The Senate Indian Committee responded with a request
to the Assistant Commissioner of Indian Affairs Charles J. Rhoades to “kindly
furnish for the use of the Committee, the name of the Supervisor and other
officers who were responsible for the issuance of patent in fee to Peter Tail
Feathers, Blackfeet Allotment No. 367. Question No. 2: History pertaining to
the patent that was issued to Peter Tail Feathers, the Office is advised that I
am enclosing herewith a copy of Peter Tail Feathers’ application for a patent
in fee, and a copy of the report of the Supervisor in Charge, who evidently
left the way open for this patent to be issued. This man is a crippled full
blood, ignorant Indian, does not speak English and does not even write his
name. The justification of the Supervisor in saying that he appeared to be able
to take care of this land quite evidently gave to the Department the wrong
impression of this man’s ability. There was apparently no justification for
such a statement being made about him and the very opposite is true. It would
seem that to any right-thinking public official that this man would give the
impression that he was not able to take care of his affairs in any particular.”
