WHITE-APARTHEID "RESERVATION/COUNTY" TERRITORIES REMAIN ON INDIAN RESERVATIONS IN 2015

My great-grandmothers were robbed of their private-property by the United States Indian Service, Glacier and Pondera counties, Montana Legislature, Secretary of the Interior, Western States Congressmen, corporations and local border-whites coveting allotted Indian lands on the Blackfeet Reservation. The Blackfeet Tribal Business Council has signed off on the state-tribal-federal water compact without ever allowing the Blackfeet Heirs of Original Blackfeet Allottees to testify on the "Forced Fee Patents Cases" on the Blackfeet Indian Reservation. Public Law 96-217, Section 2, was passed by Congress to "swiftly, yet equitably" settle all pending Indian Money Damage Claims, but President Reagan tossed the Indian claims in the trash can, and that was the new beginning of another century of injustice. The Blackfeet Tribal Business Council represents "tribal lands" not allotted Indian lands, but in the water compact they have agreed to settle all "allotted land claims, forever" closing the door to restoring my grandmothers stolen land titles, and just compensation estimated @ $300 million in 1980 by the Senate Indian Affairs Committee, which claim has grown to over $600 million for the heirs of the original allotted landowners like my grandmothers lands. Nationally, the "Forced Fee Patents Claims" cover 17,000 Indian Money Damage Claimants to 100 million acres of allotted Indian lands on Indian reservations across the United States. These are treaty-Indians, so I call myself, "The last treaty Indian" because I will not give up my grandmothers stolen lands, and my sons are aware of these atrocities and will fight on forever, and my descendants will know that I stood up for justice land delayed, and now robbed of our just claims by the Blackfeet Tribal Business Council greed for money, even if that money belongs to the heirs of the crime victims of the United States Government, manipulated by western states like Montana, who encroached upon my grandmothers lands and murdered hundreds of Blackfeet landowners during the allotment period, 1919-1922, when the Secretary of the Interior issued 17,000 land titles of individual Indian landowners removing federal protection from Indian treaty lands and the wolves moved like a frenzy of land sharks devouring Indian land and oil fields by jurisdiction of the white-apartheid territory called "reservation/counties" more suitable in South Africa townships than in the land of the free and home of the land sharks, helped by the federal government to defraud illiterate Indian landowners under the guise of civilizing and christianizing the Indians, but that wasn't Jesus is the suit pants of the robber barons who control congress still today. How hypocritical to preach freedom and commit genocide of the land treaty Indians in the United States. THIRD-WORLD POVERTY ON INDIAN RESERVATIONS CAUSED BY "ECONOMIC-APARTHEID STRUCTURES"

Author Helen Hunt Jackson's book "A Century of Dishonor" documented the massacres of Indian people in the 1800's caused by the United States Government Indian Policy to push the Indians further into the interior, and when the Indians could retreat no further they were massacred by border-whites who coveted their lands. Angie Debo's book, "And Still The Waters Run" a history of the Five Civilized Tribes, who were run out of Georgia by Confederates and forced to march on the "Trail of Tears" to Oklahoma Indian Territory, and murdered for their allotted lands rich in oil, timber, coal, coveted by white men, who robbed illiterate Indians of their "Head Rights" ownership of oil wells, murdering hundreds of Indian women and defrauding illiterate Indian landowners during the 1920's to 1950's until the land and oil were gone. VALUATION THEORY: BLACKFEET LANDOWNERS WATER SUPPLIES IN GLOBAL WATER MARKET PRICES

The Blackfeet Water Compact does not allow the Blackfeet Trust Landowners to market allotted lands water rights "off-reservation" and when we get a bid on Blackfeet water development from China or Las Vegas Casinos, both of whom have been in meetings with the tribal council but nothing came of those meetings although the Chinese Government Purchasers offered to purchase Blackfeet water, beef, oil or any other product the Blackfeet have to offer, and the Chinese representatives called us Blackfeet "relatives" and were very friendly toward the tribe. On the other hand, the  Montana Legislature has sent trade missions to China with little success in selling wheat, or beef to Chinese Government markets. The Blackfeet Indians were not included in state of Montana trade missions, and our Senator did nothing for the Blackfeet in opening up trade with China, the biggest global market for drinking water. Why do we care about Montana? In the water compact there is the handicap prohibiting off-reservation marketing of Blackfeet products and the "first right of refusal" clause in the water compact agreed to by the tribal council without any consultation with tribal landowners effectively giving white landowners on the reservation the opportunity to drain our allotted lands because the reservation is checker-boarded with white fee lands due to the forced patents cases. The tribal council refused to include allotted Blackfeet landowners to have a say in the negotiations although the council is illiterate in treaty and agreement rights and just do what white men and BIA tell them to do, and foolishly signed away tribal water rights for a cash endowment for tribal council members to spend on themselves and their families way into the future. Vote no on the water compact until we get our land and water rights back and our cash payment of $600 million due to thousands of Blackfeet heirs to original Blackfeet allottees robbed in the forced patents cases tossed away by the tribal council in the water compact. One Acre Foot of water contains 325,850 gallons of water, and let us estimate the value @ $1.00 per gallon =$325,850 per acre foot of Blackfeet drinking water. We own 1.3 million acres of allotted Blackfeet lands. Tell me the value! I need a math major to count that high but you can see it is worth many millions per year. Exterminate Restrictions in off-reservation water marketing, the state cannot stop us from selling our water to China and I doubt the compact would survive a class-action lawsuit by tribal land owners for defrauding us by the BTBC-state of Montana, and the Federal Bureau of Reclamation water compact. The Supreme Court ruled the tribe cannot sue for doing a stupid business deal, so we are stuck with that water compact forever, and poor forever if it is approved. I am trying to solicit bids for our waters so we can prove the worth of our water in global water markets. There are opportunities for reservation-based bottled water plant facility, food & beverage processing plants which need a dependable source of clean water for corporations, but if we do the compact the way it is written all business opportunities will be usurped by white men as usual.

The Blackfeet Indian Reservation drains the "glacial waters" and "runoff" from snow pack on Triple Divide in the Rocky Mountains in Glacier National Park adjacent to Blackfeet Reservation streams, St. Mary River, Milk River, Swift Current creek, Kennedy Creek, Cut Bank creek, Two Medicine River, Badger Creek, Birch Creek, and many smaller creeks, lakes, pot holes, and springs, as well as aquifers available for development on 1.3 million acres of individual allotted Blackfeet Trust Lands [tax free] for bottled water plant facility on the reservation and food and beverage processing plants. I am part owner of 1,000 acres of tax free allotted lands, with the South Fork of Cut Bank Creek running through the property, and I know many other Blackfeet allotted landowners who wish to join the project if funding and a business partner can be found to help develop our private-properties into the beneficial use of our reserved reservation waters to bring us out of a century of tribal poverty.
  Business opportunities include a bottled water plant facility, food and beverage processing plants, fish farms, and tourism businesses to serve two million Glacier Park tourists that pass through the reservation in July and August spending $168,000,000 in 90 days purchasing food, beverage, gas, hotel and restaurant goods and services. Indian culture center and souvenir shop sites at St. Mary Village on the east side entrance to Glacier Park on the Blackfeet Reservation are also available, Blackfeet Indians own valuable properties but the federal government has proven a failure for over a century in assisting the Indians to economic self-reliance based on developing Blackfeet resources and businesses. Western Congressmen protect white-supremacist organizations like the National Cattlemens Association and the Farmers Union who have a century old history of exploiting Indian land in complicity with federal officials. The Indians have not had justice for centuries in land claims like my great-grandmothers lands robbed by corporations in 1919, when the Montana Legislature created Glacier County on the Blackfeet Reservation whose land base was stolen Blackfeet land allotments robbed from illiterate Indians. My great-grandma was Mrs. Mattie Medicine Wolf-Bird, who sent her sons to the Carlisle Industrial School, where they learned to operate ranch and farm enterprises and they built a sheep operation of 14,000 sheep and a cattle ranch, where my grandma lived in a house, planted vegetable gardens and dug a root cellar, sold her milk, cream, butter, and eggs to add to the family budget. These were self-reliant people who were successful in the American Dream, but like millions of Americans are learning today, the "American nightmare" showed up on the Blackfeet Reservation in 1900. Blackfeet nightmares are the Great Northern Railway and the Swift & Armour Meat Trust, and even Chicago Crime boss Al Capone came to the reservation, set up a phony bank, and robbed the Indians money and foreclosed on the Indians cattle as collateral, all done in complicity with the Indian agent and the Secretary of Agriculture who was a former governor of Montana! Economic-apartheid is the issue of the century since the Congress gave James J. Hill, owner of the Great Northern Railway a land grant of 400 million acres of America, "FREE LAND!" The Hill's, father & son robber barons have bedeviled the Blackfeet Indians for centuries murdering hundreds of Blackfeet landowners to force signatures on land patents for whites while the agent froze the tribal dissidents in the agency jail in forty degree below zero weather, and reported pneumonia deaths and starved little children by withholding rations paid for by tribal land cessions and reported the deaths as exposure or consumption to cover up genocides. I see all Americans under control of corporate America by Republicans controlling Congress but oops, an honest man was elected and he is "bedeviling" the "Corporate States of America" Trump, Koch etc. The visible head of monumental greed is ready to cut off, but King George has emerged, promising things will be great! THE 'RESERVATION/COUNTY" IS TO AMERICA WHAT WHITE-APARTHEID IS TO SOUTH AFRICA

The "reservation/county" is a hybrid of state government transplanted upon Indian reservation trust property owned by individual Indians alienated in state courts for tax deeds and liens of border-whites; such as Glacier County, Montana, an exclusive white territory incorporated in 1919 by the Montana Legislature within the exterior boundaries of the Blackfeet Reservation without any consent of the Indians or prior approval of Congress as required for transfer of Indian titles to whites by the 1887 Indian Allotment Act. The economic structures of white apartheid lie in the massive Indian land frauds during 1919-1934 which brought county jurisdiction and white ranchers to the reservation economy usurping the self-reliant Indian cattle industry developed by Indian cattle ranchers to end tribal famine after the buffalo were destroyed by American settlers expansion into Indian Country. Reservation lands and water holes owned by Indians were stolen by border-whites who drained the reservation livestock economy to their profits continuing the century old cycle of impoverishing the majority Indian landowners by the political control of a tiny group of border-whites, corporations, and state government encroachment on the reservation. Mass murders of hundreds of Blackfeet landowners during the allotment period 1919-1922 remain unresolved to this day although there are century old claims for the return of Blackfeet land titles to heirs of the original allottees robbed in the claims. My great-grandmothers had their land allotments robbed by the Blackfeet Agent and agency trader Joe Sherburne, who robbed 312 Blackfeet allotments through his bank, real estate, insurance, racketeering of cash and land owned by Indians. My grand-mothers names are listed on the Indian Money Damage Claims as "Eligible Claimants" for restoration of their lands and lost revenues, but it will never happen now that the tribal council and U.S. Senate have agreed to cash payments for the stolen lands of my grandmothers. There are 17,000 original Indian landowners who have claims to regain their stolen lands on their reservations of an estimated 100 million acres nationwide robbed by border-whites living on Indian reservations in white-apartheid territory such as "reservation/county."
I would rather have my great-grandmothers land claims settled before we vote on the water compact.

BLACKFEET WATER COMPACT APPROVED BY SENATE INDIAN AFFAIRS COMMITTEE

The last stages of a century-old corporate conspiracy of defrauding 17,000 Indian trust landowners nationwide of 100 million acres of Indian trust property on Indian reservations, in complicity with the United States Government, will end with the state-tribal-federal water compacts. White-apartheid territory labeled "reservation/county" government units were enacted by state legislatures on Indian reservations with no consent of the Indians or prior approval of Congress did issue void Patent-in-Fee titles to border-whites upon the stolen Indian property. "Rights Talk" was an expression used by the American founders to describe the importance of the bill of rights in the United States Constitution of America with John Adams stating, "The people have no fortification against cruel power than the bill of rights. They have no other fortification against wanton, cruel, power; no other indemnification against being ridden like horses, fleeced like sheep, worked like cattle, and fed and clothed like swine. No other defense against fines, imprisonments, whipping post, gibbets and racks." For the Indian people, our "bill of rights" are contained in the treaty promises, which are legal agreements on Indian property protection and economic development in the new economy. The Blackfeet people were successful cattle ranchers by 1893 and their success is guaranteed to be protected by the United States Government, but instead the government is a defendant in the land frauds of Blackfeet Indian trust lands. The water compact will erase all existing and past Indian claims, forever! What about our $600 million claim for stealing our great-grandparents land and oil, cattle and now our water? What is left for us legal heirs to our family lands? These century-old Indian land claims are the "inherited structures of apartheid" that will be preserved for whites if we approve the compact, and it will be the end of reservation economic structures because the border-whites have the financing to control our economy forever with the Blackfeet people slated for corporate slavery. We can do better than that by killing the compact or it will kill us forever. The tribal council is hot after the cash to bail them out of tribal council excesses and to get $400 million for themselves and nothing for the people. It is an economic disaster for the Blackfeet people to forgo their just claims just for cash for the council to piss away in vegas as they always do. To give up our claims and our stolen land for cash only is an insult to the hundreds of dead Blackfeet Indians starved by Joe Sherburne, Superintendents of the agency, Glacier County attorney, Great Northern Railway, Swift & Armor, and Chicago Crime Boss Al Capone, who set up a phony bank in Browning to rob the Blackfeet ranchers. It seem like every crook in the country had his way to the riches on the Blackfeet Reservation including Uncle Sam!

WATER COMPACT "SUBORDINATES" BLACKFEET ALLOTTED RESERVED WATER RIGHTS TO WHITES

Professor Ray Cross, a nationally known and respected Mandan-Hidatsa attorney, who won a land claim for his tribe, and three Supreme Court Decisions, says in an article on water compacts, "The Crow Water Compact was recently approved by a state special legislative session and it represents a not so good outcome. Both the tribe and state are over-reaching to some extent by subordinating individual allotted reserved water rights. The compact is for 500,000 acre feet for a variety of uses, but it fails to recognize the heavily allotted nature of the Crow Reservation. Most of the tribal water rights have been fragmented into individual allotted water rights [1887 Indian Allotment Act] but the tribal water right describes only the tribally owned water rights, not the allotted water rights. The compact further subordinates the allotted water rights to existing and future potential state water uses. I think that when the compact comes before Congress there will be hard questions about whether it conflicts with the trusteeship duty [of Congress and the President] to the Crow allotted landowners."
Subordination means the Blackfeet water compact places individual reserved allotted trust lands and water rights to an "inferior position" a "lower class" or "rank" occupying a lower position on a recognized scale [Blackfeet Water Compact]. The 1896 Agreement created the boundaries of the Blackfeet Indian Reservation by an Act of Congress, and Article Five exempted the Blackfeet Tribe from the 1887 Indian Allotment Act except by an internal allotment system described in Article Five which allows Blackfeet cattle ranchers a "special treaty right" to graze their cattle herds on tribal grazing lands, timber reserves, and to use the waters in tribal reservoirs for the success of the Blackfeet cattle industry. The ranchers built a cattle industry by 1893 with 500 Blackfeet cattle ranchers, 25,000 cattle, selling hay and beef to the agency, shipping steers to Chicago Stockyards, and living very well on their cattle ranches. It is the only time in Blackfeet history the Indians were self-reliant and successful ranchers. Look at us now-poor and ignored welfare cases. The Blackfeet Reservation was divided into 3,600 individual allotments covering 1,440,000 acres owned by original allottees who were robbed of their hay lands and water courses by the "Forced Fee Patents Cases on the Blackfeet Indian Reservation." Glacier & Pondera County Government officials and Indian agents did a massive land fraud in 1919-1922 when hundreds of Blackfeet trust land allotments were transferred to white ownership in state courts. All illegal of course but left unresolved for a century and soon to be extinguished by the Blackfeet Water Compact if the voters approve it in a tribal referendum required by Congress for final approval. At this point the compact is signed, sealed & delivered to Congress by the Blackfeet Tribal Business Council without any consultation with the tribal members who are now asked to vote blind on a document that will end our treaty rights forever!
I have sent a message to President Obama outlining the rights and laws that protect allotted lands and water rights from border-whites and state law, but we got back-shot by the council who is on the side of the white man against the interests of the Blackfeet allotted landowners by selling reserved water rights owned by the Blackfeet original allottees for a cash payment to the council which will do no good for the people whatsoever!. It is against the law! The "Ancient Indian Land Claims Settlement Act of 1982" disallows any settlement of Indian claims unless; "There is evidence that no fraud or imposition had been practiced upon the Indians from whom the deed was originally purchased" and "The Secretary of the Interior cannot retroactively approve Indian land transfers obtained by fraud." Please help me to stop the compact as it extinguishes our allotted land claims and gives our water rights to the white thieves living in Glacier & Pondera Counties on stolen Blackfeet land allotments. Do we want to approve the compact for white-rule and white landowners operating on void Patent-in-Fee lands in an underground economy draining $850,000,000 profits annually on stolen Blackfeet allotted lands?
