The Blackfeet Irrigation
project suffered economic setbacks and bureaucratic blunders even when the
Indian Service actually attempted to develop tribal resources. The corruption
continued unabated even as several agency superintendents and agency employees
were dismissed from the Indian Service for embezzlements of tribal funds and
robbing of Indian property. The monumental costs of the Reclamation Service Blackfeet
Irrigation Project, which the Blackfeet cattle ranchers bitterly protested
against were shifted to the Blackfeet Tribal Accounts, and attached as liens on
the individual Blackfeet allotted lands. The remaining Blackfeet Allotments
carry this mortgage on their lands today, which liens will probably never be
paid or forgiven. It clouded their trust land titles and precluded loans,
credit, or development of the reservation economy for Indians. The Indians were
stripped of their treaty guaranteed tribal grazing lands and water rights and
self-sufficient tribal cattle industry usurped by the border-whites and
corporations.
