"RESERVATION/COUNTY" CONFEDERATE PLANTATIONS INVADE INDIAN LANDS

The reservation/county is the bastard child of King George and Scarlett O'Hara's southern plantation bred in Montana Territory by the confederate renegades captured by the Union Army, sent up the Missouri River to Blackfoot Confederacy lands held by the 1855 Treaty, wisely containing a clause protecting the Indians from "Depredations of white men passing through, or living in their country, may commit" The Blackfeet Chiefs knew border-whites had already murdered and raped their way across the lands of other tribes, and that it would be a hard work to survive the coming onslaught of the civilization and Christianity of the whites. In the period of 1863-1890 the population of the Blackfeet Indians dropped from 7,800 to just 1,811 left alive. Civilization included massacre, small-pox, whiskey trade, land thefts, extermination of four million buffalo, and Indian removals to tiny reservations suffering poverty due to thefts of Indian land and cash leaving the Indians nearly dead. Congress hatched a conspiracy concocted by western states congressmen by introducing bills leaving the way open to robbing the Indians forever. The reservation/county was invented by the Montana Legislature in 1919 to convert thousands of Indian land titles to patent-in-fee titles of white men after the Indian title was severed in county courts where Indians were not considered citizens, could not vote, could not hold public office, and are still under the "prisoner's dilemma" of being subjected to white rule, state law and county courts whereby the "code of the west" will not allow the white man to vote against another white man in court cases concerning Indians. In Congress, the western states congressmen take their orders from the corporations against the family farm in many cases where the corporate interests outweigh the private property constitutional rights of individuals who do not possess lobbying cash to sway congressmen to their benefit. One man said in the frontier days that if James J. Hill, owner of the Great Northern Railway, could get a church to hold benefits to pay for the costs of his steel rails, he would smile most broadly and take food from the mouths of babes to save a penny. He was given "free stuff" by Congress, 400 million acres of public lands, got by an Act of Congress and he was given free Indian lands adjacent to national parks for his hotels for tourists but made the Indians dance for tourists fed with table scraps and passed the hat for their pay. The illiterate Blackfeet landowners and their heirs have been starved for over a century now, with 80% unemployment rate, no cattle herds left after border-whites rustled their herds and the border-whites moved onto their reservation lands as a "reservation/county" It's kind of like King George's soldiers living in English colonists homes, to feed the bums and put up with arrogant attitudes of parasitic British Royalty was too much and sparked a revolution. Corporate quartering of King George's troops has reached the so-called American middle-class, who now feel threatened by the usurpation of their constitutional and economic rights represented by loud mouth corporate shill Presidential Candidate Donald Trump. Welcome to the Indian reservation and Black ghetto white middle-class, there is nowhere to go but down from here. President George Bush has taught the nation it can be destroyed in an instant, from within and not the long decay like Rome. The nations of the world have a buyers choice in world markets that neutralizes the American military as the critical factor in the immediate future if the world is to survive. President Obama has cleaned up after Bush's war left the nation and world broke and divided, but the war isn't that important in the world politics. Conquering world poverty, however it is done or whatever name or philosophy or religious belief it carries, it must be first and then the world will have a chance to heal and new ideas can come forth to use our planet wisely. The Indians will never get justice for all the Indian genocides while western Congressmen rule, but a world ban on the blood-money beef and crops produced on stolen Indian lands called "reservation/counties" will produce justice that will never come out of racist Congress.

CONSTITUTION REFORMS IMPOSSIBLE AT BLACKFEET TRIBE

The Blackfeet people have been buried by a crabbed form of tribal democracy since the tribe adopted the Indian Reorganization Act constitution issued by Department of the Interior lawyers in 1935 concentrating all powers in the tribal council and providing a "preference clause" for elected tribal council members to lease tribal oil and grazing leasing to themselves. In 1935 the Blackfeet Tribal Business Council Chairman profited $500,000 by leasing tribal oil lands to himself, and 12 other tribal council members had incomes over $100,000 in leasing oil and grazing lands to themselves and providing their oil company partners with favorable tribal oil leases that made the tribe pay the costs of the well production; stealing a billion dollars of tribal oil royalty revenues. A cadre of rich one percent tribal politicians emerged in 1936 from the old tribal governance systems of chiefs and Indians ruling themselves in tribal meetings of importance. Now the tribal council does all of its business in the back room of the tribal offices and the Blackfeet people find out about tribal council corruption in the newspapers. Commissioner of Indian Affairs Zimmerman reported in 1950, "The record is discouraging at many points, successive tribal councils have grown progressively irresponsible as council members learned to evade duties imposed upon them by the constitution and charter. The only alternative is to file an injuction in federal court for willful council actions in violating the constitution and refusal to act in accordance with the constitution and charter of the Blackfeet Tribe." Chairman Pambrum of the Blackfeet Tribal Business Council sponsored a tribal referendum in 1950 to go under state law and Glacier County to evade council responsibility to the Secretary of the Interior for prosecutions in violations of tribal laws, but the Blackfeet people voted down the opportunity to become white men living under white rule since tribal elders remembered the mass murders of hundreds of Blackfeet landowners by Glacier County border-whites in 1919-1922 for the fee patents lands robbed by the Glacier county attorney. The tribal council is viewed as the lesser of two evils; that of certain annihilation by Glacier County border-whites or slow death poverty under the tribal council. Tribal democracy has been an expensive experiment for the Blackfeet people who have lost billions of dollars and personal freedoms and liberty to an old, corrupt tribal government system. Perverts and crooks lead the tribe and rob tribal and federal funds secure in the knowledge that the FBI and U.S. Attorney will allow elected tribal council members to rob tribal dollars and federal grants and pay the missing funds back with tribal dollars with no prison time for the council criminals when by a miracle they are caught by the funding sources. Tribal members have no idea of how much money the tribe possesses or how much debt the tribal council owes or anything at all of tribal financial records. Congress funds tribal government and allows the tribal council to operate as a third-world nation stealing federal funds! The enemy is from within, the enemy is the tribal constitution that allows tribal council dictatorships that produces council crooks!

BLACKFEET WATER COMPACT EXTINGUISHES FORCED PATENT CLAIMS

In 1999 a Survey of Forced Fee Patents was made by Bob Juneau and Ed Spotted Eagle on the lists of Blackfeet Heirs to the Original Blackfeet Allottees who were robbed by white men in Glacier & Pondera County Court for tax deeds and liens of white men. Chairman Old Person denied and rejected us even when we forced him to sign tribal resolution #224-2001 passed unanimously by the tribal council, Earl told the senate lawyer to hold up our claims. and our claims The water compact signed in 2015 by Chairman Barnes, forever extinguishes our claims and that is why I oppose the water compact. It extinguishes our allotted land claims that are pending in the Senate Indian Affairs Committee since we brought them there in 2001. Chief Earl Old Person has had 15 years to travel to Washington D.C. to represent our claims but has refused to help us at any time past or future.

He did give his niece a check for $68,000 to travel around the nation with him to collect tribal records from the BIA in Washington D.C. so I guess we don't count unless he is using you and he told the tribal council it was just a bunch of breeds and Cree's anyway, and who cares about us? The Blackfeet Water Compact extinguishes all of these family land claims, FOREVER!!!

17,000 INDIAN LANDOWNERS AND 100 MILLION ACRES EXTINGUISHED

President Reagan defied Congress in 1983, and cancelled 17,000 Indian land claims to 100 million acres of reservation lands owned by individual Indians under the allotment act, stolen by white men in complicity with the federal trustees and states. The border-whites now own Indian treaty land on Indian reservations across the United States achieved under a system of economic-apartheid on the reservations. In 1983 President Reagan refused to comply with Public Law 96-217, Section 2, the law passed by Congress requiring Secretary of the Interior James Watt, and the Attorney General to prepare carefully considered legislative proposals designed to resolve century-old Indian claims deemed inappropriate for litigation. Senator Cohen, Chairman of the Select Committee on Indian Affairs, United States Senate stated, "If the Reagan Administration Interior and Justice Depts. are allowed to succeed in their plan, as set out in the Sampsel Report, the remainder of 17,000 Indian claims will be willed out of existence." In Oversight Hearings on Statute of Limitations Before The Senate Select Committee on Indian Affairs, 96th Cong. , 1st. Sess. 3-13 (1979) the Assistant Secretary for Indian Affairs testified under oath, That, "Litigation was thought inappropriate in these cases [forced fee patents etc.] because the [U.S.} Government would have to sue itself on behalf of its Indian wards." The failure of two branches of the government to provide justice for a class of citizens under the direct trusteeship of the United States Government is a criminal act, immoral, and historical injustices inflicted upon patriotic Indians by a class of confederates and white supremacists who tried to destroy the United States of America. Today the corporate state of America pollutes our air and water, and reduced 100 million Americans into a state of poverty. The corporate goal is to keep labor costs nil. President Reagan was criticized by South African and Russian leaders for maintaining white-apartheid within Indian reservation boundaries, and he reduced the Indian Treaty Funds by 40% causing many deaths on the reservation to stop the nationwide Indian protests of Indian land thefts. He shut up tribal politicians to this day, who have abandoned the Indians, but I fight onward until death, not long since I am overdue at the boneyard according to U.S. Government statistics.

WHY DOES CHIEF OLD PERSON CONDONE THE BLACKFFET MASSACRES?

I keep telling the Blackfeet people they have been sold down the river by Earl Old Person and Archie St. Goddard for 50 years and why? A 1960 F.B.I. Report said that Earl has 85 awards from national white organizations, and Archie had 35,000 acres of Blackfeet Tribal lands as Chairman of the Land Board. Famous Amos and richy rich cost us 50 years of progress. They blocked any business deals that would have brought the people out of poverty. Why? Who would want the tribal council or BIA around if we were rich? The tribal council and BIA would have to find real work if the tribal poverty economy were dismantled and the Blackfeet were given herds of cattle to bring themselves out of poverty as the Blackfeet cattle ranchers did in 1893 by developing a tribal cattle industry of 500 Blackfeet ranchers, 25,000 cattle, shipped steers to Chicago markets, built ranch homes, chicken coops, vegetable gardens, root cellars, and had cash for all needful things. How about us? Educated Indians, looking down on our ancestors, who are looking down on us, and shaking their heads at our foolishness. We are minimum wage slaves of the tribal council, BIA and white men. This is not their American dream for us, as I have researched our history, and if you read the "Sacred Buffalo Vision" by me, available on Amazon.Com. you would be way smarter and prouder of yourself and understand that you come from a great people. Chief Old Person is a council bum, and he is bumming you, to pay for his hookers, his incestuous relations, and his devil ego. He has had a great life for a pervert. But he is the tool of the border-whites in Cut Bank, Valier, and Conrad who have murdered and robbed us for a century now, and if the compact is voted in we will spend the rest of time in poverty we cannot get out of because we gave up our treaty and our land rights for a cash payment to the tribal council, and the funny business will go on until the money is gone.  The names of the murdered Blackfeet should mean something more than money for the council. Are you living well today? Do your children have good food, shelter, clothing, and a future? I know Earl's son is set up with all of the Blackfeet artifacts him and his niece stole from museums all over the country when they were traveling as man & wife. He brags on how rich he is gonna be when Earl dies! Those are tribal artifacts and family religious ceremonial pipes. Doctors at IHS told me there is a full blown juvenile diabetes epidemic on the reservation, and said by the time they reach 20 years, if they do, they will need kidney transplants, and they are losing their permanent teeth as teenagers, and it is because there is no funding to get food and medicine for them. The doctors said it is not the big-pop at Town Pump but the lack of proper nutrition. Hunger is rampant on the reservation. I spent Two years with Ed Spotted Eagle in the low rent districts where people live poor, but they are interested in the claims because it is their family names on the list of murdered Blackfeet landowners. Robert Hamilton, in 1913 brought an example of the starvation rations to Congress and made the senators smell the rotten pig and cow guts, he put it in their faces, and made them recoil from the spoilt meat. He told the senators, "just before I left the reservation, Mrs. Victoria Kicking Woman died. She had tuberculosis and was at the time about thirty years of age. Her husband was almost blind from trachoma and sick most likely with the same disease as his wife. They asked for rations but did not get any. The husband was unable to bury the body and it lay in the church a week or more and was then taken to the burial ground where the coffin lay for more than a week on the ground. Superintendent McFatridge was asked to have the grave dug, but he said, "you ought to have guts enough to bury your own dead." At the time he had a large number of Indian prisoners sawing and cutting wood to keep the agency employees warm. I believe there are Indians who would rather die than make a request of Arthur McFatridge for anything. The cold has reached forty degrees below zero this winter. There is much sickness among the Indians and the doctors do not respond to calls by the Indians. Wolf Eagle is an old Indian, sixty years old and eyesight is poor, he has but one arm, which was broken so badly he amputated it himself. He was awarded one slice of bacon, and one hundred navy beans and they counted out the beans. Little Agnes, ten years old, was in a very weak condition, and asked her father for some oatmeal, as she had an appetite after a long sickness. Her father said, "I thereupon went to the agency doctor and told him I needed rations for my little girl, and he got very indignant and told me he was not buying any rations for any Indians. My child died during the month of February, her death hastened by the lack of food and proper nourishment." How much better are you than little Agnes today? If it weren't for school lunches could you really keep your child alive and healthy? Where are we going with this water compact money? My hope is that the tribal council funds 500 ranchers, and buys at least 50,000 cattle for them, with cash subsidies like white ranchers get, and allows them to graze their cattle on tribal lands because the 1896 Agreement reserved the whole reservation for Blackfeet cattle ranchers, and we kick the white ranchers out and their third-party Blackfeet "middlemen" who get leases for nothing by preference. The whole tribe is getting poor because the rich one percent whites have all our money. We, the Blackfeet Indians are the original "one-percent" that knew how to share tribal resources. We were the rich ones here on the reservation.

The beginning of the border-whites slow death campaign began in 1913 to force the Indians to agree to cede 156,000 acres of the reservation containing the irrigated farm lands, the newly discovered oil fields in the eastern reservation lands, and the "big grass country" grazing lands of the mountainous area near Glacier Park. The superintendent complained that, "The Park has many authors, artists, historians and tourists of every walk of life visit here and they become interested in the Blackfeet, many times spend time on the reservation, and consequently much publicity results. The town of Browning near to the gateway has a neglected and forbidding appearance, and it is unfortunate that visitors passing through to Glacier Park might believe it to be a part of the Indian agency."

The water compact signed in 2015 by the Blackfeet Tribal Business Council forever kills off all Indian claims for a cash payment to tribal politicians, please vote no on the compact, it gives our stolen land to white men living on the reservation in Glacier and Pondera Counties, and will keep us poor forever! ""CHIEF MEDICINE TALK" LUCIEN HUGH CULLEN, TEXAS OIL MAN

There has always been racketeering in the Bureau of Indian Affairs, a rogue federal agency within the Interior Department, which has kept the Indians poor for centuries by complicity in the federal trusteeship of Indian lands under treaty with the United States. A system of white-apartheid grew by illegal state incorporation of stolen Indian lands converted to "Patent-in-Fee" titles in Glacier County court for the border-whites. Stolen Blackfeet treaty lands have been annexed, along with Blackfeet water rights by the Montana Legislature in 1919, in enacting "reservation/county" white-apartheid territory over free treaty Indians. Mr. Cullen was adopted into the Blackfeet Tribe and given the name of "Chief Medicine Talk" in hopes that he would assist the Indians to overcome the complicity of the Bureau of Indian Affairs by his "oil man's" political power over Congress and to bring the tribe to self-support, if not riches. Councilman Leo Kennerly opened the council meeting by stating, "We want to treat this meeting as strictly confidential because as soon as some of these [white] stockmen, oil men, and the Bureau of Indian Affairs know there is a possibility of getting financial aid to do our own developing for livestock, oil, and tourism, we all know what will immediately happen. I want to thank you gentlemen for coming in here. The Cullen interests haven't arrived at any particular program yet." Mr. Cullen addresses the Blackfeet Tribal Business Council: "Gentlemen, we have spent several days now being conducted over the reservation. I am trying to show you the vast development you can do. You have unlimited resources on this reservation. I understand the Government is trying to put a squeeze play on the Indians and take this away from the Indians. It would be a terrible tragedy for the Indians to lose, what in my opinion, is a financial empire to be developed here; you have ranching and farming that could be developed into an industry, there is a great profit in the refining of oil, you have timber here, a pulp mill to be developed into a lumber industry, and Theodore Last Star was telling me about a tourist attraction that could be combined with a hotel resort for the millions of Glacier Park tourists. Just your oil alone is worth a billion dollars all told, and there is a great profit in refining oil, if even three or four of eight prospects proves productive to any extent your financial worries will be over. The Reagan oil field is ridiculous that field is being developed at the rate it is, we know how to build a fire under the oil companies to get that oil field developed. We will not take any money, will not ask anything of the one-eighth royalty, but we would like to split 50-50 with you all that we make over and above the one-eighth royalty. It is ridiculous you have government personnel here and they do nothing for you. I understand the Blackfeet Tribe has unlimited powers to break away from the federal government under its treaty, that the tribe can more or less write their own ticket as to eventually become independent, probably with one exception that the land cannot be sold and it cannot be mortgaged. What I want to say, is you have unlimited possibilities in natural resources on this reservation. I have never seen such an opportunity to build a financial empire all accumulated in one spot, it is all here. It is a vast proposition and is going to be organized on a vast scale. You have so many phases. If you do not do it on that scale, well, it is like trying to cut down a Sequoia tree with a pocket knife." Councilman Leo Kennerly had the right idea but he could not overcome the combined conspiracy of the BIA, Glacier County white-apartheid, and the crooked oil men in Cut Bank draining the reservation of a billion dollars worth of oil while the BIA held up production of Blackfeet prospects. Powerful corporations like the Great Northern Railway owners,  father & son robber barons James J. Hill and his son Louis, who are responsible for murdering hundreds of Blackfeet landowners by starving them until they died of malnutrition related diseases and illnesses, or frozen to death in forty degree below zero weather in the unheated agency jail by the agency jailer; the cruelest convict in the Montana Penitentiary brought to the reservation by the Blackfeet Agent. He was given a Blackfeet land allotment, an Indian wife, and a salary to torture the Indians into signing "forced Patents" opening their trust lands [tax-free] to the jurisdiction of the Montana border-whites racketeering. That is how the white man got on the Blackfeet Indian Reservation. Today it is the Blackfeet water resources that is in the sights of border-whites covetous eyes, and the century-old Blackfeet forced patents are not a part of the settlement on the water compact, and the stolen lands of my great-grandmothers will remain in the hands of border-whites because the water compact is forever! Please, Vote No on the Blackfeet Water Compact! It is just more money for the tribal council to piss away and billions of dollars for the border-whites to drain our water from under our feet while we watch!

GLOBAL WATER MARKETS CLOSED TO INDIAN LANDOWNERS

The United States Government has a nasty habit of giving away Indian property to the latest robber barons in control of Congress. James J. Hill and his son Louis Hill bedeviled the Blackfeet Indians for a century with no end in sight, as Congress passed a bill in 1912 to give Blackfoot property to James Hill for his railway and hotels, and valued the property @ $10 per acre "because these sites have a special use value due to their locations near entrance to Glacier Park, that the special use value of the grant of Blackfoot lands to Louis Hill." The U.S. Government Indian Claims Commission does not put a "value" on life-long pain and suffering of Mrs. Mabel Monroe-Bond, who was robbed by the Hill's as a child only because her and her younger sisters land allotments were at the entrance to Glacier Park at St. Mary Village; a township built on Monroe's property. Hills hotels in Midvale are also built on Blackfoot property; and after impoverishing the Indians, Louis Hill had a thieves mind, to not only steal the Indian property, but also to steal the Indian culture, and the "Glacier Park" Indian dance troupe was born for Blackfeet chiefs to dance for tourists at Hills hotels; the entertainers paid by tourists change as Louis Hill passed the blanket, and he fed the chiefs table scraps scraped from tourists dinner plates. Today, we, the Blackfeet landowners cannot sell our pure waters to China as the global bottled water market for bottled "Indian" water sales is outlawed in the water compact; approved by the Senate Indian Affairs Committee without any consideration of our century old land claims like the Hill's hotels property robbed from teenage girls, Blackfeet allottees, the Monroe sisters, 12 and 14 year old minors at the time. And, what about the hundreds of Blackfeet landowners starved to death in the massive land frauds during 1913-1922 killed for their land titles, and many Indians tortured in the unheated agency jail where dissenters were slowly frozen to death listed as natural causes. A Montana border-white owns Blackfeet land titles in Glacier County, a white apartheid territory transplanted upon the stolen Indian lands. Now our water rights are usurped in the compact without any consent of the Indian landowners. I am a Vietnam veteran, my father was a rifleman in Patton's Tank Corp. and he helped to liberate the Jewish death camps in Europe, and my son is a Desert Storm Gulf War veteran, but do we get justice for our murdered grandmothers, and usurpation of our water rights by the same corporations that robbed my grandma's lands. Chinese Government Purchasers were on the Blackfeet Reservation a few years ago, and wished to buy Blackfeet beef, water, oil, and any other product we have to market, and we are sitting on an ocean of pure water, but the border-whites and corporations are set up to suck the water from under our property, all legal of course; the Indians too poor to drill, while corporate interests get richer!
The level of protest must come from global water markets to purchase Indian products free of corporate interference and deny Congress' approval of economic apartheid on Indian reservations.

"PLANTATION MORPHOLOGY" ON THE INDIAN RESERVATIONS

The "settlement" of America has been a treasure hunt on Indian lands by whites, causing Indian removals to make room for expansion of white-Americans, "free Indian land" until Indian treasures are depleted, but every new generation in America brings another treasure hunt on Indian reservations. This time it is water! Corporate America has poisoned most of America's landscape and farmers and ranchers have poisoned farm and range lands with pesticides and fertilizers, and the topsoil in Montana is down to one inch, and then the dirt storms begin anew like the Oklahoma "dust bowl" that caused mass migrations to California for the poor "okies." The Blackfeet people live under a "plantation on the reservation." A white-apartheid territory transplanted onto the reservation by the Montana Legislature in 1919, created "reservation/county" governments built upon stolen Indian property. "Jobbery" is defined as "underhanded means to secure private-ends at public expense." In the robbery of Indian property by changing the titles and sovereign status of the Indians to dependent people instead of Sovereign Treaty-Indians per our treaty with the United States since 1855. The Blackfeet Water Compact has been signed by the Blackfeet Tribal Business Council, approved by the Senate Indian Affairs Committee in Washington D.C. without any mention of white plantation on the reservation, and void patent-in-fee lands of white men robbed from illiterate Indians. Both of my great-grandmothers, who were successful cattle ranchers until robbed by white men in Cut Bank, Montana, the racist border-town guilty of murdering hundreds of Blackfeet landowners to get their lands with the complicity of the United States Congress! Now, the border-whites are rewarded with title to my grandma's lands and water rights in the water compact. We, the Blackfeet landowners, were not afforded an opportunity to testify on our behalf, in fact, I was tossed out of the state-federal-tribal water compact meeting at the tribal office on the Blackfeet Reservation. I will not vote for this fraudulent water agreement that simply pays off tribal politicians, who should be in federal prison for stealing tribal dollars. The "Forced Fee Patents Cases on the Blackfeet Indian Reservation" approved by Congress in 1983, but rejected in the water compact by the tribal council for cash payments. Tribal Government operates with no separation-of-powers in the tribal constitution; it is like the Iraq government whereby the head man in charge ran away with Iraqi money, and left the country broke and shattered, but he got his cash, and that was all that mattered! There are no restraints on the border-whites who have already drained billions of dollars of oil from under Blackfeet lands, now it is legal to drain our pure waters, signed off by tribal leaders. I will continue to fight for my grandmothers land rights, but hope is nearly gone when my chiefs join the border-whites against thousands of Blackfeet landowners, who were murdered by the same border-whites who occupy our lands, and discriminate against us in bank loans. This is a human rights case, but most nations are too gutless to challenge the United States apartheid on Indian reservations, but I will continue my protest in federal court and in publicizing the corrupt water compact, which is another historical injustice.
