A PROFITABLE OPTION TO WATER WARS BETWEEN STATE AND TRIBE:"GLOBAL WATER MARKETING"

Water wars hurt both tribes and the state since the 1980's water wars began over water quantification which lasted until the recent water compacts were signed off by the Blackfeet and Salish-Kootnai tribes, but I doubt the Indian landowners will approve the compact in the required tribal referendum to approve the compact. There is nothing that I can see in the compact which will help Indian landowners to economically develop valuable water resources owned by individual Indian trust landowners [no taxes]! Chinese Government Purchasers were in the Blackfeet Tribal Office a few years ago offering to purchase Blackfeet beef, bottled water, grain, oil, or any other products the Blackfeet had to market, but nothiing came of the offer since water rights were in litigation or endless negotiations that lasted for 50 years. I do believe that Montana cattle ranchers, farmers, business, and agriculture products would love to have the "in" with the Chinese Government that the Blackfeet have with the Chinese who called us their "relatives" and gave us a big hug. I also saw that state trade missions to China and other Asian nations do not include allotted Blackfeet landowners who own 1.3 million acres of the Blackfeet reservation and who are also a part of the Montana economy which profits a billion dollars or more annually from federal expenditures due to Indian Treaty Obligations on Indian Reservations across the State, but no reciprocal economic opportunities are forthcoming from the Montana Legislature. I was the Blackfeet Water Planner in 1980 who got fired by the tribal council for even talking to state officials on water quantification and the tribal council went on a 30 year fools errand fighting Congress and the state court adjudication process and in the end succumbed to the water compact. I do not want another 30 years wasted in trying to find federal, or private funds to develop my property which abuts Glacier Park and has a river running through with waters clear and clean, and suitable for a bottled water plant facility, beverage and food processing plants, and contracts to supply the Department of Defense with quality food and water products since Indians have a preference right to 5% of federal expenditures. I also saw the Governor leading trade missions to China and returning with a "stink bomb" pork plant which nobody wants since they pollute water aquifers and stink up the atmosphere for 30 miles around reducing neighbors property values. Yuck!
Therefore I propose a joint tribal-state water marketing commission funded by the Montana Legislature to explore market opportunities for both Indian and white landowners, ranchers, farmers, and business people who own valuable water rights but do not have the investment funds or the ability to access global water markets for bottled water, beef, grains, and other products. I would like to talk with State-Tribal leaders on a joint state-tribal water market development study.The tribal council only represents tribal lands of 52,000 acres which are reserved for Blackfeet cattle ranchers grazing lands in the 1896 Agreement/Article Five, so we, the Blackfeet landowners "own" the entire reservation!
