I am on the opinion that steps should be taken
to build good roads on the reservation which would benefit both white people
and Indians, but, in view of the facts above stated, it appears to me that the
county should not ask the government to spend the Indian’s funds for bearing
the entire expense. Some time ago, the county commissioners were authorized by
the Secretary of the Interior to build a bridge across Cut Bank Creek [the
eastern reservation boundary] near the town of Cut Bank, in compliance with a petition
signed by the citizens. This bridge has never been constructed, and no move on
the part of the county commissioners has been made with a view of constructing
or building this bridge. I recommend in transmitting the petition to the [Indian]
Office that their request be granted, and that they be authorized to build a
bridge, the end of which would rest upon an Indian allotment. While such a
bridge would be beneficial to a few Indians, and would serve its part in the
development of the Indian country, yet it would benefit more white people than
Indians, as it would cross this stream at a point where the people traveling
from the east side of the reservation to Glacier National Park with automobiles
would have to cross.
