BREAKING GLACIER-PONDERA COUNTY "ECONOMIC APARTHEID" ON THE BLACKFEET RESERVATION

Tribal sovereignty means that the void patent-in-fee land titles of white men issued by Glacier and Pondera Courts are not worth the paper they are written on; nor do fee land certificates issued by the Secretary of the Interior and General Land Office of the United States sever Blackfeet Trust Land Titles on the Blackfeet Reservation. The Blackfeet Tribe must have the approval of two-thirds of the adult males petitioning the President to go under the laws of the State of Montana. The Organic Act of the Territory of Montana and the Enabling Act of the State of Montana each carry disclaimers to jurisdiction over the Blackfeet Indians, and the Montana Constitution disclaims any right or title to Indian lands. How did the white man get on the Blackfeet Reservation? The "Forced Fee Patents Cases on the Blackfeet Indian Reservation" are massive land frauds committed by the Bureau of Indian Affairs, Glacier and Pondera County Attorneys, corporations and border-white men to defraud hundreds of Blackfeet landowners of their trust land allotments. The white men also stole 25,000 cattle from Blackfeet ranchers, hay meadows, water holes, river courses, St. Mary and Milk Rivers, 43,000 acres of reservation land on the boundary of Glacier Park and Lewis & Clark Forest, hydro-power sites on all reservation streams, and rob our reservation economy of $850,000,000 each year. In 1982 the tribal council passed resolutions to recover a billion dollars worth of oil robbed from the Blackfeet Tribe by Joe Sherburne, Texaco, and Great Northern Railway owners Jim and Louis Hill, who went to Washington D.C. and got tribal oil structures "patented" by the Commissioner of Indian Affairs. The original allotted landowners were victims of mass murders by the agent and county attorney who starved to death 200 Blackfeet landowners who would not sign their "patents" and who died rather than leave their children landless. As a result of the mass murders and massive land frauds the Bureau of Indian Affairs cannot document who owns what lands because the BIA is a defendant in the class-action suit. In 1979 the head of the BIA [Forrest Gerard] testified to Congress that BIA was "Complicit" [partners-in-crime] in the forced patents, a public confession of guilt under oath before Congress. Our ancestors left a record of the forced patents by leading delegations to Congress and exposing the land frauds to the Senate Indian Affairs Committee by 1915. The cause of Blackfeet poverty for a century are Glacier County, border-white men who robbed the successful Blackfeet cattle industry, robbed 300,000 acres of Blackfeet land, robbed the waters at St. Mary for diversions for downstream water users. The underground economy of border-whites on the reservation and the void patent-in-fee titles of whites operating without legal titles usurped trust titles of the Blackfeet allottees and plunged the Blackfeet people into a century of poverty. Our allotted land claims are sitting on the shelf in the Senate Indian Affairs Committee since 2001 when we brought them there! My thought is that the water compact needs our votes, but what about our survival under state law? Our leverage to get tribal council help is no water money for the council until we get our land back!

USURPATION OF THE BLACKFEET CATTLE INDUSTRY BY MONTANA BORDER-WHITES

Inspector C.C. Duncan reported in 1893 that the Blackfeet cattle ranchers had developed a tribal cattle industry consisting of 500 ranchers, 25,000 cattle, construction of ranch homes, barns, fences, and diversion of small streams for watering hay meadows, selling beef to the agency, shipping steers to Chicago Stockyards, and cash for all needful things. The 1896 Agreement/Article Five reserved the entire reservation grazing lands for Blackfeet cattle herds, and exclusive use and occupancy for Blackfeet landowners and cattle ranchers. There is a whole history of the corrupt land frauds labeled as the "Forced Fee Patents Cases on the Blackfeet Indian Reservation" compiled by the Blackfeet Agency of the Bureau of Indian Affairs in storage in the federal building at the BIA Headquarters on the Blackfeet Reservation, but the documents are not available for the legal heirs of the "Eligible Indian Money Damage Claimants" listed in the Federal Register in 1983. These are the legal heirs of the people on the list of Blackfeet claimants. In 1983 President Reagan tossed out 17,000 Indian Money Damage Claims nationwide to 100 million acres of stolen Indian restricted lands. The State of Montana is in an illegal trespass for over a century on the Blackfeet Reservation and the Montana Legislature enacted Glacier and Pondera Counties in 1919 to provide a void "reservation/county" infrastructure for economic apartheid on exclusive white territories within the reservation borders, and without any consent of the Indians. The United States Indian Agent and border-whites "rustled" the entire 25,000 cattle herd owned by the Blackfeet cattle ranchers and the Indians were broke by 1904. Our original allottees were the Blackfeet cattle ranchers who were awarded special treaty rights to graze on tribal lands and guaranteed continued success by the 1896 Agreement/Article Five. Glacier and Pondera Counties are white-apartheid territories whose land base rests upon stolen Blackfeet land allotments, and whose cattle industry was stolen from the successful Blackfeet cattle industry by 1893, which is now worth a hundred million dollars per year for white cattlemen living on stolen Blackfeet allotted land and running cattle on stolen Blackfeet grass. Corporations and border-whites enjoy the protection of western congressmen to continue the frontier white apartheid economy fueled by stolen Indian lands and resources for over a century. President Reagan blocked class-action lawsuits and Public Law 96-217, Section 2, passed to provide justice for the century old Indian land claims by Congress in 1982. Do not approve the Blackfeet-State of Montana Water Compact until we get our stolen land, cattle herds, pasture lands, ranch equipment and cash [$600 million] returned and the white man sent home to his own plantations in their own-State of Montana. A PROFITABLE OPTION TO WATER WARS BETWEEN STATE AND TRIBE:"GLOBAL WATER MARKETING"

Water wars hurt both tribes and the state since the 1980's water wars began over water quantification which lasted until the recent water compacts were signed off by the Blackfeet and Salish-Kootnai tribes, but I doubt the Indian landowners will approve the compact in the required tribal referendum to approve the compact. There is nothing that I can see in the compact which will help Indian landowners to economically develop valuable water resources owned by individual Indian trust landowners [no taxes]! Chinese Government Purchasers were in the Blackfeet Tribal Office a few years ago offering to purchase Blackfeet beef, bottled water, grain, oil, or any other products the Blackfeet had to market, but nothiing came of the offer since water rights were in litigation or endless negotiations that lasted for 50 years. I do believe that Montana cattle ranchers, farmers, business, and agriculture products would love to have the "in" with the Chinese Government that the Blackfeet have with the Chinese who called us their "relatives" and gave us a big hug. I also saw that state trade missions to China and other Asian nations do not include allotted Blackfeet landowners who own 1.3 million acres of the Blackfeet reservation and who are also a part of the Montana economy which profits a billion dollars or more annually from federal expenditures due to Indian Treaty Obligations on Indian Reservations across the State, but no reciprocal economic opportunities are forthcoming from the Montana Legislature. I was the Blackfeet Water Planner in 1980 who got fired by the tribal council for even talking to state officials on water quantification and the tribal council went on a 30 year fools errand fighting Congress and the state court adjudication process and in the end succumbed to the water compact. I do not want another 30 years wasted in trying to find federal, or private funds to develop my property which abuts Glacier Park and has a river running through with waters clear and clean, and suitable for a bottled water plant facility, beverage and food processing plants, and contracts to supply the Department of Defense with quality food and water products since Indians have a preference right to 5% of federal expenditures. I also saw the Governor leading trade missions to China and returning with a "stink bomb" pork plant which nobody wants since they pollute water aquifers and stink up the atmosphere for 30 miles around reducing neighbors property values. Yuck!
Therefore I propose a joint tribal-state water marketing commission funded by the Montana Legislature to explore market opportunities for both Indian and white landowners, ranchers, farmers, and business people who own valuable water rights but do not have the investment funds or the ability to access global water markets for bottled water, beef, grains, and other products. I would like to talk with State-Tribal leaders on a joint state-tribal water market development study.The tribal council only represents tribal lands of 52,000 acres which are reserved for Blackfeet cattle ranchers grazing lands in the 1896 Agreement/Article Five, so we, the Blackfeet landowners "own" the entire reservation! IDENTITY CRISIS FOR WHITE PEOPLE IN AMERICA AS HISTORICAL LIES ABOUT INDIANS SURFACE

God or Jesus did not direct the early Christians to genocide the Indians, it was their own greed that did the job. Religious fervor to convert the filthy red devils waned as the Pilgrims saw the riches of Indian Country and they just had to possess the land, so the genocide of millions of Indians began "from sea to shining sea." "Manifest Destiny" drove the Europeans to slaughter entire tribes of Indians taking special care to kill the babies for "Nits make lice" as the frontier maxim states to cease production of more Indians. Montana is a confederate state period! Racism and Indian-hating is still a value in border-towns near Indian reservations where white citizens never cease to look over the border and cross the reservation border to establish white-apartheid colonies "reservation/counties" that were enacted by the Montana Legislature in 1919 to give a void title to hundreds of white men who had starved to death over 200 Blackfeet landowners to force land cessions. The Blackfeet people died by the hundreds but held on to their lands, The white man got on the reservation by crookedness in Congress and in Helena, the capital of Montana. Can you imagine how proud the Blackfeet school children would be if they knew this history of our ancestors dying in defending Blackfeet Country? We brought this history to Heart Butte school and the children thanked us for it and said it made them proud to be Indian, and it was their relatives that sacrificed their lives to keep their lands. Education in Browning Public Schools must be "Consistent with State of Montana Standards" so that Blackfeet history is taught to Blackfeet children as "bloodthirsty savages" in state public school curriculum and it causes an identity crisis and psychological problems in the Blackfeet children. Do we really want our children taught that big lie of white men racists? In my research for the Blackfeet history book, "The Sacred Buffalo Vision" I did not find one Blackfeet who killed a white person although the Montana border-whites killed Blackfeet people on sight in genocidal attacks that lasted for a century. The Blackfeet Tribe was murdered by confederates in Montana reducing tribal population from 7,800 people in 1860 when the confederates came to Montana to just 1,811 Blackfeet left alive by 1890: a kill ratio that is genocidal. That is Montana history! But it is not taught in public schools on the Blackfeet Reservation in Browning Public Schools, but it is taught in Heart Butte Public School in a traditional Blackfeet community with traditional Blackfeet who are not fooled by the white man-the war is not over until the white man is removed to his own reservation called "MONTANA! The white man is off his reservation and living on stolen Blackfeet land he killed for and robbed from our ancestors, and he is a war criminal according to the United Nation Genocide Policy, not just for past genocides but also for starving this generation of Blackfeet people by occupying our reservation without any normal legal title in a system of economic-apartheid without any prior approval of Congress or the consent of the Blackfeet Indians. Russia is illegally occupying Ukraine and the Montana border-whites are illegally occupying the sovereign Blackfeet Indian Reservation. What is the difference? "INDIGENOUS PEOPLE DAY" MOCKS MONTANA'S USURPATION OF THE BLACKFEET RESERVATION

ECONOMIC PARASITES are the border-whites who have moved onto the reservation and set up a colony of Emigrants from the States squatting on stolen Indian lands under supposed trust protection of the President of the United States. The "reservation/county" was "created" by the Montana Legislature in 1919 to enact Patent-in-Fee land titles to stolen Blackfeet Original Allotments severed in Glacier County Court. The Void Patent-in-Fee white landowners operate an illegal underground economy within exterior Blackfeet Reservation boundaries established by a treaty with the United States. Mrs. Mabel Monroe-Bond, a one half Blackfoot woman, who had her land robbed by the United States Indian Agent, and Joe Sherburne, who was the federally licensed merchant, banker, real estate, insurance, and grocer,at the Blackfeet Agency. Mrs. Monroe reported to Commissioner of Indian Affairs John Collier in 1934; "All of our money goes through his bank, and they are all linked up like a log chain-the agent, Joe Sherburne, Indian Office, Great Northern Railway, Swift & Armor, big-sheep companies and Texas Cattle Kings. They have built up a nice little "Tammany Hall" in Browning, Joe Sherburne now owns most of the land and the big-meat trust has the rest. The Blackfeet landowners who resisted signing fee patents were thrown in the agency jail and when called in by the agent were later framed in Glacier county court and many Indians were sent to the penitentiary or the state insane asylum. Legal guardians appointed by the county attorney signed the application for fee patents on behalf of the Indians. We were sorry to find out our agent was secretly prosecuting us when he was supposed to be our protector. I tried to hire a lawyer but I was told it was illegal to file suit, it was the first time I knew robbery could be "outlawed." The Five Year Plan of Agent Campbell is to starve us out, burn us out, kill us off, and now our good land is nearly gone. Where shall we go? Will there be a wholesale exodus of the Children of the Sun into the strange lands of the white man. I wish we had a chance to live. Not so long ago we were quite well off and contented. We had cattle, horses, livable homes, and one natural precious resource, our grass lands grew in abundance, bunch grass grew knee deep and made plenty of winter feed for our cattle herds. Wild hay and stock raising was our only economy but our agent is a political grafter and Joe Sherburne's political machine has ruined us." Today, Mrs. Monroe's heirs are dispossessed heirs to her original land allotment robbed by Joe Sherburne in 1921 and all hope is lost for justice today.

FRANCE, SPAIN, ENGLAND, RUSSIA, CHINA MUST CALL FOR INDIAN' JUSTICE IN AMERICA

European nations ceded territory to the United States with the Disclaimers that the Indian land rights would be upheld as part of the land cessions. Chinese Government purchasers were in the Blackfeet Nation offering to buy any Blackfeet beef, oil, water, or any other product the people had to market but as usual the Montana border-whites had robbed the Indians in massive land frauds still sitting in Congress unresolved for a century. Removal of the civilized tribes from the South in the 1830's led to the infamous "Trail of Tears" that killed the Indians on the forced march to Indian Territory, and in the Indian Nation of Oklahoma the survivors were robbed of valuable oil rights worth billions of dollars. By 1860 the border-whites, who are parasites on the Indian lands for centuries, had killed and robbed the northern tribes of reservation lands and minerals worth billions of dollars which "Indian Money Damage Claims" are still sitting in Congress unresolved to restore 100 million acres on Indian reservations nationwide owned by 17,000 Indian land owners. Border-states are those states with Indian reservations whereby the State has violated Indian treaties and encroached on Indian land and set up "reservation/county" governments whose land base consists of stolen Indian lands and the border-whites void Patent-in-Fee lands, creating white-apartheid territories in America. Breaking economic-apartheid on Indian reservations nationwide must establish a system of clear property rights of the Indians where trust assets are documented and registered under the Federal Government. The Secretary of the Interior is a defendant in the Indian land frauds due to complicity in issuing Fee Patents on Indian Trust Property under federal trusteeship as a part of a larger criminal scheme to expose illiterate Indian wards of the government to speculators and state courts to sever Indian titles. The "reservation/county" operates extralegally in an underground economy on the reservation without any normal legal title that drains Indian wealth to the border-whites and keeps the Indians poor. United States Congressmen from the western states have passed a law in Congress that forces Indian landowners and water rights into state courts for determination of the amount and use of Indian water resources. The Farmers Union and National Cattlemen's Association are white supremacist organizations that call for the end of Indian treaty rights and lobby Congress to gain legal title to the aforementioned void Patent-in-Fee lands on Indian reservations robbed from the Indian wards of the United States Government. Please China, do not purchase any Montana beef products, wheat, or any other product that is grown on stolen Indian lands in western states. Please, European Nations, call the United States Government to account for the century old Indian land claims, even as Secretary of State Kerry travels the world blaring about the liberty and freedom for the oppressed of the world, all the while oppressing the Indian people in the United States. BREAKING ECONOMIC APARTHEID ON INDIAN RESERVATIONS

An exclusive territory illegally occupied by illegal aliens who usurped legal occupants; operating "extralegally" without "normal" legal titles in an "underground" economy would seem to be located in the former apartheid regime of South Africa. Instead, the lands of the treaty Indians in the United States have fallen to white-apartheid regimes of "reservation/counties" occupied by border-whites within the exterior boundaries of Indian Reservations across the United States. White supremacist groups have their origins on Indian Reservations due to fears that someday the Indians would get justice and Congress would restore land titles of 17,000 Indian landowners to 100 million acres of Indian property including billions of dollars of oil, gold, uranium, coal, and water rights robbed from dispossessed Indian heirs to original Indian landowners in complicity with federal government trustees of Indian lands. In 1979 the infamous Bureau of Indian Affairs, a rogue federal agency, and its director testified under oath to Congress that it was complicit in the massive Indian land frauds under its trusteeship, but that litigation of the Indian claims would present the public spectacle of the "United States Government suing itself on behalf of its Indian Wards." Did Congress restore the 17,000 Indian land claims to 100 million acres of Indian property, and provide billions of dollars in Just Compensation due the Indian Heirs to the original Indian allottees robbed by federal trustees and border-whites? President Reagan defied Public Law 96-217, Section 2 passed by Congress to restore Indian land titles either by litigation or by Congress. Reagan stonewalled Indian claims by refusing to either institute legal action or to send the Indian claims to Congress to restore Indian land titles and provide just compensation for loss of billions of dollars in revenues. I was in Washington D.C. lobbying the Senate Indian Affairs Committee to restore the hundreds of Blackfeet land allotments robbed in Glacier County court by cattlemen judges, juries, and officials. Indian land frauds are well known to the Executive Branch and Congress for a century but the western congressmen from western states and national white supremacy organizations are strong enough to prevent any justice for the Indian heirs living in poverty in tribal housing slums in a hopeless condition that any justice will ever be done for them, and their children will suffer the same fate into the future. I can only ask for economic sanctions against Montana beef producers who live on Indian lands, and who are the authors of Indian hate groups. China are you listening, please boycott Montana beef products!
