The Blackfeet Tribal Council petitioned the Honorable Secretary of the Interior for a correct survey of the Western Boundary of the Blackfeet Indian Reservation between the Western End of the Lower Two Medicine Lake and to the Southern Reservation Boundary at Heart Butte and Birch Creek containing a total of 43,020 acres of Blackfeet land, water, timber and minerals now within Glacier National Park and the Lewis & Clark National Forest Reserve. The Blackfeet Tribal Council also protested an incorrect survey of western boundary tribal lands bordering Glacier Park from Two Medicine Lake on a westerly course between upper and lower St. Mary Lakes, north to Chief Mountain and from there directly north to the Canadian Boundary containing 13,000 acres of timber, grazing, mineral and water resources, and Chief Mountain, a tribal sacred vision retreat and spiritual monument from time immemorial.

Glacier Park Officials had tried to usurp the western reservation lands bordering the park from East Glacier to the Canadian border, approximately 60 miles of reservation lands, and prohibit Blackfeet Indians from hunting on western mountain lands and killing elk, and requested the Indians be placed under state fish and game laws on the Blackfeet reservation. But in a short time massive elk herds inside the park began to eat up the park scenery and over graze mountain meadows, and crapped excessively in the “pure” glacial waters of the park causing tourists intestinal worms. Glacier Park Superintendent had to send his Park Rangers, “Smokey the Bear” hats in hand to the Blackfeet Tribal Council to request an “emergency” elk hunt to thin the “Glacier Park” elk herds. It was a winter elk hunt. The Indians were able to fight off Glacier National Park Preservation Policy and the State of Montana Fish and Game Regulations. This is how the father & son robber barons, James J. Hill and his son, Louis Hill monopolized the tourism business industry at the eastern entrance to Glacier National Park on the Blackfeet reservation.
