Land status maps of Indian reservations across the United States all reveal the existence of the "reservation/county" territory of border-whites who operate under state jurisdiction within the borders of Indian reservations. The reservation/county is a white-apartheid territory transplanted on Indian reservations by State Legislatures without the consent of the Indians or the prior approval of the Congress of the United States as required by the 1790 Indian Trade and Intercourse Act. This law was enacted to prevent states and speculators from purchasing Indian land without the approval of Congress because Congress is the protector of Indian treaty lands. The allotment act passed in 1887 was to break up tribal lands into individual land allotments, but the lands were still held by Congress, and not alienable without the consent of the Indians and Congress. The Indian Bureau, a rogue federal agency, illegally transferred Indian land titles to state jurisdiction without any consent of the Indians or approval of Congress. The border-whites very quickly robbed the individual Indian land allotments in state courts for liens and taxes under the jurisdiction of the state courts. That is how the reservation/county white- apartheid governments were created on Indian reservations. The result is 100 years of poverty for the Indian people in America. Our group is anti-apartheid. We are the heirs of the original Indian allottees who were robbed by the state with the complicity of the rogue federal agency Bureau of Indian Affairs. In this conspiracy of a 100 years the border-whites and states are allowed to operate an underground economy on Indian reservations without normal legal title. It is a system of economic apartheid outlawed by President George Washington in the non-intercourse laws. We, the Blackfeet Indian, are treaty Indians, loyal partners of the United States since 1855, who have never violated our treaty of Peace, Friendship, and Amity with America. The border-whites are common criminals after our land, oil, water rights, cattle industry, and business opportunities on the Blackfeet Indian Reservation. Who are the border-whites? Confederates, states, counties, railroads, corporations, army officers, federal trustees of Indian property, robber barons, politicians, mafia crime bosses, wall street firms, congressmen, governors, oil companies, and businessmen. Yet, today the United States has the gall to point the finger at dictators and corrupt governments when it exists right here on Indian reservations. We have brought our land claims to Congress many times but no justice there, we do not have enough money to buy the votes of Congress like the crooks do. .Bob Juneau Sr.
