I do not wish to be considered as opposing the building of roads, or as even offering opposition to the government assisting the county, but it appears to me that it is not right to take all of the taxes derived from the property on the reservation and use the entire amount off the reservation. I would recommend that the county be granted permission to build roads, to be built on section lines, that those roads be made public roads, but that taxes derived from the property on the reservation, namely, the Great Northern Railroad, and the property belonging to private individuals be used for this purpose.”
 J.L. “Joe” Sherburne, the agency trader, and agency ring, ringleader, who stole 40,000 acres of the Indian allotments , now made a statement to F.C. Campbell, Superintendent of the Blackfeet Agency in connection with the road conditions in Glacier County, “As it has come to me both from personal knowledge, and from statements of outsiders, by reason of Glacier County having so much Indian Reservation, we have been fortunate in getting a great amount of Federal aid for the roads that we otherwise probably would never have gotten. Two years ago when large allotments of Federal Aid funds were given to Montana, most of the states were unable to raise their share, 52% of the total cost of building Federal Aid roads. Hence in these counties, it was impossible for the Highway Commission to spend Federal Aid money.
