPATION OF THE BLACKFEET RESERVATION IS BORDER-WHITE ECONOMIC APARTHEID

"Usurpation" is defined in Black's Law Dictionary as "The unlawful encroachment or assumption of the use of property, power, or authority which belongs to another, an interruption or the disturbing a man in his right and possession, the unlawful seizure or assumption of government or supreme power by force or illegally, in derogation of the Constitution and of the rights of the lawful ruler." Economic Apartheid is a government system that operates extra-legally without a normal legal title in an underground economy by usurping the property rights of the legal owners of the property. The "reservation/county" is an illegal governmental unit of state government created by the Montana Legislature in 1919 for the white men living on the Blackfeet Reservation on stolen Blackfeet property. The usurpation of the reservation by border-whites has plunged a formerly prosperous people [Blackfeet cattle ranchers] into poverty, unemployment, and government corruption in state and federal governments in Indian Affairs and treaty rights. The void Patent-in-Fee titles of border whites in Glacier and Pondera counties are trust lands robbed from the Blackfeet Original Allottees in the "Forced Fee Patents Cases on the Blackfeet Indian Reservation" that are the subject of our land claims sitting in the Senate Indian Affairs Committee since 2001. The Federal Trustee Bureau of Indian Affairs confessed to complicity [partners-in-crime] in the massive forced fee patents cases of 17,000 original Indian allottees to 100 million acres of Indian trust property on Indian reservations across the United States stating to the Congress in 1979 that"The government would have to sue itself on behalf of its Indian wards." How corrupt! The Blackfeet Treaty Indians suffer the "Prisoner's Dilemma" in being subjected to state laws and taxes without being state citizens but who are in reality a "sovereign people" exempt from state jurisdiction. Why do white men operate outside the normal legal economy on the reservation? The white man cannot legalize his property title because he is in violation of the Blackfeet Treaty. The Blackfeet cattle ranchers and landowners on the other hand cannot access loans, credit or financial investment because the border-whites have usurped the reservation economy that was developed by 1893 in the self-reliant Blackfeet cattle industry of 500 Blackfeet ranchers, 25,000 cattle, shipping steers to Chicago Stockyards, selling beef and hay to the agency, building homes, barns, fences, and improvements to their ranches and cash for all needful things. The successful tribal cattle economy has been replaced by the welfare economy and poverty of the Blackfeet caused by land frauds unresolved for a century now. That is white apartheid and economic apartheid existing on the sovereign Blackfeet Indian Reservation. We cannot live with white parasites sucking the economic lifeblood from our tribal economy. The tribal council has signed a water compact that gives these white land robbers a legal title to our stolen lands, water rights and cattle economy, a billion dollars worth of oil and our sovereignty. I cannot see the passion of the Blackfeet Chief for saving the Badger-Two Medicine but leave us to the mercies of pirates.

BLACKFEET "DOUGHBOYS" WORLD WAR ONE SOLDIERS STARVED FOR LANDS

How did the white man get land on the Blackfeet Reservation? Joseph K. Dixon, President of the National Indian Memorial Association wrote General John J. Pershing, General of the Armies in World War One in 1921, that, "One hundred fifty Blackfeet Indians fought in World War One on the fields of France and only about twenty came back, and not one of them sound and many of them wounded; that these Indian veterans are now dying by the roadside and so are many of their other tribal members, from sheer hunger; that the tribe is being decimated by the pangs of hunger; that their hunting grounds have been pre-empted and their land filched. I want to know General Pershing, if you are able to find anywhere, in the annals of the deplorable conditions obtaining in starving Russia and hunger-ridden Armenia, anything more heart rending or deplorable than this condition on the Blackfeet Reservation-denied absolutely by Cato Sells, Indian Commissioner, unheeded by Secretary of the Interior Franklin K. Lane, and why it is and how it is that this nation will pour out its treasures of food and clothing and sympathy on the children of foreign lands while they leave destitute and dying Indians under the control of a merciless bureaucracy. There is no speech, there is no language, there is no heart-rending cry that will in any fashion become adequate to the description of such a state of affairs. Please use your influence and great heart to strike a blow somewhere, somehow, that will rouse the people to a realization of the horrors that exist at their own door, and that the spirit of mercy and of good-will clustering about the manger and cradle in Bethlehem will bring gifts of food and clothing to these dependent, oppressed, and damaged Indians, old and blind, who lived to rear boys whom they sent to fight under your swords in France, who are likewise wounded, helpless and suffering with their fathers whom they cannot help. God have mercy on us if we do not do something and do it soon." Franklin K. Lane, Secretary of the Interior immediately protested, going so far as to send a special messenger to Mr. Rodman Wannamaker in New York stating that I am "abusing the United Stats Government." Not many weeks later the Women's Club of San Francisco wrote a letter to Senator W.P. Dillingham of Vermont detailing the awful conditions obtaining on the Blackfeet Reservation. Senator Dillingham sent the letter to Cato Sells, Commissioner of Indian Affairs who stated "No reports have been received by me of Indians starving to death under the jurisdiction  of the Federal Government suffering from want of food." That statement was made in the face of the fact that the Joint Commission of Congress to Investigate Indian Affairs, serial no. two, part 6-A, by Senator Harry Lane of Oregon, and in it you will find hunger, neglect, oppression, failure, injustice and horror personified. Cato Sells was in possession of that report at the very moment he wrote to Senator Dillingham." James Willard Schultz wrote, "I, myself saw that the rations doled out to the few families that had ration tickets could not possibly last them more than three days which would leave them nine days to starve. The bacon given out was not fit for a dog to eat; it was so rotten that it made a stench in the great building." Hart Merriam Schultz, son of James Willard Schultz,who  had a Blackfeet mother, wrote, "Well the Blackfeet are about finished. Excepting a few old people they get no rations. They have no grain crops and very little hay and the dreadful winter is yet to come. Yesterday Many Guns and Dog Gun came to see me and said they were so hungry they had to ask for help. Unless you all help they will all die off this winter. An old woman came to see me, walking all the way from Two Medicine. She was in rags and starving, I gave her a meal and bought coffee, sugar, and meat for her and she was so affected by this, she broke down and cried. I tell you, by God, it makes me so mad to see the condition these Indians are in, they are plumb out of food and their faces have turned grey from hunger. It serves well the interests of the purposes of those who are after this big grass country of the Blackfeet Reservation, now practically all taken by agents of the big meat trust Swift & Co. through its subsidiary the Portland Land & Cattle Co. The patents issued by Cato Sells resulted in the traders at Browning where one trader had 212 of the land allotments and other real estate sharks has hundreds more."
 Note by Bob Juneau: The Forced Fee Patents Cases on the Blackfeet Indian Reservation have sat in the Senate Indian Affairs Committee for a century now, and the water compact will hand over Patent-in-Fee titles to the white ranchers living on those stolen Blackfeet lands forever. I have fought for these claims since 1980 when the Blackfeet Chiefs asked me to help the people with their "land problems", which turned out to be these claims. I am at the end of my life and I fear I have failed to win our claims and the restoration of 1,200 Blackfeet Indian Allotted lands leaving us with poverty forever. Please, if you have any humanity, E-Mail President Obama to protest this century old historic injustice to a loyal ally of the United States since the 1855 Treaty of Peace, Friendship and Amity. The Blackfeet Tribe has an 80% unemployment rate due to border-whites occupation of the productive lands and usurpation of the cattle industry and economic rights of the Blackfeet Indians and the incorporation of Glacier and Pondera Counties on the stolen lands of the Blackfeet Indians.  

BLACKFEET WATER COMPACT ROBS BLACKFEET LANDOWNERS OF WATER RIGHTS

Incredibly stupid is the only accurate description I can give to the tribal council's management of water compact negotiations with the state of Montana and the United States Government. Nobody is going to save us from council stupidity this time as water attorneys warn "COMPACTS ARE FOREVER.!" A recent Supreme Court opinion issued by Justice Ginsberg says no longer will the federal government be responsible for tribal government mistakes in getting beat by business or state governments. The tribal council is sailing it's tribal ship forevermore and if they screw up, too bad! In addition, we, the Blackfeet allotted landowners were tossed from the tribal council meetings on the water compact by Chairman Old Person. I was pushed to the wall by tribal council security when I tried to bring up our unresolved forced fee patents cases of 1,200 Blackfeet trust land allotments robbed by Glacier County commissioners, county attorney, Blackfeet Agents, and border-whites who are the white ranchers and farmers who own grazing lands and irrigated farm lands covering 312,250 acres of prime reservation land and water rights. We have the winning hand in land claims and water compact negotiations but we never played it, instead being duped by state officials offer of $150 million dollars to be paid in 10 annual installments of $15 million to the tribal council. In the end it costs the state of Montana zero dollars for taking Blackfeet water for over a century because in 2013 the Montana Legislature set aside $150 million to draw interest to pay off the Blackfeet Tribe for a century of robbery of Blackfeet water rights in the Diversion of the St. Mary and Milk River to Canada and north central Montana farmers and towns. By contrast the Crow Tribe got $500 million for 6,000 acres of Crow land taken by the Reclamation Service to build Yellow Tail Dam in the 1950's. The Blackfeet Tribe was paid less than $10,000 for the diversion of St. Mary-Milk Rivers in 1904. Is that justice? More to the point, we, the Blackfeet landowners claims to recover our stolen allotted lands are extinguished forever by the water compact, therefore our claims to 1,200 allotments and water rights get nothing! In addition the valuable water rights of the remaining Blackfeet allotted lands cannot be developed without a "First Right of Refusal" to be offered to white men for any water marketing deal that we develop to sell bottled water to global water markets, a billion dollar giveaway. Chinese Government purchasers were in the tribal office a few years ago offering to purchase Blackfeet beef, water, oil, or any other product owned by Blackfeet Indians, and they called us their "relatives." White men murdered hundreds of Blackfeet landowners for fortunes made in the allotment period of 1919-1922 when Glacier and Pondera County incorporated county government on stolen Blackfeet allotments. That is "white-apartheid" on the reservation! Today the method of murdering Indians is defined as "Slow Death Measures" genocide by the United Nations whereby depriving people of the means of living and inducing poverty causes early deaths of victims. The past century of poverty of the Blackfeet Indians is the result of the forced patents robbery of the prime Blackfeet allotted lands, water rights, and the successful Blackfeet cattle industry. Chairman Old Person called us a "bureau problem" and refused to help us until 2001 when we forced him to sign tribal resolution 224-2001 which requested the return of all allotted lands and taxes to the Blackfeet landowners and Blackfeet Tribe. He refused to testify before Congress for our claims as directed by the tribal resolution passed in 2001,and our claims are not a part of the water negotiations although the compact reads that all past claims of tribal and allotted landowners are extinguished by the compact. Do the tribal council and chief Old Person see us Blackfeet Indians as important as saving the Badger-Two Medicine. What about saving our allotted land and water rights? Our people are slowly dying in tribal housing slums while the council lives in luxury on our money. The least they could do is to protect our land claims and water rights since we pay their huge salaries and travel vacations and they stab us in the back in the compact. Does anyone care that Babb and cabins on St. Mary Lake will be flooded as soon as the compact is approved? And, there will be state game wardens on St. Mary Lake to kick off the Indian recreation. POPE FRANCIS SHOULD APOLOGIZE FOR TAKING INDIAN LAND AND ABUSING INDIAN CHILDREN

The assault by the Christian Churches on the Sun Religion of the Blackfoot Indians caused the border whites to view the Indians as savages and the United States Government to institute policies to stamp out Indian religion, language, dance, and religious ceremonies necessary to mental and spiritual health of the Indian people. Jesuit priests wrote the Indian religion was a mixture of pantheism and animism in which the Indians believed in evil spirits and labeled the Sun religion as a "superstition." The church joined with President Grant to form the "Peace Policy" in which the Indian children would be separated from their tribe and family, which the president hoped would "advance the metamorphosis of the savages." Special Agent Horatio L. Seward reported in 1890 that of the 1,811 genocide survivors out of tribal population of 7,800 in 1860 that "Perhaps 5% of these Indians are Roman Catholic and the others remain sun worshippers." The church and government schools policy is to beat the Indian out of the child and a white man will emerge from the human wreckage of the Peace Policy. Browning Public Schools have a drop-out rate of 50% that is a major factor in tribal poverty as only 8% go on to higher education after the beatings they take in public schools on the reservation. The Holy Family Mission on the Blackfeet Reservation had baptized 665 Indians, mostly children after being captured by the agency police and returned to the mission and by cutting food rations caused the Indian parents to relent on sending their children to the mission instead of starving. The Holy Family Mission and other church sects were given Blackfeet land to conduct schools and missionary work by the government. In 1881 Agent Young reported the Jesuit priest had run off with three Indian boys and had not put them in school and was living with them somewhere in Montana. There were hundreds of children sexually exploited by Catholic priests in Heart Butte and Browning but it took a century for the lawsuit to finally pay a few hundred dollars to the victims. These priests were on the reservation for 65 years and never charged with molesting girls & boys of their parish. As for tribal and allotted lands taken by the church and never returned the Holy Family Mission has been closed for 50 years but white men live there and own the property. I asked the Bureau of Catholic Missions to help us win our land claims but no! The monsignor merely said, "I will continue to try to understand the points of injustices and duplicity that has been the curse of the Blackfeet Nation." That is the extent of the mission since 1874. DISPOSSESSED BLACKFEET HEIRS NEED HELP TO RECOVER 1,200 ORIGINAL BLACKFEET ALLOTMENTS

Blackfeet Tribal Business Council Resolution Number 224-2001 passed 15 years ago by the tribal council and signed by Chairman Old Person requests the return of all allotted Blackfeet lands taken under the "Forced Fee Patents Cases on the Blackfeet Indian Reservation" compiled by the Blackfeet Agency of the Bureau of Indian Affairs in 1982 as required by Congress per the twin bills titled "Ancient Indian Land Claims Settlement Act of 1982" which provide for the "retroactive validation" of Indian land transfers and "extinguishment" of Indian claims arising from transfers not previously approved either by Congress or the Executive Branch Officials. In 1982 we had a tribal delegation to Washington D.C. which met with the Senate Indian Affairs Committee on the Blackfeet allotted land claims and were successful in getting a senate approval to bring our claims to the committee on the requirement that we get a tribal council resolution requesting a senate investigation of hundreds of forced patents of Blackfeet allotments in 1919-1922 when Glacier and Pondera County Courts severed 1,200 Blackfeet original allotments for illegal tax and liens of white men. The BIA officials and Secretary of the Interior are defendants in Covelo Indian Community v. James Watt, Secretary of the Interior, for complicity [partners-in-crime] in the Blackfeet allotted land frauds. The local white men also robbed the successful Blackfeet cattle industry and a billion dollars worth of oil from allotted lands through county courts. None of these losses were part of the Cobell Case Settlement and that is why the Indian landowners got chump change for billions of dollars in losses since 1919; per land frauds of the Blackfeet land allotments. The void Patent-in-Fee lands of white men cover every township of the reservation and are exclusive white territory [white-apartheid] of white men since the Blackfeet were not allowed to vote in elections or hold public office in Montana. Now the door is being closed on our century old claims by the Blackfeet/Cree Glacier County Commissioners. Arthur Lazurus, an expert in Indian claims says, Many Supreme Court Decisions emphasized that "Legislative or executive branch "retroactive validation" of Indian land transfers should be preceded by a determination that "no fraud or imposition had been practiced upon the Indians from whom the deed was originally purchased." The Supreme Court also ruled that "Just and equitable title, not title obtained by fraud, may be retroactively validated" and that "A deed conveyed by an incompetent Indian would not be effective." My only hope left is the "new" tribal council help Blackfeet victims of ancient land frauds. WE NEED TRIBAL NATION-BUILDING ON THE BLACKFEET INDIAN RESERVATION

A tribal nation-building policy is needed to energize reservation economies and create jobs for the 80% of Blackfeet Indians unemployed on the reservation. Tribal housing slums brought crime and drug abuse among the people and 80% unemployment rate caused juvenile diabetes epidemic among Blackfeet children. Iraq after Bush's bombing is in better shape than the Blackfeet Reservation who have been hit by an economic bombshell of poor and stupid policy from the federal government "professionals" who are bureaucrats that manage the Bureau of Indian Affairs. The Bureau of Indian Affairs is the rogue federal agency created by Congress to control reservation economies and to control the Indian people by paternalistic policies that kill individual initiative to get out of poverty. Every time Indian landowners try to change the land leasing policies created by the Bureau of Indian Affairs their initiative is challenged by the white ranchers who lease individual Blackfeet lands from the Bureau of Indian Affairs for a pittance leaving the Indian landowners out of the profits from his own property. It is an Indian land leasing fraud that has gone on for over a century and is the policy that keeps the Blackfeet landowners in a perpetual state of poverty. The Blackfeet people still own 1.3 million acres of the reservation and have unresolved land fraud claims awaiting resolution by Congress since 1928. Tribal nation-building is more than providing health care and welfare which is itself inadequate and rationed out like a brick of government cheese.  Federal Indian policy is needed that follows the special treaty rights that each tribe possesses from treaties signed to make way for the white man in America. The Blackfeet Tribe signed treaties that gave the United States a vast territory stretching from the Dakota border in the east to the Rocky Mountains in the west to the Canadian border in the north to the Yellowstone River in the south. The Blackfeet 1896 Agreement reserved the Blackfeet Reservation for the Indian cattle ranchers and the Blackfeet landowners for the purpose of rebuilding the tribal economy destroyed by the deliberate extermination of tribal buffalo herds which provided food, shelter and clothing for the tribe to survive the cold winters. The Blackfeet cattle ranchers had succeeded by 1893 in the new economy by building the self-reliant tribal cattle industry for 500 tribal ranchers, 25,000 cattle, improvements to the land for ranch houses, barns, gardens, root cellars fences, and small livestock, dairy, egg production, hay, and were shipping cattle to Chicago Stockyards, selling beef and hay to the government and everyone had cash and food! Today the cattle industry is destroyed by the federal government policy of leasing land to white ranchers for a tiny lease payment for the Indian landowners inadequate for even a subsistence on the ranch. Tribal housing slums were built in town and there the people starve and die early deaths. We are outdoor people who love our country much as the white Americans love their property. Today, because of the land frauds conducted by the Bureau of Indian Affairs, we have "white treaty Indians" on our reservation, who robbed the best reservation lands and a billion dollars worth of oil, and are back to take our precious water because the white man has poisoned his own water and now needs our pure waters. We still own 1.3 million acres of prime grazing lands that produce upwards of $85 million for white ranchers living on the stolen Blackfeet lands in a white-apartheid territory called Glacier County transplanted by the State of Montana Legislature onto the Blackfeet Reservation to cover up the massive land frauds and to give the white man a void Patent-in-Fee title awarded in county court by a cattlemen judge and jury living up to the "Code of the West" which means no Indian has any rights in state courts or state laws. The Indians live in a political  "Prisoner's Dilemma" having no recourse for justice.and add to this century old injustice the United States Government "complicity" in the Indian land frauds and the fact of a century of stonewalling our land claims in Congress. A CENTURY OF OUTRAGE, MURDERS, ROBBERY, AND USURPATION OF BLACKFEET TREATY LANDS

In 1921 the National Indian Memorial Association who are friends of the Blackfeet Indians reported the latest outrage on the Indians. It was a concerted effort by Glacier County Attorney, local white men, the Great Northern Railway, its subsidiary the Park Saddle Horse Company and owners James J. Hill, and his son Louis Hill, Swift & Armor Company, the big meat trust and its subsidiary the Portland Land & Cattle Company, United States Indian Agents F.C. Campbell, H.G. Wilson, and the Secretary of the Interior Franklin K. Lane, and Commissioner of Indian Affairs Cato Sells, a Texan, who allowed the Texas Cattle Kings trespass on the Blackfeet Reservation. Joe Sherburne, kingpin of the racketeering was the agency trader, local banker, real estate, insurance, grocery, freight, and all other money-making enterprises on the reservation. This is the so-called "agency ring" a criminal gang operating on the Blackfeet Indian Reservation by starving the Indian landowners to force their signatures on applications for "fee patents" on their [tax-free] trust land allotments, so that the Indian lands may be taxed in county court and tax deeds issued for hundreds of delinquent taxes or liens of white men filed in county court. Protests against the mass starvation of hundreds of the Blackfeet landowners caused by the Secretary of the Interior Franklin K. Lane, and Commissioner of Indian Affairs Cato Sells, a Texan who refused to eject illegal Texas cattle herds trespass on the reservation or to enforce any collection of fees or permits from white cattlemen operating illegally on the "big grass country" of the Blackfeet Indians. These land frauds are the modern day "Forced Fee Patents Cases on the Blackfeet Indian Reservation" which alienated 529,000 acres of prime grazing lands and irrigated farm lands, oil fields that produced over a billion dollars for the border-whites and oil companies. In 1979 Congress held a Hearing on Statute of Limitations Extension of the Pre-1966 Indian Money Damage Claims, and Mr. Forrest Gerard, Assistant Secretary for Indian Affairs, Department of the Interior, Testified under Oath, That: By the end of summer of 1979 we had uncovered over 4,500 Indian claims, but potential claims continued to arrive and by December of 1970 the number of cases reached a grand total of 9,768, but our search experience leads us to believe that another 5,00 or more claims in the field may not yet be inventoried. The 2415 Indian claims program has affected a significant number of our [white] citizens in this country. In many of these suits we are dealing with regaining Indian trust titles to these Indian lands in which [white] Patent-in-Fee are holding by void titles. A great majority of the thousands of legal heirs to deceased allottees and trust patentees are the dispossessed heirs to an estimated 100 million acres of allotted Indian lands on Indian reservations across the United States. Another problem is the complicity of the Government in these Indian Money Damage Claims presenting the public spectacle of the United States Government suing itself on behalf of its Indian wards. President Reagan decided not only not to litigate the Indian claims, but also refused to send the Indian claims to Congress for resolution by restoring Indian trust land titles and just compensation for over a century of illegal trespass by the State of Montana and Glacier County border-whites. WHITE-APARTHEID SYSTEMS EXIST ON THE INDIAN RESERVATIONS IN AMERICA

I went home to the Blackfeet Indian Reservation in July and it was apparent our people are getting poorer, and there is no relief in sight because the border-whites suck the wealth from reservation lands and oil wells they robbed in 1919 when the State of Montana enacted "reservation/counties" on stolen Blackfeet land allotments under trusteeship of the United States. It has been over a century since my great-grandmothers were robbed by border-whites in state courts under the "Code of the West" a system of justice which means that no white man will testify against another white man in a case concerning Indians, that no Indians word will be taken against a white man, and no Indian was allowed to hold public office or vote in state elections. This is the "prisoner's dilemma" of the Indian landowners whose lands were stolen in state court for illegal taxes and liens of white men. These are the century old "Forced Fee Patents Cases on the Blackfeet Indian Reservation" that have been in the Senate Indian Affairs Committee since 1928, brought there by Blackfeet Chiefs. There are 17,000 Indian land claims to 100 million acres of Indian lands on Indian reservations across the United States that remain in possession of border-whites. Who are the border-whites? General Crook, the old Indian fighter in the 1800's called Indian reservations "parcels of land surrounded by thieves." He told a reporter who asked if Indian fighting was hard, and he said, "Yes, Indian fighting is hard, but what is harder is to fight against those who you know are in the right." At the Blackfeet Indian Days it was hard to witness the poverty of our people who still own 1.3 million acres of reservation land next to Glacier Park and produce the best beef steaks on rich buffalo grasses-for the border-whites who robbed these lands in 1919-1921. The town of Browning has deteriorated to a shanty town like the South African townships infected with white-apartheid, and our children have rotted teeth. The Indian Health Service doctors told me they would need kidney transplants by age of 20 if they lived that long. They said it wasn't the big sugar drinks so much as these children are not getting good meals daily, and live in tribal housing slums with no future to look forward to or an education since public schools on the reservation have a 50% drop-out rate. I know this history because I wrote the "Sacred Buffalo Vision" available on Amazon.Com which traces the white-apartheid systems on the reservation and documents the century of attempted genocide of the Blackfeet Indians by Montana border-whites to usurp the Indian land and sovereignty. In 1983 President Reagan tossed out Indian land claims to 100 million acres of reservation land and resources. He was chided by South African and Soviet leaders for robbing the Indians. I was in Washington D.C. at that time meeting with the Senate Indian Affairs Committee on our claims which President Reagan killed off. Today the border-whites are robbing our allotted water rights which are under the federal trusteeship of the Secretary of the Interior Sally Jewel, a billionaire developer, who should understand the economic opportunity our position adjacent to Glacier Park's 2.5 million tourists who visit from June through August, but no funds for tourism development are available for the Indians. I am part owner of 1,000 acres of trust land [tax free] with a river running though it, but the federal trustees lease it to white ranchers for $500 for summer grazing of their cattle which come off the range fattened and ready for market. Think of 1.3 million acres of prime grazing lands, pure drinking water supplies and at least 1.3 million acre feet of quality water resources, and what you could do with that property! In the state-tribal water compact the federal trustee, Sally Jewel, Secretary of the Interior inserted a clause giving the Montana border-whites "First Right of Refusal" to take any water development deal that we might make with China or European investors. Who would make a deal with us when these border-whites can take it away from them? It pains me to witness white supremacist western congressmen protect the National Cattlemen's Association, who are white ranchers that call for abrogation of Indian treaties, and who are the white ranchers and county attorneys who murdered hundreds of Blackfeet landowners in 1919-1921 to force their signatures on applications to sell their lands to whites, but our people died by the hundreds rather than sign these land patents, therefore we have evidence of genocide in these cases. These white supremacists dare to lecture other nations on human rights when white apartheid exists on the Indian reservations across the United States on Indian reservations. In 1983 President Reagan reduced Indian Treaty Obligation Funds by 40% causing many deaths on Indian reservations. He was sending a message to tribal chairman to shut Indian protests down over violations of Indian treaties, and we have had no political support from our own tribal council since then in pursuing our land claims. We are poor because United States Congressmen from western states [border-whites] control our land through a  federal trusteeship vested in the Secretary of the Interior. President Reagan's Secretary of the Interior James Watt, a born again Christian fundamentalist said it don't matter anyhow because the world was slated to end soon by his beliefs. My father fought in World War Two in General Patton's tank corp and made it all the way through Europe, but his greatest shock was the death camps of the Nazi's, but he returned home to the racism and crookedness of Montana border-whites as did I in the Vietnam War, and my son in the Persian Gulf War. We Indians are not war mongers, but we signed a treaty in 1855 of nation to nation treaty partners, which we have kept since then. We are honorable treaty people!

CODE OF THE WEST-THE ONLY GOOD INDIAN IS A CHEATED INDIAN

No white man would testify against another white man in a trial involving Indians or Indian property, and no Indian's word would be taken against a white man in state courts. There were many state laws passed to keep Indians from voting in state elections even in county elections that brought state law over Indians by creating a system of "reservation/counties" on Indian reservations that gave hundreds of Blackfeet land titles to white men in Glacier County living on stolen Blackfeet land allotments by the incorporation of state law on the Blackfeet Reservation in 1919, and the Blackfeet have been the political prisoners of Montana since and have lost the productive reservation lands to white men. In Congress western states senators block any Indian legislation that would restore Indian land titles to 17,000 Indian landowners to 100 million acres of Indian lands stolen by white men on Indian reservations. CONFEDERATE PLANTATIONS ON INDIAN RESERVATIONS-A SYSTEM OF "ECONOMIC-APARTHEID"

 17,000 unresolved Indian land claims to 100 million acres of allotted Indian lands were tossed out by President Reagan in 1983 including gold, oil, uranium, coal, timber, and water resources owned by Indians. President Reagan cut Indian treaty obligation funds by 40% to stop national Indian protests of treaty violations and land frauds causing deaths on the reservations and cowing Indian politicians. I was in Washington D.C. pressing to settle my grandmother's and other's unresolved Indian Money Damage Claims. In Oversight Hearings Before the Senate Select Committee on Indian Affairs, 96th Cong., 1st Sess. 3-13-1979 the Assistant Secretary for Indian Affairs Forrest Gerard, testified that "Litigation was thought inappropriate in these cases because the [U.S.] government would have to sue itself on behalf of all Indian claimants." In 1982 Public Law 96-217, Section 2 was passed by Congress to mandate the Secretary of the Interior to either litigate the remaining 17,000 Indian Money Damage Claims or to send the claims to Congress for legislative resolutions restoring Indian titles. Senator Cohen chairman of the committee stated, "If the Reagan Administration is allowed to succeed in their plan the remainder of 17,000 Indian claims covering 100 million acres of allotted Indian lands, minerals, and water rights are to be willed out of existence. It is clear from the legislative history that Congress wanted assistance from the Interior Dept. in the form of carefully considered legislative proposals designed to bring about a swift, yet equitable conclusion to the 2415 Indian Claims Program. It is also clear that from stipulated facts that the Reagan administration has not complied with P.L. 96-217, Section 2." In 1982 the Covelo Indian Community sued James Watt, Secretary of the Interior and the Attorney General of the United States, William French Smith on behalf of all Indians with unresolved Indian Money Damage Claims. The Defendants argued that the executive's discretion as to whether or not to propose legislation can never be constitutionally limited in light of Article ll, Section 3. The Covelo Indian Community successfully argued in federal court that "If the executive's discretion was thereby restricted, it was done by his own hand and is therefore beyond a charge of constitutional infirmity." President Reagan argued that the preceding century of unresolved Indian land claims constituted a charge of "Laches" meaning that too much time had passed prior to the Indian's filing Indian land claims but it was established that "foot-dragging" in the Indian cases was done by federal officials. Secretary of the Interior James Watt labeled Indian reservations examples of "failed socialism" while President Reagan was criticized by Soviet dictators and South African white supremacist leaders for maintaining "gulags" on Indian reservations. Today the border-whites are after the pure water supplies owned by Indians on reservations worth billions of dollars on global bottled water markets leading to further frauds of  Indian property managed by federal trustees. The current state-tribal water compacts do not address past Indian claims or any reservation of water for Indian landowners for bottled water plants or any other water projects for Indian landowners. The border-whites will drain the spring water from under Indian treaty lands under "rule of capture" where the biggest pump wins the water wars. The Glacier County border-whites robbed a billion dollars in oil profits from us! We live in poverty caused by a century of illegal occupation by economic-parasites called border-whites who stole our land, oil, timber, cattle industry and now our reserved water rights.I have spent my entire adult life since 1980 to fight for my grandma's land robbed by border-whites leaving them in poverty that I share today, and my descendants will share forever. DIRTY BLACKFEET INDIANS OCCUPY NEGLECTED AGENCY TOWN OF BROWNING

In 1926 after the murders of 149 Blackfeet allotted landowners by Glacier County border-whites for their grazing and irrigated farm lands and the newly discovered oil fields, the Blackfeet Chiefs Wolf Plume and Young Man Chief were thrown in the agency jail when they attempted to board the train at Browning, so Robert Hamilton, tribal interpreter and lawyer brought the news of Indian genocide to the "Joint Commission of Congress to Investigate Indian Affairs." Bob Hamilton was the great Blackfeet lawyer who was the Blackfeet patriot who used his education to help his people, testifying in 1926 to Congress, "About 85% of the reservation population is in a most deplorable situation, the Indians have no more cattle or horses to sell, those who own horses to work have engaged themselves during the summer on the Blackfeet Irrigation Canals, where they could scarcely make a living owing to the fact they receive very small wages, and the proceeds of a days labor go to the support of their families, and feed for their horses, and get into debt at the commissary of the Federal Reclamation Service because of high prices. Therefore, it is a physical impossibility for many of the Indians to earn enough to lay abundant supplies in store for the winter when blizzards bring forty degree below zero weather for eight months with killing frosts and blizzards in July and August making farming impossible even for professional farmers to get a crop. The snow is so deep no one is able to haul firewood to sell, while Indian prisoners are kept busy sawing and cutting wood to keep the agency employees warm while the Indians freeze in log shacks. The post trader Joe Sherburne buys hay cheap in the summer while rations are cut so the Indians get into debt at the store, and their lands are foreclosed in Glacier County for taxes and liens of white men. There is no wild game or fish to be had and during the winters of 1913 and 1921 one hundred and forty nine Indians of all ages died from malnutrition related diseases caused by lack of food. Joe Sherburne has 313 Blackfeet trust land allotments while the Glacier County ranchers have over a thousand trust patents of 312,250 acres of prime reservation grazing and irrigated farm lands constructed with $942,000 of Blackfeet land cession funds for white ranchers and farmers." Commissioner of Indian Affairs Cato Sells, a Texan, denied all allegations of Blackfeet deaths and loss of trust property that has reached 529,000 acres, and the Glacier County white supremacists are coming back for our allotted water resources draining valuable drinking water right from under our feet. The town of Browning still has that seedy and neglected look as the modern day Blackfeet Indians die from generational poverty and malnutrition related diseases caused by genocides of our ancestors and usurpation of the reservation by white-apartheid Glacier and Pondera County Governments within the exterior boundaries of the Blackfeet Indian Reservation. The "dirty" people are the white supremacists in Glacier County and their allies Blackfeet/Cree county commissioners who let lie the dirty history of whites robbing Indians with the complicity of the U.S. Government. What good is Indian commissioners for white supremacy? I hope the tribal council is looking out for allotted landowners since the tribal council included us in the state-tribal water compact, in which we, the Blackfeet landowners, have to get the approval of white supremacists in Cut Bank, Valier, Conrad, and Choteau for bottled water marketing of our own water reserved in the treaty exclusively for the Blackfeet Indians on the Blackfeet Indian Reservation. The Blackfeet Indians are an "endangered species" of the human type

The Bureau of Indian Affairs is the federal agency manager of Blackfeet trust property of 1.3 million acres of the finest grazing lands in the northwest with water rights of 1 and 1/4th acre foot per acre on reserved Blackfeet allotted lands. The Indians are political and economic-apartheid prisoners of the western states "reservation/counties" and United States Congressmen, who are themselves political pawns of the National Cattlemen's Association and Farmers Union, who control the policy of Indian Affairs that frustrate Indian economic development to the benefit of their cattlemen and farmer constituents. The result of corruption in Congress and Indian Affairs is that the Blackfeet land claims have been held up in the Senate Indian Affairs Committee for a century, after robbery of a billion dollars worth of oil and 529,000 acres of prime Blackfeet grazing and farm lands robbed by border-whites. The Blackfeet Indians still own 1.3 million acres of land and water rights to groundwater and underground aquifers underlying the reservation which abuts Glacier Park with no pollution of reservation streams until they reach the white farmers pouring pesticides and fertilizers onto crops, and the topsoil is only one inch leaving the specter of dust storms without irrigation and fertilizers, but water is more valuable than crops or cattle or gold for that matter! In the 1896 Agreement/Article Five the Blackfeet Chiefs chose the grazing lands and water resources with which to rebuild the tribal economy in raising cattle which the whitemen have stolen along with the grass, and now it is our water they are in the process of stealing from under our feet, literally. The rule of capture is a law invented by oil companies to drain the oil from under the neighbors land without paying a lease, and it applies equally to water draining from the Indians property from the stolen lands in every township on the reservation owned by whitemen. Please, help us to organize our water rights to stop the water thefts from under our lands because we are so poor we cannot hire lawyers, economists, or hydrologists to inventory our water resources and put a value on our water products including bottled water plants to bottle our own water and market it to global water markets-China. BLACKFEET RESERVATION LANDOWNER-NEEDS JOINT-VENTURE PARTNER-BOTTLED WATER MARKETING

Bob Juneau Sr. is an enrolled member of the Blackfeet Tribe and landowner of trust [tax free] property on the Blackfeet Reservation, which property has a river running through it and water wells drilled at 60 feet depth with good water which we have drunk since forever. There are 1.3 million acres of Blackfeet allotted lands of 400 acres each owned by individual Blackfeet landowners. Water rights one and one-fourth acre foot allocated per acre foot by the Federal Bureau of Reclamation in 1908 for grazing or industrial uses. The Blackfeet Reservation has underground aquifers of fresh water undisturbed by oil wells or fertilizers and pesticides, the reservation has a million acres of original buffalo grasses that supported millions of buffalo until the 1880's genocides of buffalo and Indians. The majority of Blackfeet descendants of the original treaty Indians live in squalor and poverty in government housing slums on welfare payments with an estimated 80% tribal unemployment rate. But, these Indians own 1.3 million acres of fine grazing lands and well watered properties, but the federal government has no economic policy in place to allow Indian landowners into global water markets, and we, the Blackfeet landowners, cannot afford another century of tribal poverty. Therefore it is my plan to organize the 1.3 million acre feet of Blackfeet water resources into a tribal cooperative to market Blackfeet allotted water rights to groundwater and surface water resources for shared profits for owners of water resources under development by the joint-venture.

BLACKFEET TRIBE DEPENDENT UPON FEDERAL TREATY OBLIGATION FUNDS

Federal sources of funding means "All direct federal funding and/or assistance received by the tribal government and federal institutions such as BIA and IHS. The Blackfeet $158 million in total federal expenditures rank second to the Flathead Tribes with $317 million. Enrollment is 6,970 for Flathead members to 15,640 for enrolled Blackfeet. The Blackfeet service population is 8,831 recipients while the Flathead service population is 4,584 recipients. The Blackfeet service population also includes Rocky Boy Crees and un-enrolled Blackfeet descendants who use Blackfeet tribal programs and IHS programs but are not counted as part of the federal service population which would bring Blackfeet total federal expenditures in line with Flathead at double the current $158 million to $316,000,000 million in total federal expenditures for the Blackfeet reservation. There would be more tribal and federal employment on the Blackfeet Reservation if the tribal government would update the current populations served by the Blackfeet Tribe and Federal programs and agencies. In contrast, the Flathead Tribes count the thousands of expatriate Blackfeet people who have left the reservation permanently and live on the Flathead reservation. Tribal politics and discrimination toward the Crees and un-enrolled Blackfeet Descendants is costing the Blackfeet Tribal Government $158 million in federal funds annually, while at the same time the Blackfeet Tribe, BIA and IHS serve these populations without federal compensation or recognition for no good reason, and which will lead to law suits by these neglected populations at some point in time if these services are withdrawn by the tribe. On the other hand, Glacier and Pondera Counties and the state of Montana get a free ride in reservation expenditures as all state and county funds for public schools, roads, TANF, food stamps, etc. are reimbursed to the county and state by the federal government. Border-whites "own" the reservation economy with hundreds of millions of dollars in profits from cattle, crops, tourism, and federal expenditures bring the gross reservation product to $850,000,000 for white people living on stolen allotted Blackfeet lands and profiting from oil & gas rights robbed from illiterate Blackfeet landowners in 1912-1922 during the allotment period, and that is how the white parasites live off of the welfare state of the Blackfeet Indian Reservation while the "owners" of the reservation, the Blackfeet Indians, live in squalor and poverty. This is white-apartheid on the Blackfeet Reservation. The whites are poised to capture the Blackfeet water resources unless we come up with a plan to market our billions of dollars in drinking quality water "owned" by current Blackfeet landowners. The Blackfeet Water Compact signed by chairman Old Person does not allow off-reservation water marketing unless we get the "permission" of white rednecks in valier and cut bank first, it is an atrocity upon the Blackfeet landowners who might have the brains to sell bottled water globally.
Vote no on the water compact until we get served first before white parasites on the reservation.
